Village of Manhattan Board of Trustees met Jan. 18.

Here are the minutes provided by the board:

Mayor Adrieansen called the meeting to order at 6:00 P.M. 

Roll Call: Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski aye, Dilling aye (6 ayes, 0 nays, 0 abstain, 0 absent). Also present is Lewis, Sing, Gehrke, Wold, Doyle, Tyk, Golem, Nelson, and Santschi.

Mayor Adrieansen Proclaims January 19, 2022, Lincoln-Way Marching Band Appreciation Day in the Village of Manhattan.

Mayor Adrieansen and Trustee McDonough present STAR Awards to the Manhattan students of the Lincoln-Way Marching Band.

Beemsterboer Motion to Approve the Consent Agenda: December 20, 2021, Village Board Meeting Minutes, January 8, 2022, Village Board Strategic Planning Workshop Minutes, Approval of January 18, 2022, Bills List, A Resolution Authorizing the Use of U.S. Route 52 and Manhattan-Monee Road, On Saturday, March 5, 2022, Authorization to Approve an Agreement for Labor Day Fireworks in the Amount of $10,000.00 Payable to Pyrotechnic Fireworks Inc, Formerly Known as Melrose Pyrotechnics, Inc. McDonough Second. Roll Call: Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski aye, Dilling aye (6 ayes, 0 nays, 0 abstain, 0 absent). Motion Carried.

Mayor Adrieansen informs the Board of Trustees that they have before them an Authorization to Appoint Alan Griffiths to the Police Commission for a Term Ending May 1, 2025.

Mayor Adrieansen informs the Board of Trustees that they have before them An Ordinance Providing for issuance of Not to Exceed $10,000,000 Village of Manhattan, Will County, Illinois Special Service Area Number 2007-6 Special Tax Refunding Bonds, Series 2022, (Groebe Farm-Stonegate Project).

Mayor Adrieansen informs the Board of Trustees that they have before them A Resolution Authorizing Participation in the Neighbors Public Safety Service. This will allow the Police Department to view recordings on the Neighbors by Ring app that are voluntarily shared by the owner’s Ring Doorbell.

Mayor Adrieansen informs the Board of Trustees that they have before them An Ordinance Abating the Tax Heretofore Levies for the Year 2021 to Pay the Interest and Principal on $4,240,000 Special Service Area No. 2007-5 Bonds, of the Village of Manhattan, Will County, Illinois.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is the Eastern Avenue Extension Design Discussion.

Village Engineer Golem informs the Mayor and Board of Trustees that the engineering plans for Eastern Avenue from Smith Road to Baker Road are coming along well. Plans have been sent out to utility and pipeline companies for review and are now getting closer to finalizing details of the plans which warrants some input from the Village. Target date to go out to bid is mid-February.

The Mayor and Village Board have discussion around the speed limit, whether to stripe the road to allow for passing or use a double yellow stripe, resurfacing Baker Road pavement (Township jurisdiction), resurfacing Smith Road pavement through the Eastern Ave intersection, removing of the concrete chunks at intersections, and accesses.

Mayor Adrieansen would like to address the issue that came up at the last board meeting regarding the streets in the older section of town changing from Street to Avenue. Mayor Adrieansen informs the Board of Trustees that according to the Village Attorney the Village can pass an ordinance to leave the street names as “Street”. None of the street signs would have to change. The Village would have to notify the election authorities, the Post Office, and 9-1-1 dispatch center. There is then a period of time that has to pass for the change to take effect.

Mayor Adrieansen informs the Board of Trustees that Irish Fest in moving forward. The Village will be meeting with them on January 19th.

McDonough would like to thank the Mayor and Board of Trustees for recognizing the Lincoln-Way Marching Band with the Proclamation and STAR Awards.

Adamski informs Public Works Superintendent that he recently read an article on the use of solar panels at a sewer plant to save energy. Superintendent Tyk says that he can investigate it with the engineering firm when the Village is ready to expand the sewer plant. Superintendent Tyk states that in his opinion he would not like to rely on solar panels as a sole use of energy 100% or the time.

Adamski asks Community Development Director Nelson for an update on the vacant lot in Prairie Trails. Community Development Director Nelson states that he will contact the developer again to get an update. Village Administrator Sing states that we can investigate what the legal options are to get the issue resolved.

Adamski would like to thank Public Works Superintendent for allowing him to do a ride along with Carl in the snowplow during the last snow event.

Adamski Asks the Mayor and Board of Trustees if they would be interested in bringing back a Farmer’s Market on a weeknight in the evening.

Beemsterboer expresses concerns on obtaining vendors for a market.

Naughton states that the market that the Village ran in the past could never take off. It was a 3-year run and failed.

Adamski thinks that if it’s on a weeknight in the evening it may be easier to get vendors. He would like to try it out once per month.

Mayor Adrieansen announces that the Cruise Nights will be on Wednesday nights this year. The change is to not conflict with the Manhattan Car Club’s Monday night shows in hopes that we can attract more cars to the Village Cruise Nights.

Village Administrator Sing reminds the Mayor and Board of Trustees that they will be working on the 5 Year Plan for the budget and if there is anything that the Board would like to incorporate into that plan he needs to know by February 1st.

Village Clerk Lewis would like to remind everyone that the Community Wide Blood Drive is Thursday, January 27th from 4pm-7pm in the Village Hall Meeting Room. So far there are 36 appointments already made. There are two promotions that Versiti Blood Centers is offering. First time blood donors receive a $25 gift card, and all donors will receive a cozy pair of socks.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have his Monthly Report. He wants to note that for 2021 the Village issued a total of 141 new home permits and 562 miscellaneous permits. Core Homes Engineering is finalizing the plans and they want to go to the Planning & Zoning Committee in February with the final plat.

Village Administrator mentions that Comcast has applied for a permit to run lines for the business community along 52 south to Forsythe-Gould Funeral Home.

Finance Director Gehrke informs the Mayor and Board of Trustees that they have his Monthly Report.

Village Engineer Golem lets the Board know that the comment period for the Quiet Zone ended on January 17, 2022. Robinson Engineering did not receive any comments. Village Engineer Golem states that the next step is Notice of Establishment.

Village Engineer Golem informs the Mayor and Board of Trustees that AT&T has finally received the cable materials they were waiting for. Estimated completion date is February 25, 2022.

Public Works Superintendent Tyk informs the Mayor and Board of Trustees that they have his Monthly Report. Superintendent Tyk states that recently the Village sent out roughly 400 letters to residents in the old section of town for a lead inspection survey. So far, no lead lines have been reported. The IEPA wants to get rid of all lead service lines.

Police Chief Wold informs the Mayor and Board of Trustees that they have his Monthly Report. EMA Director Doyle informs the Mayor and Board of Trustees that they have his Monthly Report. McDonough Motion to Adjourn. Adamski Second. All are in Favor. Motion Carried.
