CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00p.m., June 23, 2020, in Bolingbrook, Illinois, by Mayor Roger C. Claar.

PLEDGE OF ALLEGIANCE:

Mayor Roger C. Claar requested long time Bolingbrook resident Jim Singer, to lead the pledge to the Flag. Jim Singer has been president of Bolingbrook Community Television Commission for many years. He has been a very loyal BCT member. He puts together video shoots for the Chamber of Commerce grand openings, for community events and whatever else is important. Jim and his wife Judy are at almost all events. He is also the man in the control room that runs the cameras, including tonight's Village Board meeting.

Also present were: Village Clerk - Carol S. Penning, Village Attorney - Burt Odelson, Public Safety Director – Ken Teppel, Finance Director - Rosa Cojulun, Director of Public Services & Development - Lucas Rickelman and Deputy Police Chief - Michael Rompa.

JOURNAL OF PROCEEDINGS:

Motion Basta, second Zarate to approve the minutes of the regular meeting of June 09, 2020 as submitted by the Village Clerk.

Voice vote. Motion carried.

APPROVAL OF AGENDA/ADDITIONS:

Burt Odelson, Village Attorney indicated that he had no additions or deletions for the agenda. Motion Carpanzano, second Watts to approve the agenda as presented.

APPROVAL OF APPOINTMENTS – BOARDS AND COMMISSIONS:

None

REPORTS OF OFFICERS:

Mayor Claar gave a brief update on COVID-19 and the number of people that are currently allowed into the Village Board room during this time. He added that as we go into Phase Four, we will be able to allow up to 50 people to attend the meeting. He added that every effort is made to allow residents to call in with any questions that need to be addressed regarding agenda items, but it is important that the Village adheres to the current guidelines Governor. The Village cannot jeopardize stimulus money coming to Bolingbrook because we did not follow the rules. He asked those on Facebook to provide correct facts as opposed to ongoing untruths.

Mayor Claar gave an update on two upcoming Village events, which includes the Village Picnic and the July 4th fireworks display. Both events will be following guidelines for social distancing. He shared that Turano Bakery will be donating the buns for the free hot dogs for residents. The parents of the scouts will be cooking hot dogs and passing them out to those in attendance at the picnic. The scouts receive a donation from the Village of $500 for cooking the hot dogs. He shared that there will be nonprofit groups in attendance and they will be passing out items. The Village picnic has been going on for approximately 35 years.

The Fireworks display will be different this year in light of COVID-19 social distancing restrictions. The Village of Bolingbrook will be having a fireworks display on July 4th, viewable from the area around the Bolingbrook Golf Club.

The pyrotechnics company has been asked to raise the height to about 300 feet for greater viewing around the area. Due to social distancing, there will be no festival on the grounds of the golf club this year, Parking will be allowed on nearby roads and parking lots for drive-in viewing. The fireworks show will last about 30 minutes. Final details will be released soon.

Mayor Claar shared the sad news that Jim McWethy, a friend of many and of golf, passed away at age 76, which is too soon. He was not a victim of the Corona Virus. McWethy had a condition called ILD, which is a scarring of the lung tissue. He had been living with oxygen tanks by his side for months. Jim was a member at the famed Chicago Golf Club, and he could have just enjoyed the private club life at a Top 100 golf course. Instead, he poured millions into the total redo of Mistwood Golf Club in Romeoville and the Mistwood Golf Dome here in Bolingbrook and a few other business ventures, He made his mark on public golf. He will be missed

Mayor Claar mentioned that BCT Gary Handwerg's health continues to decline, Gary videotaped a lot of our functions and ribbon cuttings. He has been out at many Village events as a member of the Bolingbrook Community Television Commission. He was a quiet, reserved man. Sadly, he has been recently placed in a convalescent center. Please keep Gary in your thoughts.

This Resolution approves several change orders for the Rodeo/Kings Road Roundabout. The change orders are the result of utility conflicts, changes in the scope of work and weather related delays. The change order includes:

Rempe Sharpe & Associates Inc. $183,964.94

Upchurch Group $117,296.97

K-5 Construction $38,000.00

Upon project completion, the Village should see a contract reduction of approximately $500,000.00 based on changes to the project scope,

RESOLUTION 20R-021 

APPROVING THE PURCHASE OF MUNICIPAL ENFORCEMENT SOFTWARE FROM DACRA TECH

Motion Jaskiewicz, second Basta to adopt a resolution approving the purchase of Municipal Enforcement Software from Dacra Tech.

This Resolution approves the purchase of software from DACRA Tech for the Police Department. This is E-Citation software use for the Code Enforcement Division and traffic citations. The current software is compatible with our AS400 system, which the Village is migrating away from. The monthly cost is $1,600.00. The annual cost is $19,200, which is $800.00 under the budgeted amount. The Public Safety Committee and James Farrell, CIO, has reviewed and recommends acceptance.

RESOLUTION 20R-022 

APPROVING 2020 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATIONS AND AGREEMENTS WITH WILL COUNTY

Motion Watts, second Carpanzano to adopt a resolution approving 2020 Community Development Block Grant (CDBG) Applications and Agreements with Will County.

This Resolution approves the 2020 Community Block Grant Program and the agreement with Will County to administer the program. The Village's allocation will be approximately $403,919.00. The exact amount will be part of the Federal Fiscal Budget (which begins October 1, 2020). The Village will be funding four projects:

a. Housing - finance and foreclosure counseling $ 36,000.00

b. Emergency home repairs $ 35,000.00

c. Emergency housing displacement assistance $ 2,000.00

d. Infrastructure improvements $250,136.00

e. Administration to Will County $ 80,783.00

$403,919.00

ORDINANCES:

ORDINANCE 20-024 

APPROVING AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND WEATHERTECH TO ENFORCE TRAFFIC LAWS AND ORDINANCES (VARIOUS ADDRESSES)

Motion Basta, second Lawler to pass an ordinance approving an agreement between the Village of Bolingbrook and WeatherTech to enforce traffic laws and ordinances (various addresses).

This Ordinance authorizes the Police Department to enter onto private property to enforce code and vehicle violations. WeatherTech has fifteen (15) properties, which will be covered by this agreement. The Village has the same agreement with most commercial and industrial developments in the Village.

ORDINANCE 20-025 

AMENDING CHAPTER 13 OF THE MUNICIPAL CODE INCREASING CLASS "C-5" FROM TWO (2) TO THREE (3) FAIRFIELD INN & SUITES BY MARRIOTT (165 FERNWOOD DR)

Motion Jaskiewicz, second Lawler to pass an ordinance amending Chapter 13 of the Municipal Code increasing class "C-5" from two (2) to three (3) Fairfield Inn & Suites by Marriott (165 Fernwood Drive),

This Ordinance approves a Class "C-5" (hotel beer and wine) liquor license for the Fairfield Inn and Suites by Marriott (165 Fernwood Drive). This Ordinance increases the number of Class "C-5" licenses from two (2) to three (3) to accommodate the request.

Jose Quintero, Vice President of Operations and Business Development, provided a brief presentation of the project and the overall hotel industry. He answered questions from the Mayor and the Board of Trustees.

ORDINANCE 19-093 

AMENDING CHAPTERS 2, 313 AND 19 OF THE MUNICIPAL CODE REGARDING ADMINISTRATION OF THE EXECUTIVE DEPARTMENT – (FOR DISCUSSION ONLY):

This Ordinance would convert the Office of the Mayor from a full-time to a part-time position. The change would be effective with the Consolidated Election in April of 2021. The salary for part-time Mayor would be $35,000.00 a year and would include the duties of Alcohol and Tobacco Commissioner. Trustee salary would be $16,625.00 and the Clerk salary would be $24,000.00. The Clerk's position will be a part-time elected position. All salaries would be adjustable annually based on the consumer price index (CPI). The Ordinance will also re establish the Village Administrator position and formalize the Deputy Mayor position with a 5% stipend over the Trustee salary. Note: Terms and conditions of office cannot be changed during the current term of office and changes must be approved at least one hundred-eighty days (180) prior to an election.

Mayor Claar reiterated the overall reasons for this ordinance. He also added that the Mayor and Village Clerk will be required a minimum of ten hours per week presence at Village Hall. Mayor Claar added that for the next position, the clerk will not be a village employee other than the position of part-time elected clerk.

QUESTIONS FROM AUDIENCE/PRESS:

Jose Quintero indicated that he is also a Bolingbrook resident and asked why the question of a full-time mayor to a part-time mayor could not be considered for a referendum. Mayor Claar explained that a referendum would make this a lengthy process. State statutes really make it very challenging. So instead of a decision next election, it becomes a five-year decision. The Village Board has talked about this ordinance since January with two meetings each month, January through April, with additional meetings in May and June. He stressed that the Village Board was elected to make decisions and sometimes it is unpopular. Sometimes decisions are unpopular, but it goes with the territory and responsibility of being an elected official. This is about how to best run our village and how to be the most economical. That is really what is important.

TRUSTEE COMMENTS AND REPORTS:

Trustee Zarate

Provided information on Census 2020 - Bolingbrook Counts. Today, more than ever before, we need to count everyone living in the Village of Bolingbrook in order to ensure that our community receives critical resources and accurate representation! Regardless of your legal status, your religion, how many are in your family, or who is part of it, we all count in Bolingbrook! It only takes a few minutes to fill out the census. Visit: my2020census.gov or call (844) 330-2020 as they are available from 7 a.m. to 2 p.m, seven days a week. She then shared this important information in Spanish.

Trustee Lawler

Shared information on the summer concert series. The summer concert series is continuing The first six concerts are put on by the Bolingbrook Park District These are virtual concerts for the time being, so attendance on the Hill is not permitted in accordance with the Governor's orders as it relates to COVID-19. The Wednesday concert will be video streamed and start at 7:25 p.m. You can connect through bolingbrook.com and click on BCT live. You can also watch on Bolingbrook Community Television, Comcast channel six, on AT&T U-verse channel 99 or Facebook live. Dick Diamond and the Dusters were rained out last year so the Park District brought them back this year and it will be a great concert.

Trustee Basta

Congratulated Bolingbrook resident Caden Vittorini (17) who has been dancing at Xtreme Dance Force since he was 9 years old. On Tuesday, June 23, 2020 he and his team Xtreme Dance Xmen, will be on the next episode of America's Got Talent at 7:00 p.m. Central Time on NBC. Caden has an extensive background in Taekwondo and currently plays lacrosse. He currently works at the Bolingbrook Golf Club. They received three yes votes and Simon gave a 100 percent vote. She sent out congratulations to the Vittorini family and wished Caden the best of luck on moving forward. She reiterated information about the 4th of July fireworks display and added that there will be no festival on the grounds of the golf club. This year, parking will be allowed on nearby roads and at the golf club parking lot. We have received messages, texts and phone calls about where to park and how early to arrive. More details regarding this event will be available soon. Lastly, shared information about the American Red Cross community blood drive "We are all in this together". The Community Service Council will be hosting the American Red Cross blood drive on Friday, July 24th from 10:00 a.m. to 3:00 p.m. You can register to schedule a blood donation at appointment@redcrossblood.org or by calling one 800-Red-Cross. The CSC is located at 440 Quadrangle Drive, Suite C here in Bolingbrook.

Trustee Watts

Provided information that the Will County Health Department wants residents to know that they are offering free COVID-19 testing to the public at various locations. They are providing testing for the virus free to anyone who wants to be tested. No money will be collected at the testing sites and those tested will not receive a bill. Any resident who does not have medical insurance will be able to receive a free test. Any questions you can call (815) 727-8480. Shared information from the Bolingbrook STEM Association. They will be offering a summer break STEM camp. It will be virtual. It will take place Monday, July 20th through Friday, July 24th. The STEM camp will be one full week. It will be a one-hour session per day. Students will learn about Python. They will learn HTML, the basic concepts on the front end of creating a website. This will be for ages nine to eighteen. It will be published soon on the Bolingbrook STEM Association Facebook page. Please look up Bolingbrook STEM Association or go to the website@bolingbrookstem.org.

Trustee Carpanzano

Mentioned that Phase Four is set to begin this Friday, June 26, which means indoor dining will begin to reopen for local restaurants. There is information online about local restaurants that are already announcing the inside of their restaurants will be opening again. Shared details that Heart Haven Outreach announced their 17th Annual Golf Outing fundraiser. This year it will be an "any time golf”. Please go to Heart Haven Outreach's website to learn more. You will be able to set your own tee time sometime between August 1st and September 1st Provided information about the Farmer's Market; the street market at the Promenade is starting back up by following socially distancing guidelines on July 2nd. There will be many vendors and crafters and even some food folks will be out there too. They will be spaced greater than ten feet apart and will be taking up to four streets within the Promenade. There will not be a summer concert series. However, there may be some acoustical music being played. They are asking attendees to stay socially distanced and enjoy the ambience over at the Promenade. The street market will be held every Thursday from 4:00 p.m. to 9:00 p.m. Lastly, shared words about Jim McWethy as he had the opportunity to work with him during his time at the Chamber of Commerce. Recently, his staff shared that he was committed to his employees, to the industry, even throughout COVID-19 challenges. His team really looked out for the hospitality industry. They put out promotional videos for communities at large, even beyond their own business during this tough time. He encouraged everyone to keep the McWethy family in their thoughts.

Trustee Jaskiewicz

Encouraged residents that are planning to attend the Village Picnic to "play safe". He urged everyone to practice social distancing and wear a mask. Please be respectful of everyone in attendance and stay six feet apart for the sake of everyone's health. Please come out to the Village Picnic and enjoy the 4th of July festivities. He stressed the importance of donating to the local food pantries and churches. They are asking for support as they are receiving more demands of their services due to COVID-19. That has not stopped and probably will not stop for a while. He also asked for continued donation of diapers.
