V. APPROVAL OF MINUTES

1. Stormwater Management Planning Committee - Regular Meeting - Jan 5, 2021 10:00 AM

Minutes were approved unanimously, 11-0, with no corrections or additions.

VI. NEW BUSINESS CORRESPONDENCE

1. 2021 Project Program (Discussion)

Jonathan Dykstra said, as you know, we fund certain projects that get turned in. We solicit these projects to get turned in. They generally have been run through Scott and Staff to evaluate and put in some kind of priority.

Scott Killinger said for the 2021 Project Program, the Board did put in $150,000, which is what they usually do. So, we will run a 50/50 Project Program.

Currently, I have projects for 2021 from Crest Hill and Lockport. I know there’s a lot of you out there that usually put them in. Get them into me soon so I can put the program together and bring it back to you possibly in May.

From last year, Plainfield had a project that they wanted to carry over. There was some work in Wilmington Township that they wanted to carry over. Also, possibly Florence Township.

If you’re not listed in that group, I don’t have a project from you. Mail into Dawn or I and I’ll get them into the program and I’ll bring that to you in May.

Dawn Tomczak said I will send out the new 2021 forms.

Jonathan Dykstra said I've received a question or two. I've told them to keep sending them in if you have something, because we haven't approved this year's projects yet.

Ken Carroll asked, did you say Crest Hill has a project in?

Scott Killinger said Crest Hill has Fern Street drainage in.

Ken Carroll said ok, thank you.

Jonathan Dykstra said we expect by May to maybe have a list approved. If not in May, maybe by June.

VII. REPORT OF OFFICERS, SUBCOMMITTEES, STATE'S ATTORNEY AND/OR STAFF

Scott Killinger said there's the Groundwater Study that's ongoing. That money is actually in the Budget, but it's separate from the Project Program. So, that invoice will be paid.

Also, we're supposed to be getting the signed agreement with the U.S. Army Corps of Engineers to go on with the engineering part of the DuPage River Study. I know some of the communities are affected and I've talked to the ones that are. Once we get that signed, hopefully in the next week or two, we will have a meeting with Imad. I will probably bring Imad to the May meeting to give the whole group an idea of what's going on. We will have a little more detailed meeting with the municipalities which are actually affected. That money is also in the Budget to cover that and it's separate from the Project Program.

A year or so ago, we passed a Resolution to work jointly with DuPage County on a Watershed Plan for the east branch of the DuPage River. That's ongoing and there's no cost for that. A lot of the properties in that study are owned by the Forest Preserve. I know the County Board Members are also Forest Preserve District Commissioners. I'm going to reach out to Andy Hawkins and make sure that he knows if they have projects they want to do to get them into that Plan. It will help them get Federal money to participate in those projects down the road.

The City of Lockport is starting up a Watershed Plan and they are paying for that. That's going to cover Fiddyment Creek, Milne Creek, and Fraction Run. I’ve reached out to people who are stakeholders. I know HLR is doing that. Erica Spolar from HLR is the consultant. She’s probably reaching out to those municipalities that are involved. If you think you have some input on that and you haven’t heard from somebody about that, let me know.

VIII. ANNOUNCEMENTS/COMMITTEE COMMENTS

Tom Weigel said there's contamination from a gas station in University Park and it went to the Land Use Department. I wonder if Brian knows anything about that. They contaminated the groundwater from the gas station and they're restricting wells at Western Avenue and Exchange Street. I wondered if there's any existing wells that might be impacted. It's on the Executive Committee meeting for Thursday.

Jonathan Dykstra asked, is it an older station or a newer station?

Tom Weigel said I don't know.

Scott Killinger said the existing well information would be the Health Department. Land Use doesn't have any of that information, that would be the Health Department.

Tom Weigel said the letter was sent to the Land Use Department and I wondered why.

Scott Killinger said Brian is here next to me and he's saying that it was redirected to the Health Department.

Tom Weigel said so the Health Department should be handling it then.

Scott Killinger said they should be. You can get with us after the meeting and we can work with you. We're not aware that Land Use is doing anything with that.

Tom Weigel said I brought it up to Judy Ogalla because that's her District and I'm sure she'll look into it.

Scott Killinger said I remember answering your email and I copied her that it was the Health Department. She knows how to get in touch with Brian or I if she needs to.
