CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 8:00 p.m., May 19, 2020, in Bolingbrook, Illinois, by Mayor Roger C. Claar.

PLEDGE OF ALLEGIANCE:

Mayor Roger C. Claar requested Matt Eastman, Planning and Zoning Administrator to lead the pledge to the Flag. Matt is a resident of Bolingbrook and has been a member of the Village staff for fourteen years. Mayor Claar added that Matt does a nice job.

Motion Watts, second Zarate to approve the minutes of the regular meeting of April 28, 2020 as submitted by the Village Clerk.

APPROVAL OF AGENDA/ADDITIONS:

Burt Odelson, Village Attorney indicated that he has one addition to the agenda.

Ordinance 19-093 is for discussion only and the agenda should be amended to reflect the change accordingly.

Ordinance 19-093 amending Chapter 2, 13 and 19 of the Municipal Code regarding administration of the Executive Department - for discussion only.

Motion Basta, second Jaskiewicz to approve the agenda as amended.

REPORTS OF OFFICERS:

MAYOR CLAAR

Mayor Claar provided an update regarding the recent Royce Road project. Elmhurst Stone Quarry spent a million and a half dollars to eliminate the flooding on Royce Road. He provided a history of the challenges that Village faced because of the continued flooding issues on Royce Road. This has probably been a 30-year plus solution in the works. He acknowledged the V3 Engineering Firm, Orange Crush who did the construction and he thanked Lucas Rickelman, Director of Public Services for heading up the project.

Mayor Claar indicated that we had seven inches of rain in four days and he stated that he was happy to see that Royce Road did not flood. He commented on other places in the Village that have had flooding concerns in the Village's history and how they were mitigated through the years. Overall, he was pleased with the limited flooding issues in the community.

Mayor Claar stressed the importance of Census 2020. Matt Eastman, Planning and Zoning Administrator for the Village is in charge of the coordination of Census 2020 in Bolingbrook and is doing a great job. Mayor Claar added that the percentage of responses from our residents is right there with all our neighboring communities. The Village would like to get up to an 80-85% return. The Census takes into account that they may have to send out people to knock on doors to get the balance of responses. That might be difficult going to residents' homes with the concerns of COVID-19, because people are going to be reluctant to open their doors. Communication will be challenged a great deal during this time, but Matt is staying on top of it.

Mayor Claar provided details regarding COVID-19 and an update from Springfield regarding local businesses. He also shared details regarding this year's Memorial Day service. Due to the guidelines and restrictions set forth regarding COVID-19, he asked for residents to watch for more details on social media and the Village's website regarding the Monday, May 25th Memorial Day service.

PROCLAMATIONS:

NATIONAL POLICE WEEK, SUNDAY, MAY 10 THROUGH SATURDAY, MAY 16, 2020:

Mayor Claar proclaimed May 10th through May 16th , 2020, NATIONAL POLICE WEEK and call upon our citizens to especially honor and show our sincere appreciation for the Police Officers of Bolingbrook by deed, remark and attitude, and to make every effort to express our thanks to the men and women who make it possible for us to leave our homes and families in safety each day and return knowing they are protected by men and women willing to sacrifice their lives, if necessary, to guard our loved ones, property and government against all who would violate the law. Mike Rompa, Deputy Police Chief, accepted the proclamation.

Mike has been with the Village of Bolingbrook for 26 years.

Mike Rompa shared that there were officers that gave the ultimate sacrifice last year. A total of 146 officers were killed in the line of duty nationwide, six of those here in Illinois. In 2020, we have already lost five officers in Illinois alone and a total of 78 nationwide, which is an increase of 34%, which makes their profession very difficult. Especially during this pandemic, the men and women of the Bolingbrook Police Department work diligently to protect our 76,000 plus residents and visitors alike. We take great pride in this great village. However, we cannot accomplish this mission alone without the partnership of the residents and the business partners; without a strong cooperative effort, we cannot succeed. He added that by expanding trust, we will make the Village of Bolingbrook the best place to reside, raise our families, improve the quality of life and keep it a place to grow. On behalf of the Police Department, we truly appreciate everyone's support.

PUBLIC HEARING RE. CLARKSON AMENDMENT TO ANNEXATION AGREEMENT - REAGAN BOULEVARD AND NAPERVILLE/PLAINFIELD ROAD

Paul Clarkson owns approximately 9.479 acres of property at the northeast corner of Reagan Boulevard and Naperville/Plainfield Roads.

The property was annexed to the Village on March 26, 2002 as Ordinance (02-025). Recently, on January 14, 2020 as Ordinance (20-003), Clarkson annexed two adjoining parcels and had them rezoned R-5 Residential. The 9.479 acre property was originally zoned B-2 Community Retail and was rezoned to R-5 on January 14, 2020 as Ordinance (20-004). All 10.479 acres are currently zoned R-5 Residential. John Argoudelis, attorney on behalf of Paul Clarkson, has requested that the original annexation agreement be amended to reflect the zoning change from B-1 to R-5 and that the annexation end dates coincide with the one acre parcel that was annexed in January 2020. Upon passage, both agreements will expire December 31, 2040.

Motion Lawler, second Zarate to accept a motion to accept a low bid from route 66 Asphalt Company in the amount of $36,012.50 for 2020/2021 MFT Materials Group I - Hot Mix Asphalt (HMA).

This Motion accepts the low bid for 2020/2021 MFT Materials Group I - Hot Mix Asphalt (HMA) from Route 66 Asphalt Company in the amount of $36,012.50. Three bid packets were sent out and two were returned. The bid amount of $36,012.50 is $14,237.50 under the budgeted amount of $50,250.00.

This Motion accepts the low bid from Globe Construction for the 2020/2021 MFT Sidewalk Program. Twelve bid packets were sent out and five were returned. The cost is $297,175.00 which is $52,825.00 under the budgeted amount $350,000.00.

Motion Watts, second Carpanzano to accept a motion to accept a low bid from Precision Pavement Markings Inc. in the amount of $160,000.00 for the 2020/2021 MFT Pavement Marking.

This Motion accepts the low bid from Precision Pavement Markings Inc., for the 2020/2021 MFT Pavement Marking program. Seven bid packets were sent out and four were returned.

The low bid was $160,000.00, which is $15,000.00 under the budgeted amount of $175,000.00,

Motion Lawler, second Zarate to accept a motion to accept a low bid from traffic control corporation in the amount of $24,812.10 for the 2020/2021 MFT Materials Group 1 Street light poles.

This Motion accepts the low bid from Traffic Control Corporation for the 2020/2021 MFT Materials Group 1 Street Light Poles. Nine bids packets were sent out and one bid was received. The cost is $24,812.10, which is $25,187.90 under the budgeted amount of $50,000.00.

RESOLUTONS:

RESOLUTION 20R-010

AUTHORIZING CONTRIBUTION TO COMMUNITY SERVICE COUNCIL OF NORTHERN WILL COUNTY FOR FAMILY AND INDIVIDUAL CLINICAL COUNSELING

Motion Carpanzano, second Basta to adopt a resolution authorizing contribution to Community Service Council of Northern Will County for family and individual clinical counseling.

This Resolution approves the Village's annual contribution to the Community Service Counsel of Northern Will County for individual and family counseling services for Bolingbrook residents. The cost is $32,000.00, which was included in the 2020/2021 fiscal budget

Trustee Jaskiewicz indicated that he agrees that the Community Service Council is a great organization and they provide a great service, but he felt that the board should wait six months down the road to approve this resolution. This way we will know we have the funds to do that, and we are not draining the reserve fund for a lot of things as well. He added that his personal choice would be to wait and see what happens with our budget.

Mayor Claar responded that the board would be penny wise, pound foolish at this point to hold back those funds. In fact, there probably could be a case made to increase them given statistically what is going on across the United States. Our own residents are dealing with many issues due to COVID-19 and the CSC stands ready to help during this crisis. They are able to help with counseling services, housing and financial guidance. It would not be a good decision to hold back funds to a local non-profit organization.

Mayor Claar asked that the CSC provide information for the trustees on the number of Bolingbrook residents that use their service. He also pointed out that the CSC moved to Bolingbrook from Romeoville to better serve the number of Bolingbrook residents that needed assistance.

RESOLUTION 20R-011

APPROVING TERMINATION OF CONTRACT WITH JOHNSON CONTROLS FOR DIGITAL AUDIO/VDEO SYSTEM

Motion Watts, second Carpanzano to adopt a resolution approving termination of contract with Johnson Controls for Digital Audio/Video System.

On April 9, 2019, the Village approved a contract, Resolution (19R-012) with Johnson Controls to provide audio/visual equipment in the Police Department. Some equipment was installed in the interview rooms, but failed to comply with the bid specifications. The vendor was unable to correct the deficiencies and the Village declared the contract was in default.

The parties have agreed to mutually cancel the contract and for the vendor to remove the equipment that has been installed. This Resolution voids the earlier contract.

RESOLUTION 20R-012

APPROVING QUOTE FROM WORD SYSTEMS, INC. FOR NEW VIDEO/AUDIO RECORDING SYSTEM

Motion Basta, second Lawler to adopt a resolution approving the quote from Word Systems Inc. for a new Video/Audio recording system.

In conjunction with the prior Resolution, the staff is recommending that a contract be awarded to Word Systems Inc. in the amount of $65,684.00 to provide a new audio/video recording system in the Police Department interview rooms. The existing system was installed in 2009 and is no longer supported by the manufacturer or complies with Illinois D.O.C. requirements.

The budgeted amount is $66,000.00, so the bid is $316.00 under budget.

RESOLUTION 20R-013

APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATIONS AND AGREEMENTS WITH WILL COUNTY

Motion Lawler, second Zarate to adopt a resolution approving Community Development Block Grant (CDBG) applications and agreements with Will County.

The Village of Bolingbrook is a direct entitlement community under the Department of Housing and Urban Development (HUD) for CDBG funding. To avoid administrative cost duplication, the Village has entered into an agreement with Will County to provide for the administration and bookkeeping of Village programs. This Resolution approves an intergovernmental agreement with Will County for administrative services. The current agreement expires September 30, 2020. This agreement will run from October 1, 2020 through September 30, 2023. This years' CDBG budget includes:

$36,000.00 Housing and Finance Counseling

2,000.00 Displaced Person Assistance

35,000.00 Emergency Housing Repairs

250,136.00 Infrastructure Improvements

$323,136.00

APPROVING FIRST AMENDMENT TO ANNEXATION AGREEMENT (CLARKSON PROPERTY)- SUBJECT TO ATTORNEY APPROVAL

Motion Basta, second Lawler to pass an ordinance approving first amendment to Annexation Agreement (Clarkson Property) - Subject to Attorney Approval.

This Ordinance amends the 2002 annexation agreement to reflect the zoning change from B- 2 to R-5 and to have the end date coincide with his other adjacent parcels. The Ordinance is being passed subject to Attorney Approval because we have not received the original signed document.

ORDINANCE 19-093

AMENDING CHAPTERS 2, 13 AND 19 OF THE MUNICIPAL CODE REGARDING ADMINISTRATION OF THE EXECUTIVE DEPARTMENT (FOR DISCUSSION ONLY)

This Ordinance would convert the Office of the Mayor from a full-time to a part-time position.

The change would be effective with the Consolidated Election in April of 2021. The salary for part-time Mayor would be $35,000.00 a year and would include the duties of Alcohol and Tobacco Commissioner.

The Trustee and Clerk salaries would remain the same. Trustee salary would be $16,625.00 and the Clerk salary would be $23,969.00. All salaries would be adjustable annually based on the consumer price index (CPI).

Note: Terms and conditions of office cannot be changed during the current term of office and changes must be approved at least one hundred-eighty days (180) prior to an election.

Asked for help from all healthy Bolingbrook residents to donate blood. Your help is needed.

The American Red Cross Blood Drives are available if you are healthy, feeling well and eligible to give blood or platelets. Please make an appointment to donate as soon as possible by using the Red Cross Blood Donor App, by visiting www.RedCrossBlood.org or calling 1-800-RED CROSS (1-800-733-2767).

Type O donations are especially needed right now. The Red Cross only collects blood from individuals who are healthy and feeling well at the time of the donation. Donating blood does not impact or weaken the immune system.

Trustee Lawler

Congratulated all of the graduates from all the various schools. Unfortunately, they will not be able to hold their graduation ceremonies in person or together. Bolingbrook has the distinction of having six different school districts within the Village boundaries. Some graduation ceremonies will be virtual ceremonies. Please check with your school district and your school, for specific plans and activities. Bolingbrook High School put together a virtual graduation ceremony, which will be broadcast on channel six, on Sunday, May 31st at 8:00 PM. The names and pictures that have been submitted by the families for each of the graduates with congratulatory messages will be part of the broadcast.

Provided details on this summer's concert series provided by the Bolingbrook Park District and the Village of Bolingbrook at the Performing Arts Center. Due to COVID-19, the bands will be playing in a modified fashion. That is still being worked out, but you can pretty much guarantee under the current conditions that they will not be open to the public on the Hill.

Through the efforts of community television, James Farrell, the Village's Information Officer will be putting together the ability to live stream the concerts.

The concerts will be available on Facebook live and on Bolingbrook Community Television - Channel (6) six and on bolingbrook.com. On Wednesday, June 3rd, the "Rhythm Giants" will perform and then on Wednesday, June 10th will be "Re Turn 2 Soul" at 7:30 p.m. to 9:00 p.m.

Trustee Basta

Today, more than ever before, we need to count everyone living in the Village of Bolingbrook in order to ensure that our community receives critical resources and accurate representation.

Regardless of your legal status, your religion, how many are in your family, or who is part of it, we all count in Bolingbrook. It only takes a few minutes to fill out the census by visiting: my2020census.gov or call 844-330-2020.

The U.S. Census Bureau continues to accept applications for temporary and part time positions. More information is available on the Village Website. You can also apply online@ 2020 census.gov/en/jobs/how-to-apply.

Trustee Watts

Congratulated all of our 2020 graduates, including the preschool level, middle school, high school or college. There is a Facebook group that was created called the Bolingbrook adopt a graduating senior. If you are interested in adopting a graduate, you can go on that page.

The Village is back to our normal regular schedule with Groot That went into effect on May 11th. Groot will collect one large item per week and electronic waste.

You can call Groot at (888) 485-0900, a minimum of 48 hours prior to schedule the pickup for electronic waste or for additional information regarding garbage or recycling collection. You can also go to bolingbrook.com/refuse collection for more information. He shared information regarding Spring Cleanup Week, which starts on Monday, June 8th , through Friday, June 12th

There will be unlimited bulk item amounts that you can put out and unlimited amounts of refuse will be picked up. That does not include electronic waste. Construction materials or demolition debris is also not included. Those items will normally require a special roll off container.

Trustee Carpanzano

Thanked everyone who submitted a kindness day video this past weekend in honor of "Kindness Day". He shared information on the five micro pantries around town - Fountaindale Public Library, there is one outside the emergency department at a Bolingbrook Hospital, the new one just outside of Friendship United Methodist Church, a new micro pantry at Joyful Spirit Church and the micro pantry located at 553 Redwood Road. He added that people are in need of food during these challenging times. The micro pantries are available for our residents and they follow the mantra, take what you need and leave what you can. In addition, there are six other food pantries that service Bolingbrook. Please search Facebook or on the internet for more information.

He shared a positive story about Maria Trezza. She has been with the Valley View School District for 25 plus years. She has been featured in so many odd places, access Hollywood,

Buzzfeed news and the local Chicago media has picked up her story. When her hours were cut with the school district, she started making picnic tables for squirrels. It is a unique topic and I figured we end the meeting with a little bit of a lighter subject. It is a really neat way to supplement her income. Her story has gone viral. Her son's tweets have been retweeted like 120,000 times or something. A big shout out to Maria over at Jamie McGee for being creative during a stay at home order.

Maria Trezza of Bolingbrook collaborated with her neighbor, Rob Gibala, who makes the tables. They both split the cost. Each table sells for $27, with a tablecloth and nuts included.

Stressed the importance of Census 2020 and encouraged residents to take the time to fill out the online form or the mailing form. It impacts all of us, especially in this day and age, when we're concerned about our budget.

He added that food pantries are in high demand right now, and they need your help. They need donations, they need food, they need diapers and they will take monetary donationswhatever you can do to help.

He asked Mayor Claar what the status is regarding the Village activities for the month of June. Mayor Claar responded. Regarding events for the month of June, he is still waiting for the Governor's next step so we can move forward.
