Joliet Committee and Commissions

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Michael F. Turk, to appoint Steven Wright, Aaron Mikottis, and Brian Bessler to the Historic Preservation Commission.

The motion carried by the following vote:

Aye: Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk

Appointment - Councilman-at-Large - Todd Wooten 

City Council Meeting Meeting Minutes - Final December 1, 2020 Mr. Wooten gave a brief overview of his past history and his work with Joliet.

A lengthy discussion was held regarding Mr. Wooten's proposed appointment to the Council, the City's two competing statutes in our ordinances, and procedures for council position vacancy procedures.

A motion was made by Councilman Larry E. Hug, seconded by Councilman Terry Morris, to appoint Todd Wooten to the vacant position of Councilman-at-Large.

The motion failed by the following vote:

Aye: Councilman Larry E. Hug, Councilman Terry Morris and Councilwoman Jan Hallums Quillman

Nay: Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon and Councilman Michael F. Turk

Abstain: Mayor Robert O'Dekirk

A motion was made by Councilman Michael F. Turk, seconded by Councilwoman Sherri Reardon, to approve the agenda as written.

Mike Hansen, attorney on behalf of the petitioner, spoke regarding the planting of evergreen trees as a buffer to Mr. Morales property.

Mr. Morales indicated it was less that he expected but it was acceptable.

CITY MANAGER:

The City Manager gave accolades to TY Lin for construction of the Gateway Center.

He then discussed the budget meeting will be held on December 7th and asked for a motion to set a Public Hearing for the budget for December 14, 2020.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Michael F. Turk, to approve the scheduling of the Public Hearing for the City's budget on Monday, December 14, 2020.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Hug and Mayor O'Dekirk briefly discussed the vacant Council position and the next appointment to be brought before Council at the budget meeting on Monday, December 7, 2020.

MAYOR AND COUNCIL COMMENTS:

Councilman Morris, Mayor O'Dekirk, and Councilman Hug briefly discuss the selection process for the vacant Council position.

In response to Councilwoman Quillman's question, the Interim City Manager stated staff would follow-up with Mr. Alston concerning his flooding issue which he brought before Council at Monday's Pre-Council Meeting.

Councilwoman Reardon thanked Councilman Dickinson for his service. Councilwoman Gavin thanked Councilman Dickinson for his service.

Mayor O'Dekirk highlighted the honorary street naming ceremony for Reverend Hamilton, ReThink Water upcoming meetings, Christmas tree lighting will be held on Friday evening, and an announcement coming soon concerning Santa's visit to Joliet.
