Motion to Amend the Rules

Member Cowan stated thank you to all the County Board members, both returning and new members, who engaged in the process of discussing the rules for, really, the last month. We've had a hardy conversation about some minor tweaks and some more substantial. Of interest to the public, we've rolled in our Judicial Committee with our Legislative Committee because Judicial Committee wasn't meeting that frequently. We've also added a Diversity and Inclusion Committee to represent our commitment as a county to diversity and inclusion. We have a lot to clean up in the rules, tweaking things and clarifying processes. One other thing that might be of interest to theh public is that we have split our time for public comment in meetings. We have added a section for public comment on agenda items at the top of every meeting and then we're keeping public comment for Board related business that is not on the agenda at the rear of the meeting. There is one other issue that we had a lot of discussion over. I see both sides of this issue, and that is the partisan make up of committees. I have committed pubicly and in person (inaudible) Republican Caucus (inaudible) that the committees, except the Executive Committee, will be constituted of a simple majority. Meaning that there will be one more of the majority party than there is of the minority party. However, some people want to see this ensconced in the rules, so if its the will of the Board, we can by all means (inaudible), at amending the rules and I would be open to hearing that discussion. Thank you Executive Bertino-Tarrant, those are my comments.

Member Van Duyne stated I would like to make a motion to amend the rules, so that Section 2.01 (inaudible) the following: Membership of each committee, with the execption of the Executive Committee, shall be structured such that a simple majority of the members shall be drawn from the majority party and the remaining shall be drawn from the minority party.

Member Mueller stated Member Van Duyne would you please read that again? I am trying to understand if the Executive Committee is included in that.

Member Van Duyne stated I will read it again. The Executive Committee is not contained in that amendment, but I'll read it again if you would like.

Member Mueller stated my concern is that the Executive Committee is not contained in that. Did we have verbiage in the beginning that did include that?

Member Cowan stated I believe the verbiage that Member Van Duyne read says that committees (inaudible).

Member Mueller stated okay, thank you, that answers my question.

Member Fricilone stated I wanted to thank my party for their confidence in me. As everyone knows, I will always work with both sides to move the county forward and to make it a better place to live for all of our citizens. At this time I would be appointing Member Ogalla as my Whip. Thank you.

Member Mueller stated I neglected to name my Whip. I am appointing Member Tyson as the Whip for the majority party.

Executive Bertino-Tarrant stated thank you everyone for helping this meeting go along smoothly. I appreciate it. It's the first one and this reorganization is a little trickier.
