Village of Frankfort Village Board met Feb. 2.

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:01 P.M.
ROLL CALL
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Deputy Chief Kevin Keegan, Village Administrato.r Rob Piscia, and Assistant Administrator John Burica. Trustees Margaret Farina and Michael Leddin were absent.
Frankfort Cub Scout 270 posted the Colors and led the Pledge of Allegiance.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Dump Truck Replacement Purchase: Bid Approval - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-04) AUTHORIZING THE EXECUTION OF A CONTRACT WITH RUSH TRUCK CENTERS, for the purchase of a 2023 International HV507 truck with dump body and snow removal equipment, in the amount of $204,409.06.
2. Master Pole Attachment Agreement: Verizon Wireless - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-05) AUTHORIZING THE EXECUTION OF A MASTER POLE ATTACHMENT AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND SMSA LIMITED PARTNERSHIP D/B/A VERIZON WIRELESS.
D. Plan Commission Report Summary
1. Village of Frankfort Zoning Ordinance Amendment to Articles 5 and 12 - Indoor Recreation and Entertainment and Outdoor Recreation and Entertainment (Waive pt and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3346) ORDINANCE AMENDING THE VILLAGE OF FRANKFORT ZONING ORDINANCE, ARTICLE 5: TABLE OF PERMITTED AND SPECIAL USES AND ARTICLE 12: RULES AND DEFINITIONS, to provide new definitions for the terms indoor recreation, outdoor recreation, indoor entertainment, and outdoor entertainment, in accordance with public testimony and the Findings of Fact.
Trustee Petrow made a motion (#1), seconded by Trustee Rossi, to approve the Unanimous Consent Agenda.
Trustees Petrow, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. Trustee Petrow gave a shout out to the Plan Commission and staff for their efforts with text amendments to provide clarity and updates to the Village's Code of Ordinances.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Petrow, Rossi, and Savaria. Nays: None. Absent: Trustees Farina and Leddin. The motion carried.
MAYOR'S REPORT
• Mayor Ogle thanked Frankfort Cub Scout Pack 270 for the presentation of colors and wished them success as they work toward completing the Duty to Country adventure.
• Mayor Ogle announced Frankfort Restaurant Week is underway and runs through February 27. He encouraged everyone to take part in the event and enjoy specials from the participating Frankfort establishments.
• Mayor Ogle congratulated Phillips Chevrolet for earning the 2022 Dealer Rater's Chevrolet Dealer of the Year for the second year in a row. The Dealer of the Year award recognizes auto dealerships across the U.S. and Canada who deliver outstanding customer service.
• Mayor Ogle commented on the passing of Norman "Happy" Bettenhausen, age 97. He noted Happy worked for Phillips Chevrolet for over 40 years and actively volunteered musically for many years.
• Mayor Ogle announced the Village of Frankfort is accepting applications to fill a vacancy on the Plan Commission/Zoning Board of Appeals. Applications are available at the Village Administration Building or on the Village website.
• Mayor Ogle commented on the first-year death anniversary of his dear friend and long time trustee Dick Trevarthan.
BOARD COMMENTS
Clerk Katie Schubert thanked Cub Scout Pack 270 for the presentation of colors and their attendance at the Village Board meeting.
Trustee Savaria wished former Clerk Brian Feehery and current Clerk Katie Schubert a happy birthday.
Trustee Petrow acknowledged the cub scouts for their display of public speaking bravery and Phillips Chevrolet as Dealer of the Year. She commented on the upcoming Frankfort Area Women's Night (FAWN) which takes place on Wednesday, February 23, at CD & Me, noting it is a great networking event. She also commented on the passing of Happy Bettenhausen and shared a personal story of buying her first car with him.
Trustee Borrelli congratulated Wolf Rank Den 270 for their great job posting the colors and Phillips Chevrolet for their outstanding achievement in being named Dealer of the Year. He commented on Frankfort Restaurant Week and encouraged residents to shop local. He wished former Clerk Feehery and Clerk Schubert a happy birthday.
Trustee Rossi complimented the cub scouts for their great job presenting the colors. He wished Clerk Schubert a happy birthday and echoed the comments made regarding the hard work of the Plan Commission and updating the Village's Code of Ordinances.
VILLAGE ADMINISTRATOR REPORT
Administrator Piscia wished Clerk Schubert a happy birthday and voiced his appreciation to the cub scouts for their great job. He reported the Village posted infonnation on Facebook regarding snow removal priority areas in Frankfort as well as roadways under the jurisdiction ofIDOT, Will County, and Cook County. He thanked residents for their cooperation and patience during snow events.
POLICE DEPARTMENT REPORT
Deputy Chief Keegan reported the next "Coffee with a Cop" event is scheduled for Tuesday, March 8, from 9:30 A.M. to 11 :00 A.M. at Butera Market, 20825 S. LaGrange Road.
VILLAGE ATTORNEY'S REPORT
Village Attorney Lamore had no report.
OTHER BUSINESS
There were no other items of business for discussion.
PUBLIC COMMENT
Frankfort Arts Association representative Jaime Masura and her daughter Sophia presented a community art project made from recycled books from the Frankfort Library to Mayor Ogle. She announced a ribbon cutting and gallery grand opening reception for the Frankfort Arts Association at Studio C, 130 Kansas Street (BoKA Y Flowers) will take place on Thursday, March 3, from 5:00 P.M. to 7:30 P.M.
ADJOURNMENT
Hearing no further business, Trustee Savaria made a motion (#2), seconded by Trustee Petrow, to adjourn the regular board meeting of Tuesday, February 22, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:24 P.M.
