Village of Frankfort Village Board Met April 5.

Here is the minutes provided by the board:

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:00 P.M.

Administrator Rob Piscia called the roll. In attendance were Mayor Jim Holland, Trustees Adam Borrelli, John Clavio, Margaret Farina, Keith Ogle, Jessica Petrow, and Gene Savaria. Also in attendance were Attorney George Mahoney, Hannah Lamore, Police Chief John Burica, and Village Administrator Rob Piscia. Village Clerk Brian Feehery was absent.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (March 15, 2021)

B. Approval of Bills/Payroll - $886,260.29/$374,886.95/$371,452.04

C. Land Use and Policy Committee Report

1. Memorandum of Understanding: School Resource Officer Program - Resolution Accept the recommendation of the Land Use and Policy Committee and ADOPT A RESOLUTION (NO. 21-12) AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE BOARD OF EDUCATION OF FRANKFORT SCHOOL DISTRICT 157-C AND THE VILLAGE OF FRANKFORT, ON BEHALF OF THE FRANKFORT POLICE DEPARTMENT, for the School Resource Officer Program.

2. Fountain Maintenance Agreement: Route 45 and 30 - Resolution

Accept the recommendation of the Land Use and Policy Committee and adopt A RESOLUTION (NO. 21-13) AUTHORIZING THE EXECUTION OF A FIVE-YEAR EXTENSION OF THE FOUNTAIN MAINTENANCE AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT, PHILLIPS CHEVROLET, INC., AND DMP REAL ESTATE, INC., and five-year automatic renewals thereafter.

D. Plan Commission Report Summary

1. The Wine Thief Special Use for Outdoor Seating: 6 Elwood Street - Ordinance Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3286) GRANTING a SPECIAL USE PERMIT FOR OUTDOOR SEATING TO CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (THE WINE THIEF- 6 EL WOOD STREET), associated with a permitted restaurant to accommodate the construction of an outdoor dining area along the north fa9ade of the building for The Wine Thief, in accordance with the reviewed plans and public testimony.

2. Brown Residence Multiple Variances: 143 Kansas Street - Ordinance

Accept the Plan Commission recommendations, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3287) GRANTING MULTIPLE ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (BROWN RESIDENCE - 143 KANSAS STREET), an accessory structure variance from 10' to 0.5' along the northern property line; accessory structure variance from 1 O' to 2' along the western property line; driveway setback variance from 5' to 2'; front yard setback variance from 30' to 10'; side yard setback variance from 13' to 5 '; lot coverage variance from 20% to 41 %; impervious lot coverage variance from 40% to 46%; and a first floor building materials variance from the masonry requirement to pennit the use of non-masonry siding, for the construction of a single-family home and detached garage, all in accordance with the reviewed plans and public testimony.

Trustee Ogle made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustees Clavio, Ogle, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken.

Trustee Petrow recognized the applicants, the Plan Commission, and the Historic Preservation Commission for their work and review of the projects under the Plan Commission Report Summary, noting both projects will be a great addition to Frankfort.

Trustee Ogle thanked both of the applicants for their continued investment in Frankfort.

Administrator Piscia called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Holland announced the Frankfort Arts Association will showcase artwork by local Frankfort artists in its exhibit "Into the Light," which will run from April 8 through July 8, 2021 at the Village Administration Building.

• Mayor Holland announced Will County Green is hosting a residential electronics and hazardous waste drop-off event on Saturday, April 17, from 8 :00 AM to 3 :00 PM, in Joliet for Will County residents. He also noted year-round electronic recycling is available on the 2nd and 4th Tuesday of the month, from 5:00 PM to 7:00 PM at the Frankfort Township Building.

• Mayor Holland announced the Village will host a modified Earth Day Celebration on Saturday, April 24 and encouraged residents to spend the day cleaning up our community.

• Mayor Holland announced the modified Country Market is scheduled to open on Sunday, April 25.

• Mayor Holland announced Jewel-Osco Pharmacy in partnership with the Will County Health Department, Lincoln-Way High School District 210, and the Village of Frankfort will host a COVID-19 Vaccine Clinic on Saturday, April 10, 2021 .

• Mayor Holland encouraged residents to vote tomorrow, Tuesday, April 6, for the Consolidated Election.

POLICE DEPARTMENT REPORT

Chief Burica announced April is Distracted Driving Awareness Month across the nation and he urged drivers to put down any hand-held electronic device and focus on the road. He reported the Frankfort Police Department will conduct various distracted driving enforcement details by funds secured through a traffic safety grant awarded by the Illinois Department of Transportation. He also reminded motorists to be mindful of their speed and to report traffic concerns by sending an email to traffic@frankfortil.org. Chief Burica encouraged residents to continue locking their vehicles, removing keys and key fobs, and closing their garage doors at night.

VILLAGE ADMINISTRATOR'S REPORT

Administrator Piscia announced the Village's branch collection and hydrant flushing programs began today. He provided additional information regarding the COVID-19 Clinic. He reported the clinic will take place on Saturday, April 10, from 9:00 AM to 3:00 PM at Lincoln-Way East High School, 201 Colorado A venue, Frankfort, IL. He noted this clinic will administer the one-dose Johnson & Johnson vaccine to Will County residents, 18 years or older. Visit the Village website, www.frankforil.org for details. Administrator Piscia reported 801 voters participated in Early Voting at the Village Administration Building.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

The Village Board wished Trustee Clavio a happy birthday and encouraged residents to vote tomorrow, Tuesday, April 6.

Trustee Petrow recognized Administrator Piscia and Chief Buri ca for their efforts in partnering with Jewel-Osco, Lincoln-Way School District, and Will County Health related to the COVID-19 Clinic.

Trustee Farina recognized staff member Kevin Delgrosso for his work and dedication behind the scenes, highlighting his FCTV videos.

Trustee Ogle also recognized FCTV staff members Kevin Delgrosso and Ken Potocki He encouraged residents to visit the Frankfort Park District website to obtain additional information regarding the non-binding referendum question to purchase the Borg Warner facility. He also encouraged residents to take part in the electronics and hazardous waste drop-off event and to participate in the Earth Day event.

Trustee Borrelli recognized Illinois Army National Guard Brig. Gen. Mark Jackson of Frankfort for being selected as the Deputy Commanding General of Operations for First Army and his promotion to Major General.

PUBLIC COMMENT

No public comments were received by the Village Board.

ADJOURNMENT TO EXECUTIVE SESSION

Trustee Savaria made a motion (#2), seconded by Trustee Farina, to adjourn to Executive Session for the purpose of discussing personnel matters pursuant to 5 ILCS 120/2(c)(l).

Administrator Piscia called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria. Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:32 P.M.

The Village Board came out of Executive Session at 8 :23 P .M. and resumed the regular board meeting.

No action was taken as a result of Executive Session.

ADJOURNMENT

Hearing no further business, Trustee Ogle made a motion (#3), seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, April 5, 2021. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 8:24 P.M.
