Village of Frankfort Village Board met Dec. 6.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7 :03 P .M.

REQUEST FOR ELECTRONIC ATTENDANCE & PARTICIPATION

Village Clerk Katie Schubert reported that she was notified by Trustee Jessica Petrow of her desire to electronically attend the December 6, 2021 regular meeting of the Village Board.

After being duly identified by image with audio capabilities on a video conference, Trustee Petrow stated the reason for not being physically present at said meeting was due to being out of town for employment purposes.

ROLL CALL

Clerk Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Attorney Jim Murphy, Village Administrator Rob Piscia, Asst. Village Administrator John Burica, and Police Chief Leanne Chelepis. In attendance by means of video conference: Trustee Jessica Petrow.

Clerk Schubert noted a quorum of the public body was physically present.

PARTICIPATION BY BOARD MEMBER VIA ELECTRONIC CONFERENCING

Mayor Ogle entertained a motion from the floor to allow Trustee Petrow to participate and vote by means of electronic conferencing.

Trustee Savaria made a motion (#1), seconded by Trustee Rossi, to approve participation and voting via electronic conferencing by Trustee Petrow.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Rossi, and Savaria. Nays: None. The motion carried.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

B. Approval of Bills/Payroll - $584,992.06/$414,499.05

C. Committee of the Whole Report

1. Tax Levy Ordinance

(Waive 1st and 2nd Readings)

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3329) PROVIDING FOR THE ANNUAL LEVY OF TAXES IN THE AMOUNT OF $3,399,343 FOR THE FISCAL YEAR BEGINNING MAY 1, 2021 AND ENDING APRIL 30, 2022, in the Village of Frankfort, Will and Cook Counties, Illinois.

2. Directions to Will County Clerk in Possible Tax Cap Levy Reduction - Resolution Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 22-44) REGARDING DIRECTIONS TO WILL COUNTY CLERK IN POSSIBLE TAX CAP LEVY REDUCTION FOR THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, directing the Will County Clerk on possible tax levy reductions for the 2021 Tax Levy.

D. Plan Commission Report Summary

1. Hollie's Massage Special Use for Massage Establishment: 9645 Lincoln-Way Lane, Suite 103 - Ordinance

(Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3330) GRANTING A SPECIAL USE PERMIT FOR A MASSAGE ESTABLISHMENT TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (HOLLIE'S MASSAGE, LLC-9645 LINCOLN-WAY LANE, SUITE 103), to operate Hollie's Massage, LLC, in accordance with the reviewed plans, public testimony, and Findings of Fact.

Trustee Farina made a motion (#2), seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.

Trustees Farina, Leddin, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Ogle invited trustee comment on the consent agenda docket items prior to a vote being taken. None were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

PLAN COMMISSION REPORT SUMMARY - (Tabled from November 1, 2021 and Postponed from November 15, 2021)

A. ZONING MAP AMENDMENT (REZONING) FROM I-I/LIMITED INDUSTRIAL TO R-4/ATTACHED SINGLE FAMILY RESIDENTIAL: 300 S. MAPLE STREET - ORDINANCE

Mayor Ogle requested Village Attorney Murphy to provide an update relating to the proposed zoning map amendment of the property located at 300 S. Maple Street.

Attorney Murphy approached the podium and reported that last week the Village of Frankfort had settlement discussions with BorgWarner concerning the use of the property and how the parties might go forward in an amicable way. He stated that the Village asked BorgWarner to put some of the issues in writing and he anticipates a resolution by the next Village Board meeting.

Mayor Ogle thanked the Village attorneys, Trustee Savaria, Trustee Leddin, and Administrator Piscia for their part in the negotiations with BorgWarner. He also voiced his appreciation for the public's patience as the Village works through these final details with BorgWarner.

Mayor Ogle entertained a motion from the floor to postpone the matter until December 20, 2021.

Trustee Farina made a motion (#3), seconded by Trustee Borrelli, to postpone the motion concerning the proposed zoning map amendment to the next regular Village Board meeting on December 20, 2021.

Mayor Ogle invited comment on the item prior to a vote being taken. No comments were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle reported on December 7, 2020, the Village Board unanimously approved the designation of St. Peter's United Church of Christ as a historic landmark. He shared that St. Peter's congregation was established in 1867 and has been an integral part of the Frankfort community for over 150 years. The 1915 church has the distinction of being the first Frankfort landmark, significant for its architecture and stained-glass windows. He then presented Frankfort's first historic landmark plaque to St. Peter's United Church of Christ. Church members noted a dedication service celebrating this milestone is planned for May 2022.

• Mayor Ogle welcomed the 4th grade Girl Scouts from Troop #75696 who were in attendance to learn more about local government and earn their "Inside Government" badge.

• Mayor Ogle congratulated Curtis Pascarella of Phillips Chevrolet Frankfort who is one of a select group of 4 7 dealer nominees from across the country who will be honored at the 105th annual National Automobile Dealers Association (NADA) Show in Las Vegas on March 11, 2022. The TIME Dealer of the Year award is one of the automobile industry's most prestigious and highly coveted honors.

• Mayor Ogle announced the following upcoming events: Midnight Madness (December 10); and Reindeer on the Green (December 11).

• Mayor Ogle commented on the annual Lighting of the Green event held on December 2 in downtown Frankfort, noting it was simply magical.

• Mayor Ogle reflected on the observance of National Pearl Harbor Remembrance Day.

BOARD COMMENTS

Board members welcomed Girl Scout Troop #75696 and commented on their enthusiastic participation in the Pledge of Allegiance. Members echoed the positive comments made by Mayor Ogle regarding the Lighting of the Green ceremony and the 801h anniversary of National Pearl Harbor Remembrance Day, as a time for remembrance and thankfulness for those who dedicated so much for our freedom. Members remarked on how beautiful Frankfort looks for the holiday season and thanked all for their efforts. Members also extended their congratulations to Curtis Pascarella of Phillips Chevrolet and to St. Peter's United Church of Christ. Trustee Petrow acknowledged staff for their efforts with the necessary technical arrangements for her to attend electronically.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia thanked the Girl Scouts for attending the Village Board meeting and congratulated them on earning their badge. He reported the Village's Leaf and Branch Program has ended for the 2021 season, noting residents can bag any remaining leaves and call the Village for pickup. He stated engineering design for the new well and water treatment plant at the Elsner Road water tower site is nearing completion. Once finalized, staff will conduct an open house to share the plans with the adjacent residential property owners.

POLICE DEPARTMENT REPORT

Chief Chelepis encouraged residents to drive cautiously as winter weather approaches and reminded residents not to park any vehicle on Village streets after 2 inches of snow have fallen. She also reminded residents of actions to take to minimize the risk of becoming a victim of a burglary to motor vehicle and to keep their property safe.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

There were no other items of business for discussion.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT TO EXECUTIVE SESSION

Trustee Farina made a motion (#4), seconded by Trustee Borrelli, to adjourn to Executive Session to discuss litigation pursuant to 5 ILCS 120/2(c)(l 1).

Mayor Ogle invited comment on the matter prior to a vote being taken. No comments were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:30 P.M.

The Village Board came out of Executive Session at 8 :28 P .M. and resumed the regular board meeting.

No action was taken as a result of the Executive Session.

ADJOURNMENT

Hearing no further business, Trustee Farina made a motion (#5), seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, December 6, 2021.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried. The meeting adjourned at 8:29 P.M.
