Village of Frankfort Committee of the Whole met April 19.

CALL TO ORDER
Mayor Jim Holland called the Committee of the Whole meeting to order at 5:30 P.M. at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
ROLL CALL
Clerk Feehery called the roll. In attendance were Mayor Jim Holland, Village Clerk Brian Feehery, Trustees Adam Borrelli, Margaret Farina, Keith Ogle, Jessica Petrow, and Gene Savaria. Staff in attendance included Village Administrator Rob Piscia, Police Chief John Burica, and Executive Assistant/Deputy Clerk Theresa Cork. Trustee John Clavio was absent.
APPROVAL OF MINUTES
Trustee Farina made a motion (#1), seconded by Trustee Savaria, to approve the Committee of the Whole minutes of March 1, 2021, as presented. A voice vote was taken. All were in favor. The motion carried.
NPDES REQUIREMENTS - DISCUSSION
Administrator Piscia reported the Illinois Environmental Protection Agency (IEPA), which administers the National Pollutant Discharge Elimination System (NPDES) permit, requires all permit holders to complete certain activities annually to remain compliant in the program. He then presented a summary of control measures and activities the Village undertakes as part of the NPDES permit program.
LIQUOR CODE ORDINANCE AMENDMENT – CREATION OF NEW LIQUOR LICENSE CLASSIFICATION
Deputy Clerk Cork presented a Class E-4 liquor license classification for committee consideration. She reported Buford’s BBQ & Bourbon proposes to offer patrons specialty bourbon-based drinks in addition to beer and wine for dine-in only at its new operation located at 21112 S. LaGrange Road, within the Frankfort Crossings Shopping Center. She noted Buford’s BBQ & Bourbon is intended to function as a carry-out restaurant, although there are eight tables (26 seats) within the restaurant for patrons that choose to dine-in.
Members discussed the new liquor license classification authorizing the retail sale of beer, wine, and bourbon only in conjunction with a restaurant, to accommodate the proposed business.
Members further discussed the restrictions associated with the license, including prohibiting carry outs and the sale of alcoholic liquors across a bar.
Following discussion, Trustee Savaria made a motion (#2), seconded by Trustee Borrelli, to forward a recommendation to the Village Board to amend Chapter 113 of the Village of Frankfort Municipal Code to create a Class E-4 liquor license classification as presented. The motion was unanimously approved.
ADJOURNMENT TO EXECUTIVE SESSION
Trustee Farina made a motion (#3), seconded by Trustee Petrow, to adjourn to Executive Session for the purpose of discussing personnel matters pursuant to 5 ILCS 120/2(c)(1).
Clerk Feehery called the roll. Ayes: Trustees Borrelli, Farina, Ogle, Petrow, and Savaria. Nays: None. Absent: Trustee Clavio. The motion carried.
The Village Board adjourned to Executive Session at 5:48 P.M.
The Village Board came out of Executive Session at 6:39 P.M. and resumed the Committee of the Whole meeting.
No action was taken as a result of the Executive Session.
