Village of Frankfort Village Board met April 18.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:00 P.M.

ROLL CALL

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, and Daniel Rossi. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Police Chief Leanne Chelepis, Village Administrator Rob Piscia, and Assistant Administrator John Burica. Trustee Gene Savaria was absent.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (April 4, 2022)

B. Approval of Bills/Payroll - $382,292.11/$378,068.64

C. Committee of the Whole Report

1. Administration Carpet Replacement Project: Bid Approval - Resolution Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-13) AUTHORIZING THE EXECUTION OF A CONTRACT WITH TILES IN STYLES, LLC, for the Administration Carpet Replacement Project, in an amount not to exceed $28,000.00.

2. Jackson Creek Lift Station Improvements Project: Bid Approval - Resolution Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-14) AUTHORIZING THE EXECUTION OF A CONTRACT WITH GASKILL & WALTON CONSTRUCTION CO., for the Jackson Creek Lift Station Improvements Project, in the amount of $268,000.00.

3. Fiscal Budget 2022/2023 - Approval

Accept the recommendation of the Committee of the Whole and approve the Village of Frankfort municipal budget for fiscal year 2022/2023.

D. IEPA Final Loan Closing Amendment: Wastewater Project: LI 75408 - Resolution Adopt A RESOLUTION (NO. 22-15) AUTHORIZING THE EXECUTION OF A FINAL LOAN CLOSING AMENDMENT BETWEEN THE VILLAGE OF FRANKFORT AND THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY UNDER ITS WATER POLLUTION CONTROL LOAN PROGRAM FOR WASTEWATER PROJECT: L175408.

Trustee Borrelli made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustees Borrelli, Farina, Leddin, Petrow, and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. None were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, and Rossi. Nays: None. Absent: Trustee Savaria. The motion carried.

MAYOR'S REPORT

• Mayor Ogle requested the consent and approval of the Trustees to appoint Jessica Jakubowski to the position of Plan Commissioner to fill the unexpired term of Lisa Hogan.

Trustee Borrelli made a motion (#2), seconded by Trustee Petrow, to approve the appointment of Jessica Jakubowski to the Plan Commission to fill the remainder of the appointed term of former Commissioner Lisa Hogan, which expires on April 30, 2024.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, and Rossi. Nays: None. Absent: Trustee Savaria. The motion carried.

• Mayor Ogle invited residents to join in the upcoming Earth Day activities on Saturday, April 23.

• Mayor Ogle entertained a motion from the floor to proclaim Saturday, April 23, 2022, as Earth Day in the Village of Frankfort.

Trustee Petrow made a motion (#3), seconded by Trustee Rossi, to designate Saturday, April 23, 2022, as "Earth Day/Arbor Day" in the Village of Frankfort.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, and Rossi. Nays: None. Absent: Trustee Savaria. The motion carried.

• Mayor Ogle reported the Village of Frankfort received a 2022 Tree City USA Growth Award by the Arbor Day Foundation to honor its commitment to effective urban forest management. The Growth Award recognizes communities alongside their Tree City USA that demonstrate higher levels of tree care and community engagement during the calendar year.

• Mayor Ogle announced the Frankfort Country Market returns on Sunday, April 24, from 9:00 A.M. to 1 :00 P.M. in downtown Frankfort.

• Mayor Ogle encouraged residents to view the Fly Together art exhibit on display at the Village Hall. Fly Together is an art collaboration with the Village of Frankfort, the Frankfort Arts Association, Frankfort School District 157-C, and the Friends of the Library. With the help and generosity of teachers at Chelsea Intermediate School, 3rct - 5th grade students created origami butterflies using repurposed pages from books donated by the Friends of the Library. He noted over 800 students participated in the project and the exhibit will be on display through July 1.

BOARD COMMENTS

Clerk Schubert reported Vote by Mail requests are available for the June 28th General Primary through the Will County Clerk's Office by mail, phone, online, and in person. She announced the Village will conduct Early Voting from June 13 through June 24 at the Village Administration Building.

Trustee Leddin complimented staff for their fine job on the budget and efforts associated with the Village's WWTP Consolidation Program, which came in more than $5 million under budget.

Trustee Farina also commended staff for the completion of the Village's WWTP Consolidation Program and coming in well under budget. She commented on the budget which includes $7 million for street improvements. She acknowledged and voiced her appreciation to Lisa Hogan for all her years serving on the Plan Commission.

Trustee Petrow commented on the Frankfort Arts Association Fly Together art exhibit and the budget, noting the Village's ongoing commitment to the Comprehensive Plan. She encouraged residents to review the 2 Smith Street proposals on the Village website and welcomed public comments regarding the proposals.

Trustee Borrelli congratulated staff for a wonderful job with the budget. He thanked Lisa Hogan for her years of service to the community and welcomed Jessica Jakubowski to the Plan Commission. He also thanked all the residents who submitted applications to fill the Plan Commission vacancy. He encouraged residents to participate in Earth Day activities and spend some time cleaning up the community. He concluded by voicing his excitement for the return of the Country Market.

Trustee Rossi thanked staff for a great job with the budget and conservative approach. He encouraged residents to continue to send emails to the Village Board regarding the 2 Smith Street proposals, voicing his appreciation for the public's input.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia reported repaving of Nebraska Street between Locust Street and Maple Street is tentatively scheduled for Wednesday, April 20, weather permitting. He reported the Village is now accepting applications for summer/seasonal employment. He wished his wife, Leslie, a happy 31 st wedding anniversary.

POLICE DEPARTMENT REPORT

Chief Chelepis reported orientation for the Seniors on Patrol Program will take place on April 27, at 11 :00 A.M. at the Frankfort Police Department. She encouraged older adults interested in participating in the program to email admin@frankfortil.org or call the Frankfort Police Department for further details.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

There were no other items of business for discussion.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Borrelli made a motion (#4), seconded by Trustee Farina, to adjourn the regular board meeting of Monday, April 18, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:24 P.M.
