MAYOR RICHARD CHAPMAN CALLED TO ORDER THE REGULAR MEETING OF THE SHOREWOOD VILLAGE BOARD AT 7: 00 P.M.
THE MEETING WAS CONDUCTED ELECTRONICALLY THROUGH A CONFERENCE CALL WHICH WAS AUTHORIZED BY GOVENOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman
ROLL CALL
After the Pledge ofAllegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Anthony Luciano, Daniel Anderson, Stevan Brockman, and Daniel Warren. Also present: Finance Director Anne Burkholder, Police ChiefAaron Klima, Economic Development Director Kelley Chrisse, Chief building Official John Komorowski, Attorney Dave Silverman, and Village Administrator James Culotta. Absent: Barbara Kirkland. The number present constitutes a quorum.
CITIZENS- The pubic was invited to listen to the meeting and make comments, or email their comments to the Village him all prior to the meeting, but no one chose to do so. However, there were a few citizens listening in.
CONSENT AGENDA
1. Approval ofthe regular meeting minutes, ofMay 12, 2020, as Amended
2. Approval ofthe release ofthe executive minutes ofApril 23, 2019 and June 25, 2019
3. Approval ofthe destruction of audio recordings ofexecutive minutes released from 2018
4. Approval of accounts payable in the amount of$332,482.44
Trustee Anderson made a motion to approve the Consent Agenda as amended. Seconded by Trustee DeBold. Roll-Call: Yeas: DeBold, Luciano, Warren, Anderson, and Brockman. Nays: None. Absent: Kirkland. Approved as amended. Motion Carried.
REPORTS AND COMMUNICATIONS-
Proclamations, comments etc. Mayor Chapman noted that the Public Works crews did a fantastic job making sure everyone was safe by moving the trees and the debris out of the roadways, etc. after the storm. He also added that they worked very hard cleaning up throughout the holiday weekend. The entire board agreed. Great Job Public Works Crews!
Kelley Chrisse reported that the developer of river crossing unit two is not moving forward. Currently it' s undeveloped and she is looking at other developers.Page 1 May 26, 2020 Minutes
ORDER OF BUSINESS
1. Consideration for approval of the purchase ofa Furnace and Air conditioner Replacement for the Police department from Gene May Heating and Cooling in the amount of $14,926.00
Administrator Carlotta noted that this was a budgeted repair and that the furnaces and condensers were old and inadequate. He also stated that NICOR rebates $ 400 for each furnace.
Trustee Anderson made a motion to Approve the purchase of a Furnace and Air conditioner Replacement for the Police department from Gene May Heating and Cooling in the amount of $14,926.00 Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, and Brockman. Nays: None. Absent: Kirkland. Approved. Motion Carried.
2. Consideration of a Resolution Concerning the Village of Shorewood Reopening Plan in response to the Economic Emergency Resulting from Gov. Pritzker' s Covid- 19 Related Stay-At-Home Executive Orders.
Jim Culotta noted that the resolution involves the Village taking a position on Gov. Pritzker' s plan regarding Covid-19. The surrounding Mayors, through the Will County Governmental League would like to break away from the Northeast division, including Chicago.
Trustee DeBold noted that he had many concerns that the resolution was too broad, there were too many topics that didn' t pertain to Shorewood and thought it should be withdrawn and not just tabled. The Resolution was withdrawn.
REPORTS
Trustee Anderson-
PW update 5/26/2020 The MFT program started last week with curb cuts and driveway repairs. After the flooding last week Trustee Anderson would like to thank the residents who helped clean out their storm drains to curb the flooding. The parks are getting mowed and the trash was picked up along Routes 52 and 59. Public Works did an awesome job cleaning up of after the storm.
Trustee Brockman
The next P & Z meeting is tentatively June 3, 2020,at 7:00 in the Village Board Room. There are two items on the agenda. A public hearing will be continued regarding the conditional use at 301 Amendodge for truck and trailer repair by Onsite Truck and Trailer Repair and the PUD amendment for Anderson Comer.
Trustee Kirkland Parks and Recreation Update for May 26, 2020
The parks and playgrounds remain closed as ordered by Gov. Pritzker. The playground equipment is off limits. Shorewood Park is closed along with the disc golf course.

Trustee Luciano
The Citizens Advisory Committee meeting for May 28, 2020 has been canceled, due to the Governor' s mandates. Since the CAC doesn' t meet over the summer the next meeting will be in the fall of 2020. Trustee Luciano commented that you can contact him or any committee members ifyou' d like to get involved.
Mayor Chapman made a correction to page 4 ofthe May 12, 2020 minutes. Trustee Luciano made the motion to pass a Resolution to Repeal Resolution 20 R—981 and 20 R— 982. After a reasonable amount oftime, the motion failed, due to the fact that none of the Trustees seconded his motion. Therefore, he withdrew the above-mentioned resolution, as no trustee provided a 2°d
Trustee Anderson made a motion to accept the correction to the minutes as read to the clerk Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, and Brockman. Nays: None. Absent: Kirkland. Approved. Motion Carried.
EXECUTIVE SESSION- Personnel, to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees. There was no Executive Session.
