Village of Shorewood Committee of the Whole met Oct. 27.

Due to the outbreak of Covid 19, the Village of Shorewood is permitting, but discouraging, in person attendance at the Village meetings. Those attending the meeting will be required to comply with social distancing and other requirements. The Village will enforce the Gov.'s executive order prohibiting the gathering of 50 or more people so some may not be permitted to physically attend.
However, attendance will also be allowed by phone or videoconference. The meeting may also be viewed on SCCTV Comcast channel 6 or AT&T U-verse channel 99. The meeting can also be streamed live on the Village website at http://vil.Shorewood.IL.US/government/video.aspx.
Mayor Richard Chapman Called To Order The Cotw Meeting Of The Shorewood Village Board At 8:00 P.M.
The Meeting Was Conducted Both Electronically Through A Conference Call Which Was Authorized By Governor Pritzer Via The Open Meetings Act Per Attorney Dave Silverman And The Board And Administrator At The Village Hall.
Mayor Richard Chapman, Trustees: Steve Brockman, Clarence DeBold, Barbara Kirkland, Dan
Anderson and Daniel Warren. Also present: Village Administrator James Culotta, Attorney Dave Silverman. Noriel Noriega Public Works Superintendent, Economic Development Director Kelley Chrisse, Police Chief Aaron Klima, Finance Director Anne Burkholder. Via Conference call; Chief Building Official John Komorowski. Tony Luciano, Absent. The number constitutes a quorum.
CITIZENS –No one emailed Administrator Culotta or made a comment.
Dam removal from the “Mighty" DuPage River.- Chief Klima gave a report noting that the dam will be removed at Hammel Woods, north of Route 52. At this stage they are getting permits. At which time that they have all the permits the Village will receive notification that the dam is being removed and it will include rehabilitation of the water flow.
Loss Avoidance Study regarding DuPage River Flooding- Chief Klima reported in the past the Village bought up 80 or so properties there were that were all ways getting flooded which lessened the work the public works had to do to rehabilitate and clean up the properties. The University of Illinois students did a loss study regarding the DuPage River flooding which can be found on the village website.
Possible Creation of Small Business Relief Program- Administrator Culotta and Economic Development Dir., Kelley Chrisse, laid out a plan for an opportunity to help small businesses in Shorewood receive monies from a Grant Program funded through the CARES Act, made available from Will County.
The Grant Program of $350,000 would be made available in the amount of $10,000 per business for the first round of funding. Also up to $25,000 through two possible rounds. The grants can be used for rent or mortgage and/or payroll. Businesses may apply online once everything is approved and made available.
Shorewood Business Fee Waivers – In an effort to provide some assistance to the small businesses in Shorewood, Administrator Culotta and Economic Development Dir., Kelley Chrisse, after much discussion with Mayor Chapman and the Village Board, brought forth a plan to waive business fees for 2021.
The waiver of fees only applies to renewal fees. It does not apply to Essential National Retailers occupying 12,000 ft.? or greater. It also does not include contractors. If the fees are waived, the businesses are still required to fill out their completed application form. The fees that are under consideration to be waived are business license, registration and tobacco fees.
The Liquor License fees would also be waived and once again the Essential National Retailers occupying 12,000 ft.2 or greater are not eligible.
It is suggested that the Video Gaming fees be prorated for the months the terminals were not in operation. The Board members, and Mayor Chapman plan to have further discussion, on this issue.
OLD BUSINESS - None NEW BUSINESS –
Mayor Chapman received a letter from a resident of Shorewood Glen. Their issue is that they don't want to pay garbage fees while there snow birding in Florida.
Anne Burkholder, finance Dir., stated that 10 or so years ago, before she came to work as the finance director Shorewood Glen residents came to the village regarding this issue and it was looked at in the case-by-case basis. Since it wasn't consistent, it was hard to keep up with the request from the residents. Waste Management refuse fees are charged on all occupied dwellings. In order for them to suspend billing, for water sewer and refuse the water has to be shut off at the street.
Mayor Chapman asked and to put together a letter, to inform the residents of Shorewood Glen, of the requirements for no fees while they are not occupying the dwelling.
