PROCLAMATION

1. Mayor Streit presented a Proclamation in Recognition of Arbor Day on April 30, 2021

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

CA-1. Amendment to Agreement with Waste Management for Waste and Recycling Services

City Administrator, Ben Benson, presented the Staff Report for a contract amendment with Waste Management. Waste Management provides an enhanced recycling service called “At Your Door”. This is an additional service that would cost $1.42 per month, per account and would cover collection of household hazardous waste.

The City of Lockport currently provides electronic recycling services by the Public Works for all of Will County, but that does not provide hazardous waste collection. The City’s recycling program does provide a small income of around $6,000 annually for the City. The City’s current recycling is offered a few days a week, each day for a few hours; it can be difficult for residents to use.

The At Your Door Service would be available to all residents of Lockport.

Ela Plahm from Waste Management was available to share details about the At Your Door service.

Excluded: Ammunition, explosives, asbestos, tires, or any materials in unlabeled or leaking containers.

Residents would call-in to Waste Management to schedule a pickup. Several nearby municipalities have this service, including Orland Hills, Orland Park, Joliet, Lemont, Romeoville. The program would provide a report to the City of how the service is utilized by the residents. Council requested a report of Romeoville’s usage.

CA-2. Amendment to Chapter 30 of the City Code to Adjust Compensation of Future City of Lockport Elected Officials

City Administrator, Ben Benson, presented the recommendation to increase compensation of future City of Lockport Elected Officials.

The last adjustment to Elected Officials was 20 years ago. No City Officials can have their pay adjusted while they are in-office, or within 180 days of their election. Resolutions exist that allow Elected Officials to participate in the health care program, which would be 100% their cost. This amendment would cover Elected Officials that begin their terms in 2023 and 2025. As drafted, the Council can add some verbiage to provide increases over time, to increase the income over time. The Council discussed using CPI as the basis for the increases.

FN-1. 2020 Budget Amendment No. 2

Lisa Heglund presented the summary of the request for budget amendment. The change had already been approved at a previous Council Meeting under a resolution, but is being formalized through this budget amendment. The amendment is to cover MFT Fund 2 Infrastructure Expense – Increasing the expense for IL 7 Frontage Road Bridge by $97,440.

PZ-1. Concept Plan for a Gas Station (Thornton’s Fuel Station) 15925 W. 159th St. (PZC Case #2020-018)

Director of Community & Economic Development, Lance Thies – seeking approval for the Concept Plan for a proposed Gas Station at 15925 W. 159th Street. The subject property is zoned

C3 Highway Commercial. A traffic study was conducted, indicating the need for a dedicated left turn lane, and recommended a proposed property acquisition to create a full access entrance.

The adjoining property on the south would require annexation and rezoning to C3.

The subject property will have an enclosed septic system. The proposed plan includes construction of a bike path on east side of Gougar and a sidewalk thru the property connecting to the 159th Street sidewalk.

Planning and Zoning approved, by a vote of 6-1, recommended approval of the concept plan subject to 3 conditions.

Cory Robinson, Real Estate Manager with Thorntons, presented details about the project. The extraordinary conditions of the site requires additional investment. The Traffic Study provided the detail that required the additional costs related to the access point. $450,000 for roadwork required to support the property changes to support the station.

Proposals:

• City receives 50% gas tax revenue each year, for 3 years, capped at $500,000 

• City receives 100% gas tax revenue each year, up to 130K, anything over 130K Thorntons receives 75%, City receives 25%. Scenario would be 5 years, capped at $550

The location would provide diesel fuel, and cater to truck traffic. By providing this service, Thornton’s is forecasting 47% increase in gas sales within the City boundaries.

No parking spaces exist for the semi-trucks; the trucks have pull-forward lanes to allow the drivers to walk into the convenience store, if needed.

Discussion among the Council. Alderman Deskin recommended the 3-year scenario. In addition, the property will also be generating Sales tax and Real Estate tax.

Questions from the Council about the possibility of supporting electric charging stations. Thorntons plans to install conduit for future electric charging stations, but they do not anticipate installing electric charging stations in the next 3 years.

The concept plan is separate from the proposed incentive plan. The City will negotiate with the business separately, preliminary and final plans, over the next month or two with detail of the terms. The investment in the property would make the property an above-average location.

PW-1. Purchase of a 2021 Ford F-250 Pickup Truck

Director of Public Works, Brent Cann, presented the Staff report for the purchase of an F-250 Pickup Truck. This purchase has been budgeted ($45,000) and planned for as part of the City wide equipment/vehicle replacement program. The purchase is based on SPC Sourcewell, the state purchasing program.

DIRECTION: Add to the Consent Agenda on the May 5 City Council Meeting.

NEW BUSINESS

Alderwoman Saban has requested an Executive Session under 2C1, for tonight’s City Council meeting.
