Village of Frankfort Village Board met Jan. 3.

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:01 P.M.
ROLL CALL
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, and Daniel Rossi. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Police Chief Leanne Chelepis, and Village Administrator Rob Piscia. Trustees Margaret Farina, Jessica Petrow, and Gene Savaria were absent.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Traffic Code Ordinance Amendment, Chapter 72: Parking Regulations, Section 72.02 Parking When Snow Has Accumulated to Depth of Two Inches or More
(Waive 1st and 2nct Readings)
Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3336) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 72: PARKING REGULATIONS, SECTION 72.02 - PARKING WHEN SNOW HAS ACCUMULATED TO DEPTH OF TWO INCHES OR MORE.
Trustee Rossi made a motion (#1), seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.
Trustees Leddin and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.
Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. None were forthcoming.
Clerk Schubert called the roll. Ayes: Mayor Ogle; Trustees Borrelli, Leddin, and Rossi. Nays: None. Absent: Trustees Farina, Petrow, and Savaria. The motion carried.
MAYOR'S REPORT
• Mayor Ogle entertained a motion from the floor to adopt an amendment to the Liquor Ordinance authorizing a reduction in the number of Class E-2 liquor licenses (restaurant, prohibiting bar and carry-outs - beer and margaritas only) from one to zero to reflect Chipotle no longer serving alcohol at its Frankfort location.
Trustee Borrelli made a motion (#2), seconded by Trustee Leddin, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3337) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 113, INTOXICATING LIQUOR, to reduce the number of Class E-2 liquor licenses from one to zero in the Village of Frankfort.
Clerk Schubert called the roll. Ayes: Mayor Ogle; Trustees Borrelli, Leddin, and Rossi. Nays: None. Absent: Trustees Farina, Petrow, and Savaria. The motion carried.
• Mayor Ogle reported the Frankfort Arts Association (FAA) will showcase artwork by K-12 family members in its first annual "Student Art Show" which will run from January 21 through March 24, 2022, at the Village Administration Building. Residents are invited to attend an opening reception of the "Student Art Show" on Friday, January 21, from 6:30 P.M. to 8:00 P .M. at the Village Administration Building.
• Mayor Ogle invited residents to attend the Village's Fire & Ice Winter Social event on Saturday, January 29, 2022, from Noon to 3:00 P.M.
• Mayor Ogle voiced his appreciation to staff for their efforts with snow removal and water main breaks over the holiday weekend.
• Mayor Ogle commented on the senseless attack that killed Bradley Police Sgt. Marlene Rittmanic and critically wounded Officer Tyler Bailey.
• Mayor Ogle commented on the City of Chicago/Cook County mandate which went into effect today and requires customers to show proof of vaccination against COVID-19 to enter certain indoor businesses. He noted the Village of Frankfort does not have a local proof-of-vaccination mandate and he felt individuals should have the right to determine, with their own primary care physician, what is best for their health, and also for their children's health. He supported the individual businesses' right to choose how they will operate. Mayor Ogle encouraged everyone to be understanding and considerate of other's health conditions that may or may not be apparent on the surface. He concluded by asking everyone to be understanding and kind and patient with businesses and to follow the CDC guidelines, socially distance, wear a mask, and wash hands frequently.
BOARD COMMENTS
Trustee Leddin wished everyone a happy and healthy new year and stated that he looked forward to working with everyone in the coming year.
Clerk Schubert reported the renewal of Village of Frankfort liquor licenses for 2022 is complete.
Trustee Rossi acknowledged Public Works crews for their snow removal efforts, and he expressed his condolences and thoughts and prayers to the sergeant and patrolman and their families of the Bradley Police Department.
Trustee Borrelli gave a shout out to staff for their quick response relating to a recent incident in which a car veered off Nebraska Street and into the pond adjacent to the Village Hall, noting both individuals were able to get out of the vehicle safely.
VILLAGE ADMINISTRATOR REPORT
Administrator Piscia commented on the Village's new snow ordinance and asked residents to remove parked vehicles from the roadway during snow events to allow Public Works crews to safely clear the streets of snow and ice. He noted the Village is seeking voluntary compliance and staff will send out notifications to local homeowner associations and the media of the new parking restrictions. Administrator Piscia commented on the proactive steps the Village is taking to help protect staff and the integrity of Village operations in response to the increased COVID-19 case numbers. He commented on the senseless attacks on law enforcement and extended his condolences to the Bradley Police Department, their officers, officer's families, and their entire community.
POLICE DEPARTMENT REPORT
Chief Chelepis extended her deepest condolences and prayers to the Bradley Police Department, their officers, and their families. She alerted residents of money transfer scams circulating in the area and provided examples of common tactics used by these offenders. She reported the Frankfort and Mokena Police Departments will provide fraud and scam safety information at the next TRIAD meeting, noting the meeting will take place virtually and a link to the presentation will be posted on the Village website. Chief Chelepis asked residents to remain vigilant by locking their vehicles, close overhead garage doors, and never leave keys/key fobs inside of vehicles.
VILLAGE ATTORNEY'S REPORT
Village Attorney Lamore had no report.
OTHER BUSINESS
There were no other items of business for discussion.
PUBLIC COMMENT
No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Trustee Borrelli made a motion (#3), seconded by Trustee Rossi, to adjourn the regular board meeting of Monday, January 3, 2022. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:19 P.M.
