Village of Frankfort Board of Trustees met Jan. 18.

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:02 P.M.
ROLL CALL
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Margaret Farina, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief Leanne Chelepis, and Village Administrator Rob Piscia.
SWEARING-IN CEREMONY OF SERGEANT BUIVIDAS
Mayor Ogle administered the Oath of Office to Tom Buividas as Sergeant for the Village of Frankfort and congratulated him on his new position. Sergeant Buividas spoke briefly, thanking the Village Board, his family, :friends, and colleagues for all their support.
COMMENDATION AWARDS
Mayor Ogle presented a framed Citizen Life-Saving Award to Mr. Todd Street in recognition of him providing life-saving assistance on the Old Plank Road Trail (OPRT) on August 16, 2021 until emergency personnel arrived.
Mayor Ogle recognized Sergeant Scott Potter and Sergeant Kevin Johnson with life-saving medals for their emergency medical intervention. On August 16, 2021, Sergeant Potter provided CPR for a person found unconscious on OPRT until the Frankfort Fire Department arrived and care was transferred. Due to his life-saving actions and those of Mr. Street, the person was transported to the hospital and subsequently survived the medical incident. On October 12, 2019, Sergeant Johnson performed the Heimlich maneuver on a person struggling to breathe at a local restaurant and subsequently dislodged the obstruction, clearing his airway.
Mayor Ogle thanked the entire Frankfort Police Department for their service and continued dedication to protect and serve our community. He also acknowledged the great working relationship with the Frankfort Fire District and area police departments making the entire Lincoln way area safer.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Illinois Cash Farm Lease Agreement: 10053 W. Kuse Road - Resolution Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-01) AUTHORIZING THE EXECUTION OF A THREE-YEAR ILLINOIS CASH FARM LEASE AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND STEVE QUIGLEY AND STEVE SPIESS, for an annual cash rent of $18,005.00 for Village property located at 10053 W. Kuse Road, for years 2022 through 2024.
2. Utility Loader Purchase Approval - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-02) AUTHORIZING AN EXPENDITURE TO RUSSO POWER EQUIPMENT OF FRANKFORT, in the amount of $36,515.00 for the purchase of a 2022 Toro Dingo TX 1000 Utility Loader.
D. Adoption of 2022 Village of Frankfort Zoning Map
Adopt the updated zoning map, current as of December 31, 2021, as the official 2022 Zoning Map of the Village of Frankfort.
Trustee Farina made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.
Trustees Borrelli, Farina, Leddin, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. None were forthcoming.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.
PLAN COMMISSION REPORT SUMMARY
A. Mays Residence Accessory Structure Variance: 7 403 Mayfield Drive - Ordinance (Waive pt and 2nd Readings) Postponed from November 15, 2021
B. McCarthy Residence Accessory Structure Variances: 22960 Hankins Court - Ordinance (Waive 1st and 2nd Readings)
Attorney Lamore approached the podium and provided clarification pertaining to the items before the Board for consideration from the Plan Commission. She stated the Board can consider the items as reflected on the agenda and vote on the accessory structure variance requests, or the other possibility that the Board can consider is to postpone action on these items to a later date. She further clarified that postponing the Mays and McCarthy residence variance requests would exceed the 90-day requirement for decision and noted the requirement can be waived ifby mutual consent of the applicant. She stated the 90-day deadline for the Mays residence accessory structure variance is January 26, 2022 and the 90-day deadline for the McCarthy residence accessory structure variance requests is February 16, 2022. She also noted there was not a favorable recommendation (3-3) by the Plan Commission for the second item under the McCarthy residence, so that vote will require four affirmative trustee votes and the Mayor would not have an opportunity to vote on that item. The other two motions before the Board for consideration would possibly have the Mayor vote.
Mayor Ogle noted the Village is in the process of modifying its regulations for accessory structures under the Village's Zoning Ordinance.
Applicant Garland Mays approached the podium and asked a few questions regarding postponing his variance request. He then provided his verbal consent to postpone his accessory structure variance request to March 7, 2022. It was further clarified to Mr. Mays that pennitted accessory structures are currently not allowed to exceed 144 square feet unless a variance is approved by the Village Board and the proposed text amendments being considered for accessory structures is 650 square feet and his request for 1,363 square feet is substantially above the draft language.
Trustee Savaria made a motion (#2), seconded by Trustee Farina, to postpone the motion concerning the Mays Residence Accessory Structure Variance request to March 7, 2022 due to proposed text amendments.
Mayor Ogle invited trustee comment on the matter prior to a vote being taken. None were forthcoming.

Trnstee Savaria made a motion (#3), seconded by Trnstee Farina, to postpone the motion concerning the McCarthy Residence Accessory Strncture Variance requests to March 7, 2022 due to proposed text amendments.
Mayor Ogle invited trnstee comment on the matter prior to a vote being taken. None were forthcoming.

Mayor Ogle noted these items will come before the Village Board on March 7 and he thanked the applicants for their patience.
MAYOR'S REPORT
• Mayor Ogle reported the Frankfort Arts Association (FAA) will showcase artwork by K-12 family members at its first "Student Art Show." The exhibit will rnn from January 21 through March 24, 2022, at the Frankfort Village Hall. Residents are invited to attend an opening reception of the exhibit on Friday, January 21, from 6:00 P.M. to 7:30 P.M.
• Mayor Ogle invited residents to attend the Village's Fire & Ice Winter Social event on Saturday, January 29, 2022, from Noon to 3:00 P.M.
• Mayor Ogle stated it was a privilege and honor to present the commendation awards this evening, voicing his pride in the community and the police working together.
• Mayor Ogle announced Frankfort Restaurant Week will take place Febrnary 17-27, 2022. He noted it is an opportunity to experience specials from the participating restaurants and to also draw people to Frankfort from the surrounding areas.
BOARD COMMENTS
The entire Village Board expressed its congratulations to Sergeant Buividas on his promotion and to Todd Street, Sergeant Potter, and Sergeant Johnson on their commendation awards and life saving actions. Members commented on the retirement of Sergeant Joel Panattoni and his 27 years of service with the Frankfort Police Department; Kansas City Chiefs offensive guard Nick Allegretti scoring a third quarter touchdown against Pittsburgh; and the upcoming Fire & Ice Winter Social and Frankfort Arts Association's Student Art Show.
Clerk Schubert reported the General Primary Election was moved from March 15 to June 28 due to the late arrival of U.S. Census data that was delayed by the COVID-19 Pandemic.
VILLAGE ADMINISTRATOR REPORT
Administrator Piscia extended his congratulations to Sergeant Buividas on his promotion and to Mr. Street, Sergeant Potter, and Sergeant Johnson for their life-saving actions. He noted former Police Chief Darrell Sanders started a program for police officers to respond during medical emergencies and assist the Fire Department, thanking Chief Chelepis for continuing the program. Administrator Piscia also extended congratulations to Sergeant Joel Panattoni on his retirement and his 27 years of service with the Frankfort Police Department. He announced an Open House is scheduled for February 2 from 5:00 P.M. to 7:00 P.M. at the Village Hall to share the plans for the new well and water treatment plant at the Elsner Road water tower site. Administrative Piscia reminded residents that the Village recently passed an ordinance prohibiting parking on local roads when snow has accumulated to a depth of two inches or more so Public Works crews can safely clear the streets.
POLICE DEPARTMENT REPORT
Chief Chelepis congratulated Sergeant Buividas on his promotion. She thanked Sergeant Joel Panattoni for his 27 years of service and wished him well in his retirement. She voiced her gratitude to Mr. Street for his heroic actions and congratulated Sergeant Potter and Sergeant Johnson for providing emergency medical assistance. She echoed Administrator Piscia's comments regarding Frankfort police officers assisting in emergency situations. She noted the Frankfort Fire District is providing rapid CPR training and Stop the Bleed training for Frankfort police officers in February. She thanked the Frankfort Fire District for their partnership and support.
VILLAGE ATTORNEY'S REPORT
Village Attorney Lamore had no report.
OTHER BUSINESS
There were no other items of business for discussion.

No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Trustee Borrelli made a motion (#4), seconded by Trustee Farina, to adjourn the regular board meeting of Tuesday, January 18, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:40 P.M.
