Village of Frankfort Village Board met May 2.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:01 P.M.

ROLL CALL

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney George Mahoney, Police Chief Leanne Chelepis, Village Administrator Rob Piscia, and Assistant Administrator John Burica.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (April 18, 2022)

B. Approval of Bills/Payroll - $1,925,221.52/$379,075.25

Trustee Farina made a motion (#1), seconded by Trustee Savaria, to approve the Unanimous Consent Agenda.

Trustee Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. None were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle requested a motion from the floor to extend the temporary waiver of sewer and water fees for qualified residents and utility customers of Frankfort who are on active duty in the U.S. Armed Forces.

Trustee Borrelli made a motion (#2), seconded by Trustee Farina, to adopt A RESOLUTION (NO. 22-16) AUTHORIZING THE WAIVER OF WATER AND SEWER FEES FOR VILLAGE OF FRANKFORT MILITARY PERSONNEL SERVING ON ACTIVE DUTY IN THE ARMED FORCES OF THE UNITED STA TES OF AMERICA.

A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle extended a personal "thank you" to all residents who applied to serve on various committees in the new fiscal year and to former members for their dedicated service to the Village. He entertained a motion from the floor to approve the new fiscal year's committee appointments.

Trustee Farina made a motion (#3), seconded by Trustee Petrow, to approve the Village of Frankfort committee and commission appointments made by Mayor Ogle with the advice and consent of the Board. A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle entertained a motion from the floor to support motorcycle safety with a proclamation.

Trustee Borrelli made a motion (#4), seconded by Trustee Savaria, declaring May, 2022 as "Motorcycle Awareness Month" in the Village of Frankfort." A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle entertained a motion from the floor to support bike month with a proclamation.

Trustee Leddin made a motion (#5), seconded by Trustee Petrow, declaring May, 2022 as "Bike Month" in the Village of Frankfort." A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle recognized the businesses that generously donated to the Earth Day celebration on April 23 and the volunteers who participated in the clean-up activities.

• Mayor Ogle announced the Frankfort Country Market continues every Sunday from 9:00 A.M. to 1 :00 P.M. in downtown Frankfort.

• Mayor Ogle extended happy Mother's Day wishes to his mom, fellow colleagues, and residents.

BOARD COMMENTS

Clerk Schubert announced the Village will conduct Early Voting for the June 281h General Primary from June 13 through June 24 at the Village Administration Building.

Trustee Leddin echoed happy Mother's Day wishes and commented on his first anniversary as Village trustee.

Trustee Savaria congratulated all the new committee members and commended the Frankfort Fire Department for their quick response and action with a recent mishap at his home.

Trustee Farina congratulated Attorney Lamore who welcomed a baby girl, and she wished a happy Mother's Day to her colleagues.

Trustee Petrow also extended happy Mother's Day wishes to all the moms and encouraged families to celebrate by attending Frankfort's Country Market on Sunday. She welcomed and congratulated all the new committee members.

Trustee Borrelli congratulated Attorney Lamore and extended a happy Mother's Day to all the moms. He thanked residents who applied to serve on committees and acknowledged members for their dedicated service to the Village.

Trustee Rossi also thanked the committee members for their willingness to serve and commended the Police Department for their hard work.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia wished everyone a happy Mother's Day and extended congratulations to Attorney Lamore on the birth of her baby girl. He announced the Village is accepting applications for summer/seasonal workers.

POLICE DEPARTMENT REPORT

Chief Chelepis introduced two new programs designed to promote safety and positive police community relations. She reported "No Notice, No Entry" is a crime prevention program designed to educate residents on ruse burglaries and other scams, noting the program is geared toward older adults. The second program is "Coasting with a Cop" which ties in with Bike Month in the Village of Frankfort. She invited kids to join members of the Police Department on Saturday, May 21, for the kick-off event of "Coasting with a Cop" at 1 :00 P.M. at Indian Boundary Park. The program will offer bicycle safety helmet checks, tire checks, bicycle safety information, and a bicycle ride around Prairie Park with a patrol officer.

VILLAGE ATTORNEY'S REPORT

Village Attorney Mahoney voiced his excitement of the arrival of Attorney Lamore's new daughter Leonore and wished all the mothers a happy Mother's Day.

OTHER BUSINESS

There were no other items of business for discussion.

PUBLIC COMMENT

Resident Ken Riemen addressed the Village Board and commented on the 2 Smith Street proposals. He felt the Integrus proposal offered the best development for downtown Frankfort, including the anticipated businesses and demolishing the building. He also expressed his desire for more people to read the proposals and provide input.

ADJOURNMENT TO EXECUTIVE SESSION

Trustee Savaria made a motion (#6), seconded by Trustee Farina, to adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(2) to discuss collective negotiating matters.

Mayor Ogle invited comment on the matter prior to a vote being taken. No comments were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:29 P.M.

The Village Board came out of Executive Session at 7:59 P.M. and resumed the regular board meeting.

Village Clerk Katie Schubert called the roll following the return to the regular board meeting. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney George Mahoney, Village Administrator Rob Piscia, Asst. Administrator John Burica, and Police Chief Leanne Chelepis.

No action was taken as a result of the Executive Session.

ADJOURNMENT

Hearing no further business, Trustee Savaria made a motion (#7), seconded by Trustee Borrelli, to adjourn the regular board meeting of Monday, May 2, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:59 P.M.
