Homer Community Consolidated School District No. 33C Board of Education met March 17.

Here is the minutes provided by the board:

President Martin called the meeting to order at 7:02: p.m. Roll call: Marcinkewicz, Trzeciak and Martin were physically present, Briner, DeFilippis, DeSchaaf, Hitzeman were present via video conference.

President Martin led the Pledge of Allegiance.

There were no requests to speak

Al Kirkus, Assistant Superintendent for Business, provided a financial update reporting that in February the District spent $4.45M ($4,455,256) and took in $780K ($782,824), resulting in a decrease in our bank account balance of $3.67M ($3,672,431). We started the month with $32.55M ($32,556,043) in the bank and ended the month at $28.88M ($28,883,611). Starting in December, the District's operating expenditures have been trending under budget - $1.25M ($1,258,830) under as of the end of February. In addition, the District's revenues are trending higher than projected - $900K ($924,091) higher as of the end of February.

Marcinkewicz motioned and Hitzeman seconded the motion to approve the consent agenda as presented. Roll Call: DeFilippis, DeSchaaf, Hitzeman, Marcinkewicz, Trzeciak, Briner and Martin. All yeas, motion carried.

The following were approved:

• Resignation for certified staff: Tina Flemming - 4th grade teacher at Goodings Grove School - eff. the end of the 2019-2020 school year Resignation for extra-curricular staff: Kenton Brace - Wrestling Coach - eff. March 16, 2020. Superintendent, Craig Schoppe, provided an update on COVID-19 School Closure reporting that last Friday, Governor Pritzker announced statewide school closures beginning on March 17 through March 30. Per the Governor's Executive Order 2020-05, all days that a sch will be counted as Act of God Days and do not need to be made up at the end of the school year. All school districts are strongly encouraged to provide instruction to students during these Act of God Days through whatever means possible. Student work completed during the mandated school closure March 17-30 must not count toward student grades or otherwise negatively impact a student's academic standing, as these are Act of God Days and not instructional days. District office has been in constant contact with the Illinois State Board of Education (ISBE) and the Will County Regional Office of Education over the past 5 days to understand the guidance and expectations of the school closings. We are sharing that information with Homer 33C staff and families as quickly as possible. ISBE officials have made it very clear that the school closing window may be extended, so schools and families should be aware of that possibility. Future decisions regarding statewide school closures will be made by Governor Pritzker and in consultation with public health officials. We are in unprecedented times in our history, but we are all working together to continue to support the students of Homer 33C. I am incredibly proud of the efforts of our staff and the work they did in such a short amount of time to get learning activities up on the district website for our students. The learning activities will pro students with a little bit of normalcy and structure to their day during this frightening time. I am extremely thankful for the patience and support of our staff and parents, as we have navigated through all of the questions and concerns of the COVID-19 school closure. I encourage everyone to do everything you can to stay healthy and safe. We will get through this together!

Marcinkewicz motioned and Trzeciak seconded the motion to approve FY21 registration fee discounts of $30.00 for those paying through May. Roll call: DeSchaaf, Hitzeman, Marcinkewicz, Trzeciak, Briner, DeFilippis, and Martin. All yeas, motion carried.

Marcinkewicz motioned and Trzeciak seconded to approve the 2020-2021 Code of Conduct and Parent/Student Handbook. Roll call: Hitzeman, Marcinkewicz, Trzeciak, Briner, DeFilippis, DeSchaaf, and Martin. All yeas, motion carried.

Marcinkewicz motioned and DeFilippis seconded the motion to approve the construction change orders for Hadley Middle School. Roll call: Marcinkewicz, Trzeciak, Briner, DeFilippis, DeSchaaf, Hitzeman, and Martin. All yeas, motion carried.

Trzeciak motioned and Hitzeman seconded the motion to approve a contract with Tremco for annual roof inspections and maintenance. Roll call: Trzeciak, Briner, DeFilippis, DeSchaaf, Hitzeman, Marcinkewicz, and Martin. All yeas, motion carried.

Assistant Superintendent for Business, Al Kirkus, provided an update on summer projects reporting we recently put a bid out for work on all security except Hadley. We received only one bid for one piece of the work, which is not enough to move forward, so we will be rebidding with another piece soon. We have a few interested contractors that should bid the job and will bring it to the next Board meeting for approval. If we do not receive a bid, then we will go to an alternate plan and install the intercoms only. The bus lot bid will also be coming up soon and we will be asking for Board approval at the April Board meeting.

Hitzeman motioned and Marcinkewicz seconded the motion to approve a 1.0 FTE Instructional Aide at Goodings Grove School for the 2020-2021 school year. Roll call: Briner, DeFilippis. DeSchaaf, Hitzeman, Marcinkewicz, Trzeciak, and Martin. All yeas, motion carried.

Trzeciak motioned and Marcinkewicz seconded the motion to go into closed session for discussion of 1) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, 2) discussion of collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Roll Call: DeFilippis, DeSchaaf, Hitzeman, Marcinkewicz, Trzeciak, Briner and Martin. All yeas, motion carried.

The Board went into Closed Session at 7:48 p.m.

After discussion, the Board returned to open session at 8:56 p.m. There were no action items from closed session.

Marcinkewicz motioned and DeFilippis seconded the motion to adjourn the meeting. The Board all were in favor of adjourning the meeting.

The meeting adjourned at 8:57 p.m.
