Village of Frankfort Village Board Met Jan. 4.

Here is the minutes provided by the board:

Mayor Holland stated in accordance with Public Act 101-0640, 5 ILCS 120/7(e), this Frankfort Village Board meeting will be held both remotely and in person based on the Gubernatorial Disaster Declaration and the President of the Village of Frankfort determining that a full in-person meeting is not practical or prudent. Members of the public will be able to attend the meeting in person, but the Village will enforce any capacity restrictions in effect due to any applicable Gubernatorial Executive Order. The general public will be able to view and participate in the meeting remotely as well. Instructions on how to join the meeting and how to make public comments are available at www.frankfortil.org or at the front door of the Village Administration Building where it has been posted since Thursday, December 31, 2020.

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:02 P.M. by remote video conference and in-person.

Administrator Piscia called the roll. In attendance were Mayor Jim Holland, Clerk Brian Feehery, Trustees John Clavio, Margaret Farina, Keith Ogle, and Jessica Petrow. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Police Chief John Burica, and Village Administrator Rob Piscia. Trustees Adam Borrelli and Gene Savaria were absent.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (December 21, 2020)

B. Approval of Bills/Payroll - $450,991.20/$378,649.56

Trustee Ogle made a motion (#1), seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Trustee Farina presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken. No comments were forthcoming.

Administrator Piscia called the roll. Ayes: Trustees Clavio, Farina, Ogle, and Petrow. Nays: None. Absent: Trustees Borrelli and Ogle. The motion carried.

MAYOR'S REPORT

• Mayor Holland reported the Public Works Department recently retrofitted the Village's older dump trucks with ground speed controllers to help reduce salt usage which is important for the environment and provides cost savings for the Village.

• Mayor Holland noted in observance of the Dr. Martin Luther King holiday on Monday, January 18, Village of Frankfort offices will be closed. The regularly scheduled board meeting will be held on Tuesday, January 19, at 7:00 P.M.

POLICE DEPARTMENT REPORT

Chief Buri ca encouraged residents to regularly check their credit reports to avoid being a victim of identity theft, such as fraudulent unemployment claims with the Illinois Department of Employment Security (IDES). He also encouraged residents to report any suspicious activity to the Police Department and to continue locking their vehicles, removing keys/key fobs, and closing their overhead garage doors every night.

VILLAGE ADMINISTRATOR'S REPORT

Administrator Piscia asked for residents to not park on the street during snow events to allow Village crews to effectively clear the streets.

VILLAGE ATTORNEY'S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

The Village Board acknowledged Village staff for their efforts with the recent snow events and wished everyone a happy New Year.

Clerk Feehery reported the sled hill at Commissioners Park is open.

Trustee Clavio asked Chief Burica about the money collected for compliance tickets for the year ending 2020. Chief Burica reported the Village budgets a conservative amount each year for this revenue source and that there are no legal fees associated with compliance tickets unless an individual does not comply and then it is sent to court.

PUBLIC COMMENTS

There were no comments from the public.

ADJOURNMENT

Hearing no further business, Trustee Ogle made a motion (#2), seconded by Trustee Farina, to adjourn the regular board meeting of Monday, January 4, 2021.

Village Administrator called the roll. Ayes: Trustees Clavio, Farina, Ogle, and Petrow. Nays: None. Absent: Trustees Borrelli and Savaria. The motion carried. The meeting adjourned at 7: 14 P.M.
