Village of Frankfort Village Board Met March 1.

Here is the minutes provided by the board:

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:00 P.M. Village Clerk Brian Feehery called the roll. In attendance were Mayor Jim Holland, Clerk Brian Feehery, Trustees Adam Borrelli, John Clavio, Margaret Farina, Keith Ogle, Jessica Petrow, and Gene Savaria. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Police Chief John Burica, and Village Administrator Rob Piscia.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

B. Approval of Bills/Payroll - $755,202.72/$419,186.38

C. Plan Commission Report Summary

1. Polaris Martial Arts: 10850 W. Laraway Road, Unit 3E - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3284) GRANTING A SPECIAL USE PERMIT FOR INDOOR RECREATION AND ENTERTAINMENT TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (POLARIS MARTIAL ARTS - 10850 W. LARAWAY ROAD, UNIT 3E), to permit the operation of Polaris Martial Arts, in accordance with the reviewed plans and public testimony.

Trustee Ogle made a motion (#1), seconded by Trustee Farina, to approve the Unanimous Consent Agenda.

Trustees Clavio and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken. No comments were forthcoming.

Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria.

Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Holland entertained a motion from the floor to adopt an amendment to the Liquor Ordinance authorizing a reduction in the number of Class E-3 liquor licenses (Restaurant, prohibiting bar and carry-outs - beer and wine only) two to one and an increase in the number of Class E-1 (Restaurant, prohibiting bar and carry-outs) from three to four to accommodate Cultivate Community Table's (formerly White Street Cafe) request to sale alcoholic liquor, 11 S. White Street, Unit 111.

Trustee Borrelli made a motion (#2), seconded by Trustee Savaria, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3285) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 113: INTOXICATING LIQUOR, to reduce the number of Class E-3 liquor licenses from two to one and increase the number of Class E-1 liquor licenses from three to four in the Village of Frankfort.

Mayor Holland invited trustee and audience comment on the item prior to a vote being taken.

Trustee Farina asked for clarification concerning serving liquor on the outdoor patio of Cultivate Community Table and in the courtyard area with the bistro tables. Mayor Holland reported alcoholic liquors are allowed within the enclosed outdoor seating area however alcohol is not allowed in the courtyard area. Mayor Holland asked staff to ensure signage is posted identifying "No alcohol beyond this point."

Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria.

Nays: None. The motion carried.

• Mayor Holland extended his condolences to the Trevarthan family as the Village mourns the loss of one of Frankfort's champions. Richard (Dick) Trevarthan was a longtime resident of Frankfort who served the Village as a trustee for 32 years. Dick had a very positive impact on our community. Prestwick Country Club and Golf Course, little league baseball fields, the appearance of landscaping in our Village, the quality of public works and utility equipment are all better because of Dick. He made a lastly impression on Frankfort and will be deeply missed.

• Mayor Holland congratulated the Frankfort Police Department for earning the Lexipol Connect 2020 Gold Award.

• Mayor Holland reported residents who are interested in getting the COVID-19 vaccine can register by visiting www.willcountyhealth.org. He explained the Will County Health Department will contact residents to schedule an appointment based on the IDPH Vaccine Distribution Plan. The state remains in Phase 1 B of the vaccination plan (residents 65 years of age or older, and essential frontline workers).

POLICE DEPARTMENT REPORT

Chief Burica offered his condolences to the Trevarthan family. He reported Lexipol assists the Village with policy updates and ever-changing legislation. He reminded residents to be wary of ruse burglaries, noting Public Works and Utilities workers drive vehicles and wear uniforms with the Village of Frankfort insignia. He wished Community Services Officer Luke Holman well as he begins his police officer journey with the St. Charles Police Department. Chief Burica reminded residents to continue locking their vehicles, removing keys and key fobs from the vehicle, and closing their garage doors every night - #9PM Routine.

VILLAGE ADMINISTRATOR'S REPORT

Administrator Piscia extended his condolences to the Trevarthan family and shared one of Dick's famous lines "to move along smartly." He also extended condolences to the Mark family. Chuck Mark, husband of former Village Clerk Joni Mark, passed away last week. He warned residents to stay off icy ponds, noting it is very difficult to know the ice thickness.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

The Village Board expressed their condolences to the Trevarthan family and shared stories that exemplified Dick's passion for Frankfort, including a quote by Judy Blume "Our fingerprints don't fade from the lives we touch." Condolences were also extended to the Mark family for the passing of Chuck Mark. Residents were encouraged to be cognizant of the potential dangers of thin ice on ponds.

Trustee Petrow thanked staff for providing a community service opportunity for students to earn volunteer hours by clearing snow from fire hydrants. She reported 82 students participated in the program and 258 fire hydrants were cleared of snow and ice.

Clerk Feehery announced Early Voting will take place at the Village Administration Building, 432 W. Nebraska Street, March 22 through April 2, Monday through Friday, from 9:00 A.M. - 4:00 P.M. He also reported voters can receive a Vote By Mail application by visiting www.thewillcountyclerk.com.

Trustee Farina suggested for staff to compile a video showcasing Dick Trevarthan and his contributions during his tenure on the board.

PUBLIC COMMENT

No public comments were received by the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Ogle made a motion (#3), seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, March 1, 2021. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:27 P.M.
