Village of Frankfort Village Board met March 21.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:01 P.M.

ROLL CALL

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief Leanne Chelepis, Village Administrator Rob Piscia, and Assistant Administrator John Burica.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (March 7, 2022)

B. Approval of Bills/Payroll - $1,395,765.45/$381,164.26

C. Committee of the Whole Report

1. Route 30 Contractual Lawn Mowing Program: Bid Approval - Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-09) AUTHORIZING THE EXECUTION OF A TWO-YEAR CONTRACT WITH RAMIRO GUZMAN LANDSCAPING, INC., for the 2022-2023 Route 30 Contractual Lawn Mowing Program, for an annual cost of $60,706.36.

2. Rough Cut Lot Maintenance Program: Bid Approval - Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-10) AUTHORIZING THE EXECUTION OF A TWO-YEAR CONTRACT WITH BILL'S LAWN MAINTENANCE & LANDSCAPING, INC., for the 2022-2023 Rough Cut Lot Maintenance Program, at a rate of$.004 per square foot for lot maintenance services.

3. Software as a Service Agreement: Bellefeuil, Szur & Associates, Inc. - Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-11) AUTHORIZING THE EXECUTION OF A SOFTWARE AS A SERVICE AGREEMENT BETWEEN BELLEFEUIL, SZUR & ASSOCIATES, INC. AND THE VILLAGE OF FRANKFORT, for the implementation and use of an Enterprise Resource Planning System.

4. Statement of Work Agreement: Invoice Cloud, Inc. -Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION NO. 22-12) AUTHORIZING THE EXECUTION OF THE STATEMENT OF WORK AGREEMENT AND BILLER AGREEMENT BETWEEN INVOICE CLOUD, INC. AND THE VILLAGE OF FRANKFORT, for customer engagement, electronic bill presentment, and electronic bill payment services.

Trustee Farina made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustees Leddin, Farina, Petrow, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken.

Trustee Petrow commented on the long-term projects under consideration for approval and highlighted the work of staff with the new technology, including the installation of a new Enterprise Resource Planning (ERP) system which will provide residents more user-friendly options in a real-time environment.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria.

Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle reported 8th grade students from Hickory Creek Middle School participated in the annual Student Government Day, touring the Village Administration Building offices, the Fire Department, Police Station, the Regional wastewater treatment plant, and the Utilities/Public Works facility. The students held a mock Village Board meeting earlier in the evening. He extended his appreciation to Superintendent Doug Wemet, Principal Tricia Dotson, and teacher Tara O'Hea for their cooperation and assistance in preparing the students for this day, as well as to staff and board members for supporting this initiative and partnership between the Village and the school system.

• Mayor Ogle noted the well-attended Spring on the Green event was held on Sunday, March 20, on Breidert Green. The event was co-sponsored by the Village and the Frankfort Park District. He thanked everyone who came out to the Spring on the Green and to all the volunteers who assisted with this year's event.

• Mayor Ogle announced the Village's 2022 Branch Collection Program will begin on Monday, April 4.

• Mayor Ogle reminded residents Will County Green offers a free year-round electronic recycling drop-off program on the 2nct and 4th Tuesday of the month from 5:00 P.M. to 7:00 P.M. at the Frankfort Township Building, 11000 W. Lincoln Highway.

• Mayor Ogle noted the new software systems approved earlier this evening are very important initiatives which will improve workplace efficiency and customer interface.

BOARD COMMENTS

Clerk Schubert announced Wednesday, March 30, is the first day to request Vote by Mail ballots for the June 28th General Primary, noting requests can be made to the Will County Clerk's office online, in person, or by mail.

Trustee Leddin extended his appreciation to everyone who participated in Student Government Day and apologized for his absent during the mock Village Board meeting.

Trustee Farina congratulated the students who participated in Student Government Day and gave a shout out to Event Coordinator Sue Lynchey for organizing the event. She also extended congratulations to the Chelsea School 5th grade DARE program graduates. She acknowledged Asst. Administrator John Buri ca and Finance Director Jenni Booth for their efforts to modernize the Village's financial system and help improve customer service. Trustee Farina asked about the Calendar of Events schedule, specifically the annual homeowners association meeting and the Village's Open House.

Mayor Ogle responded to her questions and shared that he is considering a State of the Village Address this year.

Trustee Petrow shared her enjoyment of Student Government Day and the questions and insights from the students. She encouraged residents to apply for the Plan Commission vacancy.

Trustee Borrelli thanked the gth graders from Hickory Creek Middle School for their part in Student Government Day and extended his appreciation to staff and 157C for their efforts with the event.

Trustee Rossi also commented on Student Government Day, noting it was his first time to participate in the event and stated he was very impressed with the students and their questions.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia congratulated the gth grade students who participated in Student Government Day. He reported Phase I of the Pfeiffer Road Extension Project, which will extend the existing Route 30/Pfeiffer Road Intersection to south of Colorado A venue, is almost complete and bidding for the construction of the roadway is anticipated to take place this year.

POLICE DEPARTMENT REPORT

Chief Chelepis gave a shout out to Officer Riff for his work with the Chelsea School 5th grade DARE program, noting the graduation pizza party will be held on Thursday, March 24. She thanked School District l 57C for their partnership in this safety education program and the Family School Partnership (FSP) for their sponsorship of the DARE program. She reminded residents that the Frankfort Police Department has a Prescription Drug Take-Back Program, noting residents can drop off any unused medications in the box inside the Police Station. She commended the 3th grade students who participated in Student Government Day for their great questions and voiced her honor to participate in the event.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

Trustee Petrow inquired about the Request for Proposals for 2 Smith Street. Administrator Piscia reported the Village received four sealed purchase proposals for the surplus real estate, noting acceptance of the proposals closed today.

PUBLIC COMMENT

Resident Edith Lutz spoke before the Village Board and shared a personal experience with a recent water main break. She requested the Village to consider informing residents who will be affected by water main shutoffs.

ADJOURNMENT TO EXECUTIVE SESSION

Trustee Savaria made a motion (#2), seconded by Trustee Borrelli, to adjourn to Executive Session to discuss personnel matters pursuant to 5 ILCS 120/2(c)(l).

Mayor Ogle invited comment on the matter prior to a vote being taken. No comments were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria.

Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:24 P.M.

The Village Board came out of Executive Session at 7:37 P.M. and resumed the regular board meeting.

Clerk Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Jessica Petrow, Michael Leddin, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Asst. Administrator John Burica, and Police Chief Leanne Chelepis.

No action was taken as a result of the Executive Session.

ADJOURNMENT

Hearing no further business, Trustee Savaria made a motion (#3), seconded by Trustee Petrow, to adjourn the regular board meeting of Monday, March 21, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:38 P.M.
