Village of Frankfort Village Board met June 7.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order at 7:01 P.M.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, Jessica Petrow, Daniel Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief John Burica, and Village Administrator Rob Piscia.

Mayor Ogle extended his congratulations to all the graduates and wished them well in their future endeavors.

Mayor Ogle reported Village Board packets are now available for public viewing on the Village website, www.frankfortil.org.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

B. Approval of Bills/Payroll - $2,128,346.99/$412,752.98

C. Plan Commission Report Summary

1. Michau/Bertrand Residence Variances: 99 N. White Street - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3302) GRANTING TWO ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (MICHAU/BERTRAND RESIDENCE - 99 N. WHITE STREET), granting a first-floor building materials variance from the masonry requirement to allow non-masonry siding and a rear yard setback variance from 30 feet to 23.4 feet along the eastern property line to accommodate the construction of a new single-family residence, in accordance with the reviewed plans and public testimony and conditioned upon dedication of prescriptive right-of-way to the Village of Frankfort.

D. Intergovernmental Agreement for Traffic Signal Maintenance on State Highways - Resolution Adopt A RESOLUTION (NO. 21-20) AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION, for traffic signal maintenance along state routes.

Trustee Farina made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustees Borrelli, Farina, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle requested the consent and approval of the Trustees to appoint David Toepper to the position of Historic Preservation Commissioner for a three-year tenn.

Trustee Farina made a motion (#2), seconded by Trustee Savaria, to approve the appointment of David Toepper to the Historic Preservation Commission. A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle reported two vacancies on the Plan Commission have occurred with the resignation of Commissioner Kristin Michuda and the election of Michael Leddin to the office of Trustee.

Mayor Ogle requested the consent and approval of the Trustees to appoint Nichole Schaeffer to the position of Plan Commissioner to fill the remainder of Michael Leddin' s term, which expires on April 30, 2023.

Trustee Borrelli made a motion (#3), seconded by Trustee Farina, to approve the appointment of Nichole Schaeffer to the Plan Commission. A voice vote was taken. All were in favor. The motion carried.

Mayor Ogle entertained a motion from the floor to appoint David Hogan to the position of Plan Commissioner to fill the remainder of Kristin Michuda's term, which expires on April 30, 2023.

Trustee Borrelli made a motion (#4), seconded by Trustee Savaria, to approve the appointment of David Hogan to the Plan Commission. A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle welcomed and introduced Marcia Steward, Chair of the Historic Preservation Commission (HPC), who presented a brief summary of the annual report for fiscal year ending April 30, 2021. Chair Steward's report was based on the Certified Local Government report provided each year to the State Historic Preservation Office. Ms. Steward voiced her pride in St.

Peters United Church of Christ being designated the Village's first local historic landmark. She recognized HPC members Stephanie Kush, Chester Szmurlo, Patricia Tutko, and newly appointed David Toepper. She acknowledged Trustee Farina and Trustee Petrow for their support of the HPC. She also commended Village staff members Theresa Cork, Jeff Cook, and Zach Brown for their support and efforts with the Village's Historic Preservation Ordinance amendment. Ms. Steward further thanked the Village Board for new staff members Michael Schwarz, Janine Farrell, and Christopher Grupa, noting they have been wonderful support for the HPC.

• Mayor Ogle announced the state is currently set to move into Phase 5 (Illinois Restored) on Friday, June 11. He noted plans for Fall Fest 2021 are in full swing and Concerts on the Green are scheduled to return starting Sunday, June 20.

• Mayor Ogle announced a "Drive-In Movie" event is scheduled for Tuesday, June 8, at Hickory Creek Middle School. The feature film is "Moana" and pre-registration is required.

• Mayor Ogle announced the Frankfort Public Library will sponsor a "Fridays on the Green" event on June 11 , from 10:30 A.M. to Noon.

• Mayor Ogle announced the annual "Get Hooked on Frankfort" fishing derby for youngsters ages 3 to 12 will take place on Saturday, June 12 at Prairie Park. Registration is required for the event.

• Mayor Ogle reported summer beautification nomination applications are available on the Village website. Deadline for entries is June 30, 2021 .

• Mayor Ogle announced the Country Market continues every Sunday, from 9:00 A.M. to 1 :00 P .M. in downtown Frankfort.

POLICE DEPARTMENT REPORT

Chief Burica invited residents to join the Frankfort Police Department for "Cone with a Cop" on Wednesday, June 23, at Culver's of Frankfort, 20592 S. LaGrange Road, at 1 :00 P.M. This event is a family friendly opportunity to chat with members of the Police Department and view a K-9 tracking demonstration by the Will County Sheriff's Office. Chief Buri ca encouraged residents to email any traffic concerns to traffic@frankfortil.org and to continue calling in suspicious activity. He also reminded residents to continue locking their vehicles, removing keys and key fobs, and closing their garage doors every night, #9PM Routine.

VILLAGE ADMINISTRATOR'S REPORT

Administrator Piscia reported the Village anticipates the state moving into Phase 5 on Friday, June 11 . He encouraged community members to contact Village Event Coordinator, Sue Lynchey, with any event requests or updates. He reported drilling of the test well has commenced for future Well #18 (Elsner Road water tower site).

Village Attorney Lamore had no report.

OTHER BUSINESS

There were no other items for discussion.

PUBLIC COMMENT

Resident Richard Kartch, who spoke on behalf of the Hunter Woods Estates homeowners, requested the Village Board consider enacting an ordinance regulating residential rental properties in the Village.

ADJOURNMENT TO EXECUTIVE SESSION

Trustee Borrelli made a motion (#5), seconded by Trustee Savaria, to adjourn to Executive Session for the purpose of discussing purchase ofreal property pursuant to 5 ILCS 120/2(c)(5).

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:23 P.M.

The Village Board came out of Executive Session at 8:30 P.M. and resumed the regular board meeting.

No action was taken as a result of Executive Session.

ADJOURNMENT

Hearing no further business, Trustee Borrelli made a motion (#6), seconded by Trustee Farina, to adjourn the regular board meeting of Monday, June 7, 2021. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 8:30 P.M.
