Village of Bolingbrook Mayor and Board of Trustees met Aug. 11.

Here is the minutes provided by the board:

CALL TO ORDER: 

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00 p.m., in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE: 

Mayor Mary Alexander-Basta requested Mayor Claar, Pat Claar and Samantha Joy Smith via video to lead the pledge to the Flag.

Mayor Claar explained at the last board meeting that his granddaughter Samantha Joy, his daughter Lindsey and his son-in-law Trevor were in attendance at the last Village Board meeting. They drove in from California and Samantha was all geared up to lead the pledge that night. The meeting was held at the Performing Arts Center. There was many people on the stage and in the audience. Samantha Joy, only five years old clammed up and froze. She felt badly about not saying the pledge. On the way back home to California, she practiced the pledge in the car and she sent me this video. I thought it would be good to have her lead the pledge and redeem herself. The video was played showing Samantha saying the Pledge of Allegiance.

JOURNAL OF PROCEEDINGS: 

Motion Watts, second Lawler to approve the minutes of the regular meeting of July 28, 2020 and July 30, 2020 as submitted by the Village Clerk.

Voice vote. Motion carried.

APPROVAL OF AGENDA/ADDITIONS: 

Burt Odelson, Village Attorney indicated that he had no additions or deletions for the agenda.

Motion Jaskiewicz, second Carpanzano to approve the agenda as presented.

REPORTS OF OFFICERS: 

Mayor Basta thanked the trustees, the staff and the community for being extremely supportive of her since her appointment as Interim Mayor - seven days ago. She shared that it was a very busy and productive week. She shared that she participated in many meetings, one of which was with members of the police union as well as their attorneys. They were working toward a contract agreement.

She shared positive news that while the Village was shut down during the month of May due to COVID-19, there was only a 5.4% reduction in sales tax revenue. This information was amazing, as the Village expected a greater reduction.

Mayor Basta indicated that a question was raised by Trustee Jaskiewicz regarding the bill listing with reference to the Village's Hotel/Motel tax. Mayor Basta thanked him for his question and responded that the revenue received from this tax is sometimes utilized to help some of the local nonprofits. These hard-working groups serve the community and they have not had the opportunity to host some of their major fundraisers due to COVID-19. We continue to show that as a Village Board that we are working together in transparency and moving forward.

RESOLUTION 20R-024 COMMENDATION AND APPRECIATION TO THE HONORABLE ROGER C. CLAAR FOR HIS EXEMPLARY SERVICE AS MAYOR OF THE VILLAGE OF BOLINGBROOK FOR THE PAST THIRTY-FOUR YEARS AND CREATION OF THE HONORARY POSITION OF MAYOR EMERITUS 

Motion Lawler, second Zarate to adopt a resolution commendation and appreciation to the Honorable Roger C. Claar for his exemplary services as Mayor of the Village of Bolingbrook for the past thirty-four years and the creation of the honorary position of Mayor Emeritus.

This Resolution commemorates and sets forth the Village's appreciation of Mayor Roger C. Claar's years of dedicated service to the Village. The Resolution creates the "honorary position" of Mayor Emeritus which recognizes and pays tribute to his distinguished career. The ceremonial position is unpaid and allows Mayor Emeritus Roger Claar to be a "Good Will Ambassador" on behalf of the Village.

Mayor Claar thanked his wife Pat of 46 years for being there; going back when he was first was a trustee in 1979 and the elections thereafter. That is a lot of personal time given up, a lot of time when you are away from home and she was there with He shared that he is 74 years old and wishes to spend more time with his family especially his five-year-old granddaughter Samantha Joy. She lives in California and he will be traveling back and forth to see that young lady. He will be remaining in Bolingbrook.

He shared that he received a lot of help over the years from a lot of people especially his right arm person Jim Boan. He shared that he has received a lot of great emails, cards and phone calls wishing him well on his retirement.

He mentioned the many accomplishments during his 34 years as Mayor of Bolingbrook. He or Basta and the trustees well as they continue their service to Bolingbrook. He indicated that he will be around if anybody would like some history lessons on how we got to where we are today, as there are reasons for all of it. In retrospect, some of those reasons maybe could have been changed, but he did the best he could. He emphasizes that he is proud of what we have accomplished during his administration. He was honored to receive the designation tonight as Mayor Emeritus. He thanked and wished everyone well.

PROMOTIONS/SWEARING IN: 

MAYOR BASTA ADMINISTERED THE OATH OF OFFICE TO THE FOLLOWING INDIVIDUALS: 

Public Safety Employee Benefits Act (PSEBA) Hearing Officer: 

Appointment: James J. Roche

The Village adopted a Public Safety Employee Benefits Act PSEBA Ordinance 17-045. When a police or fire employee are injured in the line of duty and have been awarded a duty related pension, the disabled employee has a right to apply for the Village provided health insurance. The premiums are paid by the Village. In order to obtain the benefits, a hearing needs to be held to determine whether the applicant qualifies. Odelson, Sterk, Murphey, Frazier, McGrath, Ltd. represents the Village, so an independent attorney needs to be appointed as the hearing officer. The motion appoints James J. Roche as the Village hearing officer

Village of Bolingbrook Building Commissioner: 

Appointment: Steven F. Touloumis 

Mayor Basta requested Steven's family to join them at the podium. She then provided information about him. Steve was born and raised in the Chicagoland area, living in the city of Chicago until he was eight, and then moving to Hillside. He attended St. Domatilla Grade School in Hillside, and attended Immaculate Conception High School in Elmhurst. Steve comes to the Village of Bolingbrook with over 30 years of experience in development, construction, and building codes. He has a Bachelor's degree from the University of Illinois at Chicago, in economics and finance, and is certified in the International Code Council as a Master Code Professional. He also obtained his Master Electrician's license in the state of Florida, while working there for several years in the early 1980s. Steve has lived with his wife, Lisa, and two children, James and Alyssa, in Downers Grove for the past four years. James is active in hockey and Alyssa enjoys being a pre-teen. Motion Watts, second Carpanzano to approve the new appointment.

BILL APPROVAL: 

Motion Jaskiewicz, second Carpanzano to approve expenditures submitted as Bill Listing A Payables in the amount of $436,357.88 Bill Listing B - Pre-Paids in the amount of $264,004.56, totaling $700,362.44. (Copies were made available in the Finance Department and the Village Clerk's Office.)

MOTIONS:

MOTION TO RATIFY AND APPROVE A REAL ESTATE SALES CONTRACT FOR LOT 25 IN AMERICANA ESTATES Motion Lawler, second Watts to accept a motion to ratify and approve a real estate sales contract for lot 25 in Americana Estates.

This Motion ratifies the sale of Lot 25 in Americana Estates. This contract is a "full price" offer of $125,000.00. Mayor Claar has previously signed the contract. The Board is concurring with the sale. The closing date is August 14, 2020.

RESOLUTONS:

RESOLUTION 20R-025 

DESIGNATING FINANCIAL INSTITUTION SIGNATORIES 

Motion Jaskiewicz, second Carpanzano to adopt a resolution designating financial institution signatories.

This Resolution adjusts and modifies authorized signatories on various Village bank accounts deleting Roger C. Claar and adding Mary Alexander-Basta as an authorized signatory and representative of the Village of Bolingbrook. It further deletes Leroy Brown and adds Trustee/Deputy Mayor Michael Lawler as an alternate signatory.

RESOLUTION 20R-026 APPROVING BOLINGBROOK CLOW INTERNATIONAL AIRPORT APRON REPLACEMENT 

Motion Lawler, second Watts to adopt a resolution approving Bolingbrook Clow International Airport Apron replacement.

Mayor Basta asked Co-Administrator, Lucas Rickelman, to present information regarding Resolution 20R-026 as follows: 

This resolution concurs with IDOT'S award of a contract to the low bidder for the runway "apron" repaving projects at Bolingbrook's Clow International Airport. IDOT bid the project and the low bidder was K-5 Construction in the amount of $426,558.84. The Resolution also approves an engineering consultant agreement with Knight Engineering for the project. Knight Engineering is the Village's "consultant of record" for Airport Projects (18R-001). The engineering cost is $59,088.27. Federal Aviation Administration (FAA) projects are matching grants that are 90% Federal, 5% State (IDOT) and 5% locally funded. The Village's share of the project cost is $24,282.36.

ORDINANCES:

ORDINANCE 20-044 ESTABLISHING A NEW CLASS "C.9" LIQUOR LICENSE 

Motion Watts, second Carpanzano to pass an ordinance establishing a new class "C-9" liquor license.

This Ordinance creates a new Class "C-9" liquor license category, which will allow for the sale of beer and wine in conjunction with the sale of potting plants. The hours that liquor would be available would be from 8:00 a.m. to 10:00 p.m. daily. The annual cost of the license is $3,000.00, which is in line with other specialized license categories.

ORDINANCE 20-045 

AMENDING CHAPTER 13 OF THE MUNICIPAL CODE AND INCREASING CLASS "C-9" (BEER & WINE) FROM ZERO (0) TO ONE (1) - THE SACRED SUCCULENT – 639 E. BOUGHTON ROAD SUITE 160 

Motion Lawler, second Carpanzano to pass an ordinance amending Chapter 13 of the Municipal Code and increasing class “C-9” (Beer & Wine) from zero (0) to one (1) – The Sacred Succulent -- 639 E. Boughton Road Suite 160. Cody Stice d/b/a Sacred Succulent plant store opened the business in early July at the Promenade. He has requested a "beer and wine" liquor license that would allow him to serve alcohol to customers on the premises. Packaged food or prepared food brought in by local restaurants will be available. This Ordinances increase the number of the newly created "C 9' liquor licenses from 0 to 1 to accommodate the business owner's request.

ORDINANCE 20-046 

AMENDING CHAPTER 13 OF THE MUNICIPAL CODE DECREASING CLASS “D-1" (OUTDOOR) FROM TWENTY-SIX (26) TO TWENTY-FIVE (25) AND CLASS "D-2" (FULL SERVICE) FROM TWENTY-ONE (21) TO TWENTY (20) - FAMOUS DAVE'S 

Motion Jaskiewicz, second Watts to pass an ordinance amending Chapter 13 of the Municipal Code decreasing class "D-1" (outdoor) from twenty-six (26) to twenty-five (25) and class "D 2" (full service) from twenty-one (21) to twenty (20) - Famous Dave's.

Restaurants have been severely affected by the COVID-19 pandemic. Famous Dave's chain of barbeque restaurants has closed a number of locations including their Janes Avenue location. This Ordinance reduces the number of Class "D-2" (full service) from 21 to 20 and the number of Class "D-1" (outdoor dining) licenses from 26 to 25 to reflect the business closing.

ORDINANCE 20-047 AMENDING CHAPTER 13 OF THE MUNICIPAL CODE AND INCREASING CLASS "C-8" (BEER & WINE) FROM THREE (3) TO FOUR (4) - BC BOLINGBROOK LLC D/BIA BONCHON - 635 E. BOUGHTON ROAD SUITE 150 

Motion Lawler, second Zarate to pass an ordinance amending Chapter 13 of the Municipal Code and increasing class "C-8" (beer & wine) from three (3) to four (4) – BC Bolingbrook LLC d/b/a Bonchon - 635 E. Boughton Road Suite 150.

BC Bolingbrook LLC, D/B/A Bonchon restaurant is opening in the Promenade in mid-August. The restaurant will serve Korean and Asian infused dishes. They have requested a Class "C-8" liquor license (beer and wine). This Ordinance increases the Class "C-8" liquor licenses from 3 to 4 to accommodate the request.

TRUSTEE COMMENTS AND REPORTS:

TRUSTEE ZARATE 

Shared that in lieu of their annual "Christmas in July" event, Heart Haven Outreach presents the Anytime Golf Tournament. This will be H2O's 17th annual golf event. Please schedule your tee time anytime from August 1st through September 1st at the Bolingbrook Golf Club. A barbecue celebration and golf awards will be held on Thursday, September 3rd. If you have any questions, you can register at Heart Haven Outreach.org/golf. She encouraged residents to attend and stressed that this is a wonderful event, which helps the youth in Bolingbrook.

TRUSTEE LAWLER 

Shared information on the Wednesday night summer concert series. The band starts at 7:30 p.m. and goes until 9:00 p.m. Serendipity is the band that will be sharing the stage tomorrow evening and will play rock music from the 70's and the 80's. The concerts have been a test for how the live music is going on the Hill, and it has worked out very well. Everyone is complying with the COVID-19 socially distancing procedures. The Civic and Cultural Affairs Commission has been very helpful, and the Park District prior to them, in making sure that the attendees follow the guidelines. 

He provided details on the events that will be held at the Jubilee. Dave Tomsky and the crew have done a good job and Public Services as well, making sure that the area is safe. This year's Jubilee will not have a carnival, but there will be a car show and some other activities. He encouraged residents to come out this weekend or see it live streaming on Facebook or on Bolingbrook.com by clicking on BCT if you want to see the music live,

TRUSTEE WATTS 

Shared information regarding the Will County's free electronic drop-off program. This service will be available every first and third Tuesday from 5:00 p.m. to 7:00 p.m. at the Bolingbrook Park District location, 301 Recreation Drive. There is a limit two televisions per vehicle. He shared COVID-19 updates. Participants must remain in their vehicles at all times, show your ID by holding it to the staff from the window and staff will be allowed to remove items from your vehicle without assistance. 

Provided details regarding DuPage Township’s Tools for School. This is a long-standing event. They will be having a drive through due to COVID. Tools for School will be assisting its youth by providing supplies for the upcoming school year. Registration will begin Tuesday, August 4th at 9:00 a.m. Students must be registered before the August 20th distribution day. The event is for DuPage Township residents only. Any questions you can call (630) 759-1317. The location is 241 Canterbury Lane here in Bolingbrook. 

He congratulated the two appointees James Roche and Steven Touloumis. He congratulated retired Mayor Roger C Claar on his appointment to Mayor Emeritus. He thanked Mayor Claar for his dedication and leadership to Bolingbrook through the years.

TRUSTEE CARPANZANO 

Acknowledged Bolingbrook Park District Executive Director Ron Oestreich, who was in the in the audience. He shared information regarding the new playground at Remington Lakes Sports Complex, which is now open and located at 811 Remington Boulevard. This is their third new playground this year and two more to come. He encouraged residents to enjoy the new parks. 

Shared a notice from the US Census Bureau Census takers, which indicated that they would begin to visit homes that have not yet responded to the 2020 census. The easiest way to avoid an enumerator knocking at your door is to go online and fill out your 2020 census. Census takers will wear masks and they will have an ID badge from the US Department of Commerce. Shared additional information regarding the Jubilee. He encouraged wearing masks and maintaining a six feet of social distance between folks outside of your family. The car show will be on Saturday, August 15 from 10:00 a.m. to 3:00 p.m. and the craft show will be held on Sunday, August 16 from noon until 6:00 p.m. These events will be held behind Village Hall. For details on all of those events, go to BBCCA.org. He welcomed Building Commissioner Steven Touloumis, a fellow Immaculate Conception graduate.

TRUSTEE JASKIEWICZ 

Mentioned the Jubilee and encouraged residents to take some time to stop by and bring their masks. He asked everyone to be considerate of others, be respectful of their space and enjoy the event. It would have been easier to cancel the Jubilee due to COVID-19, but we decided to continue and made every effort for our residents to get out of the house. 

He shared information on the August 22nd Taste of the Village of Bolingbrook which will be held at the Promenade from noon to 8:00 p.m. The Bolingbrook Chamber of Commerce sponsors the event. Restaurants will be open for you to taste food out in the open and other will be opened for eating as well. Please come on out and help to get the Village's business cycle moving. 

He asked for consideration to change the Village Board meeting start time from 8:00 p.m. to 7:00 p.m. or 7:30 p.m. This change would make it easier for residents to attend and would not have to be up late, especially if they have school-aged children.

TRUSTEE BASTA 

Acknowledged the Public Services Department and thanked them for their quick response. After the storm, within no time, they were able to pick up downed limbs. They were able to put our plows by the Promenade protecting the shopping center because there was a threat. Public services worked hard making sure that the Village was maintained and kept safe. The

IT Department headed by James Farrell pushed out some notifications. She encouraged Bolingbrook residents to go to the Village app, website or the Facebook page communications and stay informed of things that are going on in the community.
