Village of Frankfort Village Board Met March 15.

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:00 P.M.
Village Clerk Brian Feehery called the roll. In attendance were Mayor Jim Holland, Clerk Brian Feehery, Trustees Adam Borrelli, John Clavio, Margaret Farina, Keith Ogle, Jessica Petrow, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Police Chief John Burica, and Village Administrator Rob Piscia.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Operations Committee Report
1. Police Department Replacement Vehicle - Resolution
Accept the recommendation of the Operations Committee and adopt A RESOLUTION (NO. 21-10) AUTHORIZING THE EXECUTION OF A CONTRACT WITH CURRIE MOTORS OF FRANKFORT FOR THE PURCHASE OF A 2021 FORD UTILITY POLICE INTERCEPTOR AWD VEHICLE, at a cost of $45,451.00, which includes the vehicle base price, options, equipment, and installation of emergency equipment.
2. Elsner Tower Potable Water Well Drilling and Testing Contract - Resolution
Accept the recommendation of the Operations Committee and adopt A RESOLUTION (NO. 21-11) AUTHORIZING THE EXECUTION OF A CONTRACT WITH MIDWEST WELL SERVICES, INC., for the construction of a test well (Well #18) at the Elsner Road water tower site, in the amount of $293,390.00.
Trustee Ogle made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.
Trustees Borrelli and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken. No comments were forthcoming.
Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria. Nays: None. The motion carried.
MAYOR'S REPORT
• Mayor Holland wished longtime Frankfort resident, Mrs. Laverne Johnson, a happy 100th birthday.
• Mayor Holland congratulated Phillips Chevrolet for winning the National DealerRater Dealer of the Year Award which recognizes auto dealerships across the U.S. and Canada who deliver outstanding customer services.
• Mayor Holland announced the Village's 2021 branch collection program will begin on Monday, April 5.
• Mayor Holland announced the Village will host a modified Earth Day Celebration on Saturday, April 24 and encouraged residents to spend the day cleaning up our community.
• Mayor Holland announced the modified Country Market is scheduled to open on Sunday, April 25.
• Mayor Holland congratulated the Lincoln-Way East Varsity Competitive Cheer Team for capturing first place with a score of 98.73 in the virtual 2021 IHSA large team division state cheerleading finals.
• Mayor Holland wished everyone a happy St. Patrick's Day.
POLICE DEPARTMENT REPORT
Chief Burica wished everyone a happy and safe St. Patrick's Day and congratulated the Lincoln Way East Cheer Team on their state title. He encouraged residents to report any suspicious activity and to continue locking their vehicles, removing keys and key fobs, and closing their garage doors at night - #9PM Routine.
VILLAGE ADMINISTRATOR'S REPORT
Administrator Piscia extended his congratulations to the Lincoln-Way East Cheer Team. He reported Channel 6 is not currently on air due to equipment issues and staff is working with Comcast to replace the equipment. He announced the Village is accepting applications for seasonal summer jobs.

VILLAGE ATTORNEY'S REPORT
Village Attorney Lamore had no report.
OTHER BUSINESS
The Village Board wished Mrs. Laverne Johnson a happy 1001h birthday and congratulated the Lincoln-Way East Cheer Team. Residents were encouraged to participate in the Earth Day Celebration event and spend the day picking up trash and beautifying our community. Members wished everyone a happy and safe St. Patrick's Day and St. Joseph's Day and encouraged students in search of a summer job to submit an application with the Village.
Clerk Feehery announced Early Voting for the upcoming April 6111 Consolidated Election will take place at the Village Administration Building, 432 W. Nebraska Street, March 22 through April 2, Monday through Friday, from 9:00 A.M. -4:00 P.M. and at the Frankfort Public Library, from 9:30 A.M. - 4:30 P.M.
PUBLIC COMMENT
Kiwanis Club of Frankfort members, Sam Giordano, Tom VanDellen, Paul "Doc" Balducci, Scott Boman, and Dan Rossi, presented Mayor Holland with the "Making a Difference Outstanding Distinguished Community Service A ward." The award honored Mayor Holland for making significant contributions to the community through his time, actions, talents, and dedication.
Resident John Egnatz reflected on long-time Village Trustee Dick Trevarthan who recently passed away. Mr. Egnatz voiced his appreciation to Mayor Holland for his leadership and dedication to the Frankfort community.
ADJOURNMENT TO EXECUTIVE SESSION
Trustee Ogle made a motion (#2), seconded by Trustee Farina, to adjourn to Executive Session for the purpose of discussing personnel matters pursuant to 5 ILCS 120/2( c )(1 ).
Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria. Nays: None. The motion carried.
The Village Board adjourned to Executive Session at 7:30 P.M.
The Village Board came out of Executive Session at 9:57 P .M. and resumed the regular board meeting.
No action was taken as a result of Executive Session.
ADJOURNMENT
Hearing no further business, Trustee Ogle made a motion (#3), seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, March 15, 2021. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 9:58 P.M.
