The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00 p.m., August 25, 2020, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

Fighter/Paramedic David Proffitt to Lieutenant David started his career with the Bolingbrook Fire Department in 2001 as a Firefighter/Paramedic. He was in the United States Navy for six (6) years and served on a Fast Attack submarine, the USS Sandlance, stationed in Charleston, South Carolina. He was a Second Class Radioman when he left active service. David received a Bachelor's Degree in Public Safety Management-Fire Management, from Southern Illinois University.
David has several certifications through the Office of the State Fire Marshal, including Fire Investigator, Youth Firesetter Interventionist, Fire Officer 1, Fire Officer || (Provisional), Incident Safety Officer, Rope Operations, Water Operation, Swift Water Technician and Surface Ice Water Technician. David is a member of the department's Water Rescue Team and Origin and Cause Team.
Since 2005, Dave has been raising funds for pediatric cancer awareness by shaving his head for the St. Baldrick's annual event. Dave resides in Romeoville with his wife Cynthia and two sons Zachary (22) and Nathanial (18). In his spare time, Dave enjoys Triathlon's, running 10K's, camping and canoeing.
Firefighter/Paramedic James Gray to Lieutenant
Jim started his career with the Bolingbrook Fire Department in 2002 as a Firefighter/Paramedic. Jim has been promoted to Lieutenant and will be assigned to A-Shift.
Jim received a Bachelor's Degree in Fire Service from Columbia Southern University.
Jim has several certifications through the Office of the State Fire Marshal including Advanced Technician Firefighter, Fire Officer , Fire Apparatus Engineer, Hazardous Materials Technician as well as EMS Lead Instructor and Infection Control Officer.
Jim resides in Shorewood with his two children, Camden (19) and James Jr. (18). In his spare time, Jim enjoys running Ultramarathons and Triathlons.
Firefighter/Paramedic Brian Gaston to Lieutenant
Brian started his career with the Bolingbrook Fire Department in 2002 as a Firefighter/Paramedic. In 2010, Brian was assigned as the C-Shift Fire Inspector. Brian has been promoted to Lieutenant and will be assigned to C-Shift. Brian received a Bachelor's Degree in Fire Service Management and a Master's Degree in Fire Service & Homeland Security Management from Southern Illinois University.
Brian has several certifications through the Office of the State Fire Marshal including Advanced Technician Firefighter, Advanced Fire Prevention Officer, Arson Investigator, Fire Investigator, Juvenile Firesetter Intervention Specialist, Fire Officer II, Safety Officer, Incident Safety Officer, Health and Safety Officer, Hazardous Materials Incident Command and Rescue Specialist in Confined Space / Vertical II / High Angle.
Brian was nominated by his peers for Firefighter of the Year in 2015. He also received a Humanitarian Service Medal for assistance during Hurricane Katrina.
Brian resides in Bolingbrook with his wife Lynn and three sons, Brian (18), Dylan (16) and Aidan (14). In his spare time, Brian enjoys spending time with his family, sport practices with his sons, including hockey, soccer and football and learning something new each day.
Firefighter/Paramedic Austin Cruse - Badge #7235
Austin graduated in 2013, from Bolingbrook High School. Prior to working for Bolingbrook, Austin worked for the Tri-State Fire Protection District. He currently resides in Plainfield.
Austin is an Illinois State Certified Paramedic and has certifications through the Office of the State Fire Marshal including Firefighter Basic Operations and Hazardous Materials Operations / Awareness.
In his spare time, Austin enjoys traveling, snowboarding and motorcycles.
Firefighter/Paramedic Jordan Dong - Badge #7236
Jordan graduated in 2012, from Neuqua Valley High School. He has an Associate's Degree in Fire Science from the College of DuPage. Prior to working for Bolingbrook, Jordan was a firefighter/paramedic for the Barrington-Countryside Fire Protection District. He currently resides in Romeoville.
Jordan is an Illinois State Certified Paramedic and has certifications through the Office of the State Fire Marshal including Firefighter Basic Operations and Hazardous Materials Operations
In his spare time, Jordan enjoys outdoor sports and hiking.
PRESENTATIONS: VFW POST 5917 & AMERICAN LEGION POST 1288 PUBLIC SERVICES AWARDS
Mayor Basta explained that each year the Bolingbrook VFW Post 5917 and Bolingbrook American Legion Post 1288 presents Public Service Awards to those individuals that were recognized for their exemplary service to the residents of Bolingbrook.
Commander of the VFW Post 5917 John Davin and Commander of the American Legion Post 1288 Herschel Nelson assisted with the presentations,
Mayor Basta introduced the veterans in attendance: Greg Palmer, Vietnam 1968 to 1972; United States Navy; Larry Shaver, United States Marine Corps, Vietnam 1964 to 1966; Angelo Irizarry, Vietnam 1971 23rd Infantry Division; Robert Adame, Vietnam 1965 to 1967, Army; and Herschel Nelson, United States Army, Vietnam 1969 to 1970.
Mayor Basta provided information about each recipient.
Public Services and Development Maria Keene
Maria grew up in Berkeley, Illinois. She has been a Bolingbrook resident for the past 33 years, when she married lifelong resident Dave Keene whose parents moved in in 1972 and still lives on Delmar Drive.
Maria graduated from Proviso West High School. After graduation she went to school for court reporting, Maria has spent a great deal of her time advocating for victims of Sexual Abuse, while working with the Illinois Coalition for Sexual Assault. Maria also has a passion for animals. Her dog Buddy was the first Therapy dog for Joliet Community Hospice.
Maria has been an employee of Public Services & Development for the past fourteen years. She has two children, Meagen and David and one grandson Michael. During her off time, Maria likes to do as much as possible outdoors, including hiking and camping. Someday she would like once again to have the opportunity to train a therapy dog and continue her work with the less fortunate.
Police Department - Officer Aaron Gieser
Officer Aaron Gieser grew up in south Naperville and spent a lot of his time around the Bolingbrook Police Department, as his father Dan is a retired Bolingbrook Police Lieutenant. He graduated from Neuqua Valley High School in 2002, and then enlisted in the Army in 2003.
Aaron was stationed at Fort Campbell in Kentucky and served as a squad leader in the 1st of the 506th Infantry Regiment 101st Airborne. In November of 2005, he was deployed to Ramadi, Iraq and returned in Nov 2006. After serving in the Army, he returned home and worked as a lawn care franchise consultant while testing for Police Departments.
The Village of Bolingbrook hired Aaron in October of 2013 as a police officer. He is currently a member of Patrol and is a Field Training Officer, a member of R.E.A.C.T. (Raid Entry and Containment Team) and a range instructor,
On June 20, 2020, at 3:30 a.m., dispatch received a call of a house fire on the 400 block of Degas Cr. The caller stated she was unable to get her elderly father out of the residence. Officer Gieser entered the smoke filled house, passed the fire in the front room and began to search the house for the man. He located him in a hallway bathroom and he was unable to walk. Officer Gieser then picked him up and carried him down the hallway, past the fire and out of the residence. The gentleman and his wife were treated for severe smoke inhalation and are expected to fully recover. Officer Gieser's bravery and dedication to service allowed him to save the life of a Bolingbrook resident.
This is just one example of how Officer Gieser dedicates himself to his profession in an effort to protect and improve the quality of life for the residents of Bolingbrook.
Fire Department Firefighter/Paramedic Kevin Bramwell
Kevin became a member of the Bolingbrook Fire Department in 2002 and is a Firefighter/Paramedic. He and his wife Stefanie reside in Bolingbrook with their two children, Emma (12 years old) and Jake (6 years old).
Kevin is the President of the Bolingbrook Firefighters Association - Local 3005, President of the Bolingbrook Firefighters Pension Fund and a Trustee for the Illinois Firefighters Pension Fund. Kevin is a member of the Rotary Club of Bolingbrook and in his spare time enjoys spending time with his family and traveling.
Firefighter/Paramedic Bramwell was nominated for Firefighter of the Year by his peers, for his overwhelming commitment and dedication to the Fire Department.
Kevin is very active in the department. He is the longest executive board member in the Fire union, was instrumental in helping save retiree insurance for the members, as well as being voted in by his peers as President of the union and the Pension Board for several, consecutive terms. Kevin was also a past, active member of the Bolingbrook Firefighter's Honor Guard.
Firefighter/Paramedic Bramwell's leadership and commitment to the organization are great examples of making the Bolingbrook Fire Department better each and every day.

APPROVING PAYMENT TO THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (IEPA) FOR NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM PERMITS, SLUDGE GENERATOR PERMIT AND STORMWATER PERMIT (MS4) ANNUAL FEES TO IEPA
Motion Watts, second Carpanzano to adopt a resolution approving payment to the Illinois Environmental Protection Agency (IEPA) for national pollution discharge elimination system permits sludge generator permit and stormwater permit (MS4) annual fees to IEPA,
This Resolution approves the annual payment to the Illinois Environmental Protection Agency for a NPDES permit. The permit is for the National Pollutant Discharge Elimination System and covers the Village's three sanitary sewage treatment plants and the stormwater collection system. The cost is $48,500.00 and is $500.00 less than what was budgeted. The Public Services Committee has reviewed and recommends approval.

RESOLUTION 20R-028 APPROVING GRANT OF AN UNDERGROUND ELECTRIC EASEMENT FROM THE VILLAGE OF BOLINGBROOK TO ELMHURST-CHICAGO STONE COMPANY (GREEN ROAD) Motion Lawler, second Zarate to adopt a resolution approving a grant of an underground electric easement from the Village of Bolingbrook to Elmhurst-Chicago Stone Company (Greene Road).
This Resolution approves an underground easement for electric cables. Elmhurst Chicago Stone Company owns the property on both sides of Green Road. They have requested an easement to run electricity from the east property to the west to service their planned logistics project. The easement is 10 ft. wide by 56.83 ft. long. The Public Services Committee has reviewed and recommends approval.

TRUSTEE JASKIEWICZ
Congratulated the firefighters who were sworn in and the recipients who received the VFW and the American Legion awards. He mentioned that due to COVID, people are reluctant to donate blood. Due to that fear, there is a blood shortage. He shared information on a blood drive to be held on Tuesday, September 1st from 3:00 p.m. to 7:00 p.m. The will be held at the office of Giamanco Law Partners at 107 West Boughton Road. He provided the names of the sponsors of the event. He encouraged everyone to come out and donate blood.
TRUSTEE CARPANZANO
Shared that Census takers have already started to come to Bolingbrook homes, if residents have not completed the 2020 Census. The easiest way to avoid someone knocking at your door is to fill out the Census. Please go to my2020census.gov to fill it out online. This will avoid anyone having to come to your door to remind you to fill out the Census. The more residents that complete the census will mean of a return of millions of dollars of an investment back to Bolingbrook, as well as making sure that we have proper representation here for our community for Bolingbrook. Every single response means about $1,500 per each of our 76,000 residents. That will have a huge impact to Village revenue. He alerted residents that the Illinois Department of Transportation (IDOT) has announced that there will be overnight lane closures for another three nights on both sides of l-55 approaching Weber Road. This will run through August 28th, weather permitting. At 9:00 p.m. there will a reduction to two lanes in each direction, at 11:00 p.m. down to one lane, and then beginning after midnight - full closures in 15-minute spans. Just a note, if anyone travels l-55 late in the evening.
Commented that Mayor Basta and the leadership team shared information about additional restrictions coming into place, mitigation from IDPH. Sadly, restaurants are being heavily impacted by this once again. It has been terrible for them. They have suffered many blows this year. He encouraged residents to safely enjoy Bolingbrook restaurants through carryout and delivery services. This has been nearly an impossible year for them. Please continue to eat local and shop local.
TRUSTEE WATTS
Shared that DuPage Township will host a shred day where you can have your documents destroyed the proper way. That event will take place Saturday, September 12th, from 11:00 a.m. to 1:00 p.m. in the parking lot at the Levy Center at 251 Canterbury Lane.
Provided information regarding food distribution for families in need. The Compass Church wants you to know about their food pantry giveaway, which is taking place on Wednesdays from 5:30 p.m. to 7:00 p.m. The location is 151 East Briarcliff Road. The telephone number is (630) 739-2824. Please bring a picture ID and another form of identification, a utility bill or something that has your name and address. New Hope Baptist Church will hold a drive through mobile food pantry. Please place your order in advance. You can go to www.wspstore.org and submit your order by September 1st, 4:00 p.m.
Will County wants you to know that they are facilitating funds from the federal government. It is the CARES Act. It is $24.1 million in grants. Applicants can apply for up to $15,000 in assistance through their Small Business Assistance Grant program through the end of September. The website is willcountyillinois.com.cares/act.
Congratulated those that were sworn in, those that were promoted and the award recipients. We are very proud and appreciative of their efforts. We have such a professional organization, from both our police and fire departments. He thanked them for all they do on a daily basis and congratulated each of those individuals.
He shared that his twins, Sheldon Jr and Shania will begin kindergarten and wished them on their new journey.
TRUSTEE ZARATE
Shared information on an important resource available for Bolingbrook residents. The Community Service Council located at 440 Quadrangle Drive, Suite C here in Bolingbrook will host time with Catholic Charities on Friday from 9:00 a.m. to 1:00 p.m. Catholic Charities Emergency Service is for individuals who may need assistance. Available resources may include food vouchers, travel vouchers, clothing vouchers, furniture vouchers, financial assistance and pharmacy assistance for medicine. Please call to make an appointment and/or for more information at (815) 744-4663.
TRUSTEE LAWLER
Echoed appreciation and congratulations for the firefighters and the employees who received recognition form the VFW and American Legion tonight. He thanked the VFW and American Legion. They have been providing this recognition annually for several years. He added that it is great to see organizations in the community recognizing what a great group of employees and honors them each year.
Shared that the Village been operating at reduced capacity on all events behind Village Hall, including the concerts and the Jubilee. Staff did a great job of marking the area. The attendees did a great job of separating, social distancing and cooperating in that matter. The governor put in further restrictions for this time period, which says that its 25% of capacity or 25 attendees, whichever is less. We will be postponing the Wednesday concerts for a few weeks. He added that his fellow Lions leadership team made the decision to postpose their event Rockin' Recycling. They will be trying to find another date for this event.
Lastly, he mentioned that Heart Haven Outreach has been doing an anytime golf tournament to help fund-raising for their great efforts with at-risk youth. They did have an event planned to acknowledge the golfers. People are golfing independently. The event to acknowledge the golfers and other supporters is going to be postponed.
MAYOR BASTA
Mentioned that the Village provided a COVID update that was posted on Facebook and the Village's website, which provided information on what the Governor has put in place by the State of Illinois. Mayor Basta explained why there is more activity regarding COVID in the 60440 zip code. There is a couple of reasons why the numbers appear to be abnormally high. In the 60440 zip code, there is a higher number of residents in this part of Bolingbrook. In addition, the majority of our apartment complexes, senior housing, as well as the hospital are in this zip code. She encouraged everyone to maintain social distancing, as well as wearing a face covering.
Deputy Mayor Lawler indicated that we were not cancelling, but postponing, the next two concerts on August the 26th and September the 2nd. We will try to postpone those until the end of the month. Hopefully, everything will get back on track. Additionally, we have, along with the Civic and Cultural Commission, made the decision to cancel this year's parade that was scheduled for September 13th. The parade will be canceled for 2020, and looking to be back bigger and better in 2021.
