Village of Plainfield Committee of the Whole met July 12.

Here is the agenda provided by the committee:

Mayor Argoudelis called the meeting to order at 7:00 p.m.

Board Present: Mayor Argoudelis, Trustee Wojowski, Trustee Calkins, Trustee Kalkanis, Trustee Larson, and Trustee Ruane. Board absent: Trustee Benton. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Allen Persons, Public Works Director; and John Konopek, Chief of Police.

Trustee Larson moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on June 28, 2021. Second by Trustee Calkins. Voice Vote. All in favor, 0 opposed. Motion carried.

PRESIDENTIAL COMMENTS Mayor Argoudelis reminded everyone of Plainfield Fest this weekend.

TRUSTEE COMMENTS Trustee Ruane:

• Stated that the Riverfront Foundation is looking for volunteers for Plainfield Fest.

Commented on the conversations regarding riparian rights. Mayor Argoudelis stated that a meeting has been scheduled. Trustee Ruane asked the Mayor to give updates on the status.

Trustee Larson pointed out the website address for Plainfield Fest - www.theplainfieldfest.com.

PUBLIC COMMENTS Laurie Hillman, Dayfield Subdivision, encouraged the Board to keep the non-residential growth issues on 143rd Street in mind when considering future growth.

WORKSHOP 1) FUTURE LAND USE DISCUSSION Director Proulx reviewed recommended changes to the future land use designations for parcels in the vicinity of the 143rd Street West extension between Ridge Road and Seiner Road and adjacent to Ridge Road south of the future Ridge Road-143rd Street/Johnson Road intersection.

Mayor Argoudelis indicated support for the changes. Trustee Larson expressed concern regarding Industrial and stated that she supports mixed use. Trustee Calkins stated that he is against industry west of Steiner. Trustee Wojowski expressed concern regarding industrial and indicated support for mixed use. Trustee Ruane stated that the Village needs to plan properly and requested to see the neighboring jurisdictions land plan for the area.

Staff will continue working on the item and bring back to a future workshop for further discussion.

2) PLAINFIELD BUSINESS PARK SITE PLAN REVIEW Matt Grusecki, Senior Vice President of Northern Builders, Inc. reviewed the proposed site plan for MNSI Express, Inc. to be located at the P3 Site located east of Van Dyke Road and Wood Farm Road and west of the Canadian National Railroad right-of-way.

Mr. Grusecki stated that the MNSI is a full-service logistics and transportation company and is proposing to relocate its headquarters to the P3 site. The development includes a 26,000 square foot building with 10,000 square feet of office space. The project would also include building space devoted to truck maintenance, 50 parking spaces for employees/visitors, and 54 truck trailer parking

Future expansion would allow for 26 additional passenger vehicle parking spaces and 54 additional truck trailers stalls. Mr. Grusecki point out that the company owns its own fleet.

Trustee Wojowski, Trustee Larson, and Trustee Kalkanis indicated support. Trustee Ruane suggested turning the building 90 degrees. Mr. Grusecki stated that he would look at turning the building.

Mayor Argoudelis read the reminders

Trustee Larson moved to adjourn. Second by Trustee Ruane. Voice Vote. All in favor, 0 opposed. Motion carried.

The meeting adjourned at 8:05 p.m.
