City of Joliet Plan Commission met Jan. 16.

Here is the minutes provided by the commission:

1. CALL TO ORDER:

2. ROLL CALL:

PRESENT: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Marc Rousonelos.

ABSENT: Rick Moore.

3. APPROVAL OF MINUTES:

a. Approval of the December 19, 2019 Plan Commission minutes.

Motion to approve the December 19, 2019 Plan Commission minutes was made by John Kella.

Motion seconded by Jim Capparelli. Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Marc Rousonelos. 

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS 

This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Plan Commission do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Plan Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

Ms. Donna Norris, 1121 Helen Avenue, appeared regarding the Annexation of 118 Mills Road. Mr. Jackson said she will have an opportunity to speak when that agenda item comes up.

5. OLD BUSINESS: PUBLIC HEARING

a. ZO-4-19: Zoning Ordinance Amendments to Sections 47-12.2A and 47- 13.2A of the City of Joliet Zoning Ordinance (Adding “Auto Service Stations” as a Special Use in the B-2 and B-3 Districts) and Zoning Ordinance Amendment to Section 47-11.1(c) of the City of Joliet Zoning Ordinance (Removing “automobile service stations” as a permitted use in the B-1 Neighborhood Business District).

Staff Report January 2020

Mr. Jackson gave the Planning staff report.

Staff appeared on behalf of the petition.

Chairman Dillon had some questions regarding changing the tanks at gas stations. Mr. Jackson responded.

Commissioner Capparelli made a few comments about the tanks.

No one appeared in opposition to the petition.

Motion to recommend the City Council approve the Zoning Ordinance Amendments to Sections 47-12.2A and 47-13.2A of the City of Joliet Zoning Ordinance (Adding “Auto Service Stations” as a Special Use in the B-2 and B-3 Districts) and Zoning Ordinance Amendment to Section 47-11.1(c) of the City of Joliet Zoning Ordinance (Removing “automobile service stations” as a permitted use in the B-1 Neighborhood Business District) was made by Jim Capparelli.

Motion seconded by John Kella. 

Motion carried by the following vote:

NAYS: None.

6. OLD BUSINESS: NO PUBLIC HEARING

None.

7. NEW BUSINESS: PUBLIC HEARING

a. A-1-20: Annexation of 3.79 Acres located at 118 Mills Road, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement. (118 Mills Road) (PIN # 30-07-22-300-014-0000)

Staff Report

Mr. Jackson gave the Planning staff report.

Mr. Dave Silverman, Attorney, Mahoney, Silverman & Cross, appeared on behalf of the petition.

Mr. Silverman made a few more comments about the petition.

Ms. Donna Norris, 1121 Helen Avenue, appeared in opposition to the petition due to truck noise and ground vibrations from trucks passing up and down Mills Road.

Ms. Carla Alessio-Policandriotes, appeared in favor of the petition.

Motion to recommend the City Council approve the Annexation of 3.79 Acres located at 118 Mills Road, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement was made by Jim Capparelli.

Motion seconded by Jeff Crompton. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Marc Rousonelos. 

NAYS: None.

b. A-2-20: Annexation of 1.0018 Acres located at 3805 Rollingwood Court, Classification to R-1 (Single-Family Residential) Zoning and Approval of an Annexation Agreement. (3805 Rollingwood Ct.) (PIN # 05-06-11-205-025)

Mr. Jackson gave the Planning staff report.

Mr. Jean Kenol, Attorney, Mahoney, Silverman & Cross, appeared on behalf of the petition.

Ms. Kathy Mccallister, 313 Rollingwood Lane, appeared in opposition to the petition because there are no other homes on that street that are in the Joliet city limits.

Motion to recommend the City Council approve the Annexation of 1.0018 Acres located at 3805 Rollingwood Court, Classification to R-1 (Single-Family Residential) Zoning and Approval of an Annexation Agreement was made by Jeff Crompton.

Motion seconded by Brigette Fiday. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Marc Rousonelos. 

NAYS: None.

8. NEW BUSINESS: NO PUBLIC HEARING

None.

9. STUDY SESSION:

Ms. Norris appeared and inquired why the residents were invited to the meeting if they were going to approve the annexation on Mills Road anyhow.
