Village of Frankfort Village Board met Aug. 16.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:02 P.M.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, and Asst. Village Administrator John Burica.

APPOINTMENT OF CHIEF OF POLICE - APPROVAL

Mayor Ogle recommended the appointment of Leanne Bender-Chelepis to the position of Chief of Police for the Village of Frankfort. He provided Ms. Chelepis's educational and professional background since joining the Frankfort Police Department in December 2002 as a patrol officer.

Trustee Farina made a motion (#1), seconded by Trustee Petrow, to approve the appointment of Leanne Chelepis as Chief of Police for the Village of Frankfort.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

Mayor Ogle administered the Oath of Office to Leanne Chelepis.

Chief Chelepis thanked Mayor Ogle and the Trustees for the opportunity and voiced her gratitude for the appointment. She thanked her colleagues at the Village, her family, friends, and the community for their support. Chief Chelepis voiced her pride in the Frankfort Police Department and pledged to continue to serve all community members with integrity and professionalism.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (August 2, 2021)

B. Approval of Bills/Payroll - $879,l 17.11/$407,467.30

C. End of Year Transfers - Approval

Approve the 2020/2021 fiscal year-end Village of Frankfort interfund transfers of $6,600,000 from the General Fund to the Capital Development Fund and $8,300,000 from the Utility Operating Fund to the Utility Capital Fund, dated April 30, 2021.

D. Operations Committee Report

1. Disposal of Surplus Property - Ordinance

Waive 1st and 2nd Readings

Accept the recommendation of the Operations Committee, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3309) AUTHORIZING THE SALE OF CERTAIN SURPLUS PROPERTY OWNED BY THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS.

E. Plan Commission Report Summary

1. Murphy Accessory Structure Area Variance: 10650 Yankee Ridge Drive - Ordinance

Waive 1st and 2nd Readings

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3310) APPROVING A VARIATION FROM ARTICLE 5, SECTION D, PART 3 FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (MICHAEL AND RIMA MURPHY RESIDENCE - 10650 YANKEE RIDGE DRIVE), granting an accessory structure area variance to permit a 255 square foot detached pool cabana, exceeding the 144 square foot permitted, in accordance with the reviewed plans, public testimony, Standards of Variation, and with the following one (1) condition: landscaping shall be added along west and north property lines in the area of the pool cabana to provide screening.

2. Wagner Accessory Structure Area Variance: 11258 York Drive - Ordinance

Waive 1st and 2nd Readings

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3311) APPROVING A VARIATION FROM ARTICLE 5, SECTION D, PART 3 FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (JULIE AND CHARLES WAGNER RESIDENCE - 11258 YORK DRIVE), granting an accessory structure area variance to permit a 240 square foot detached pool cabana, exceeding the 144 square foot permitted, in accordance with the reviewed plans, public testimony, Standards of Variation, and with the following one (1) condition: landscaping shall be added along west and north property lines in the area of the pool cabana to provide screening.

F. Illinois Municipal Retirement Fund Authorized Agent - Resolution

Adopt A RESOLUTION (NO. 21-31) APPOINTING ROBERT PISCIA AS THE AUTHORIZED AGENT TO THE ILLINOIS MUNICIPAL RETIREMENT FUND (IMRF) FOR THE VILLAGE OF FRANKFORT.

G. Coronavirus Local Fiscal Recovery Fund- Ordinance

Waive 1st and 2nd Readings

Waive the First and Second Readings and pass AN ORDINANCE (NO. 3312) PERTAINING TO THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND FOR THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, authorizing the Village President to execute the Coronavirus Local Fiscal Recovery Fund Award Terms and Conditions and the Assurances of Compliance with Civil Rights Requirements.

Trustee Farina made a motion (#2), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Ogle invited trustee and audience comment on the consent agenda docket items prior to a vote being taken. No comments were forthcoming.

Clerk Schube1i called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle invited residents to attend the following upcoming events: Movies on the Green (August 17); Frankfort Arts Association "Into the Light" artist reception (August 19); Frankfort Preservation Annual Ice Cream Social (August 29); Frankfort Fall Festival (Labor Day weekend); and Art on the Green (September 12).

• Mayor Ogle announced the following weekly happenings in downtown Frankfort: Cruisin' Frankfort (every Monday, 5:00 P.M. - 8:00 P.M.); Frankfort Country Market (every Sunday, 9:00 A.M. - 1 :00 P.M.); and Concerts on the Green (every Sunday, 6:30 P.M. - 8:00 P.M.).

• Mayor Ogle reported the Sunshine Artist magazine released its annual 200 Best, ranking the nation's most profitable art and craft festivals. He noted this year's issue celebrates the best shows of the past 10 years: 2010-2020 and Frankfort Fall Festival was named No. 5 in the Classic and Contemporary Craft Show category.

BOARD COMMENTS

The Village Board congratulated Police Chief Chelepis on her appointment and voiced their support and confidence in her. Members encouraged the community to volunteer for the Frankfort Fall Festival and they wished teachers and students a wonderful new school year.

Trustee Leddin noted the population of Frankfort grew by 14% in the past decade, according to data from the 2020 U.S. Census.

Trustee Rossi reported there is an escort parade planned for two local veterans who are being recognized on the August 181h Honor Flight to Washington, D.C. He invited the community to join the Frankfort Fire District, Mokena Fire District, Frankfort Police Department, and the Mokena Police Department at the Shell gas station located at 19100 S. LaGrange Road, between 9:00 P.M. - 10: 00 P .M. to welcome them home and escort them back to their homes.

Clerk Schubert reported the Village Board will return to business attire at the next regular Village Board meeting on Tuesday, September 7.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia extended his congratulations to new Police Chief Chelepis and voiced his confidence in her serving in the role, noting her passion and dedication. He reminded residents of increased traffic, parking restrictions, and road closures in the downtown area during Fall Fest and he asked drivers to be cautious in and around school zones and bus routes as children return to school.

POLICE DEPARTMENT REPORT

Chief Chelepis thanked all the businesses, organizations, and residents for their support of Frankfort's Night Out Against Crime event held on August 3. She encouraged residents to text "fallfest21" to 888-777 to receive traffic, safety, and weather alerts for the 2021 Frankfort Fall Festival. Chief Chelepis expressed condolences to the family of Ronald H. Smith, who died on August 4, 2021. "Smitty" was the first full time police officer hired by the Village on June 1, 1970 and retired in 2003 with 34 years of service.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore congratulated Chief Chelepis.

OTHER BUSINESS

There were no other items for discussion.

PUBLIC COMMENT

Resident Carolyn Williams, on behalf of the members of Seniors on Patrol and the TRIAD Senior Safety Group, thanked Chief Chelepis for taking such good care of them and she wished her the best in her new role.

ADJOURNMENT

Hearing no further business, Trustee Savaria made a motion (#3), seconded by Trustee Farina, to adjourn the regular board meeting of Monday, August 16, 2021. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:36 P.M.
