The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Monday, March 9, 2020 at 6:00 P.M. in the Wilmington School District Board Room. President Cragg called the meeting to order with the following members answering roll call: Anderson, Kunz, Moran, Southall, Stickel and Cragg. Dziuban-absent.

A motion was made by Stickel and seconded by Moran at 6:01 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches; Collective negotiating matters between the Board of Education and its employees or their representatives; and Litigation that has been filed and is pending.

Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to leave closed session at 6:30 P.M. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Anderson to approve the agenda and consent agenda for the Monday, March 9, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education as presented. All Aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the following proclamations:

Academic – Illinois State Scholars

Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

Administrator Reports:

Mrs. Beth Norman, Bruning Principal reported:

A statewide tornado drill was held on 3/3. No school on March 2nd for Pulaski Day. A Book Fair will be held on 3/30 through 4/2. Early Childhood Home School Connection took place on 3/12. Spring Break will be held from 3/23 through 3/27. From 2/24 through 2/27, we celebrated Read Across America Week and had a Dr. Seuss theme. Bruning will participate in a bus evacuation drill on 3/19. Early Kindergarten Registration will take place 3/16 – 3/19. Spring pictures will take place on 3/13.

Mrs. Venita Dennis, Stevens Intermediate School Principal reported:

IAR testing will begin on 4/1, and requires three math exams and three ELA exams that students need to take this year. Spring pictures will be taken on 3/13. We participated in a tornado drill on 3/3. There was no school on 3/2 for Pulaski Day. Spring Break will be 3/23 through 3/27. The next We-PTO meeting will be 4/7. The 5th Grade students will take the Illinois Science Assessment on 3/10 – 3/12. Second trimester awards were handed out on 3/4.

Mr. Adam Spicer, Wilmington Middle School Principal reported:

This year’s Spring play (The Princess Who) set design and casting has begun. Performances will be 5/5 and 5/6. Spring Break will be from 3/23 through 3/27. The ISA assessment will be on 3/10 - 3/12. Congratulations to the 7th Grade volleyball team who competed in Regionals. Wrestling is moving toward Sectionals. The US Fish and Wildlife representative will be in the 7th grade science classes on March 5 for carp dissections. PE classes will be fitness testing the week of 3/16. All students will attend an internet safety presentation on 2/25 and 2/26. Wilmington Coalition for a Healthy Community will host a vaping forum at WMS on 3/18. Scholastic Bowl, Math Team and Spelling Team are nearing the end of their seasons. Track has begun practicing.

Mr. Scott Maupin, Wilmington High School Principal reported:

The 3rd Quarter ends 3/13. 3rd Quarter grades are due in Guidance by 3/18. There are 25 students enrolled in the SAT Preparation Class. All Juniors will take the SAT exam on 4/14. Freshmen and Sophmores will be taking PSAT 10 and Freshmen will be taking PSAT8/9. The musical High School Musical will be performed on the following dates: 3/12 – 3/15 in the Cafetorium. The handbook committee met on 2/19 to discuss changes to the 2020-2021 handbook. Prom week activity planning is continuing. Winter sports have concluded. Spring sports have begun. We will have an assembly on 4/14. Two wrestlers (Jack Narine and Nick Gornik) qualified for State this year. Three Speech team members (Emma Romano, Eren Overmeyer and Stephanie Lambert) qualified for State this year. The JV Scholastic Bowl team earned 2nd place in the IC-8 tournament. The LEAD team hosted a volleyball tournament on 2/28. Students of the Month are: Freshmen – Savannah Gorski and Carter Rezabek; Sophomores – Patrick Robbins and Chandler Wuchter; Juniors – Keegan Parsons and Madison Gabriel; Seniors – Becca Cahill and Derek Homerding.

Mike McCormick, Technology Coordinator reported: No Report

Ellen Wandless, Business Manager reported:

The State of Illinois currently owes us $278,537.09. Last year at this time, they owed $276,552.97. The Board will be asked to approve the 2020-2021 fees later in the meeting. Statement of Economic Interest filings are being done electronically again this year – please check your email and complete your filings by May 1st. The 2019 Tax Extension figures should be coming out soon. The FY20 audit is scheduled to take place on 8/7. ISBE notified us today that we have been awarded $50,000 for a School Maintenance Project Grant.

Kevin Feeney, Curriculum Director:

We are in the process of scheduling Skyward training this summer. We will administer the Illinois Assessment of Readiness (IAR) exams to all 3rd-8th grade students in April. All High School Juniors will take the SAT exam on 4/14. The Board will be asked to approve the Title I Schoolwide Plans for all four buildings at the April Board meeting so that all students in the District can benefit from Title funds. We are reviewing math text books for the High School. Middle School Science teachers have chosen a textbook series that the Board will be asked to adopt at the April Board Meeting.

Superintendent’s Report – Matt Swick:

Illinois Freedom of Information Act (FOIA) Requests: None. Dr. Swick provided Fund Balances as of February 29, 2020.

Act on the Consent Agenda as presented: A motion was made by Stickel and seconded by Southall to approve the Consent agenda items as presented for the Monday, March 9, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson- aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Anderson and seconded by Stickel to accept the letter of resignation submitted by Ellen Wandless from the position of Business Manager/ District Office Manager/ Treasurer to the Board of Education, effective June 30, 2020. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Stickel to accept the letter of resignation submitted by Mary Brianne Das from the position of Wilmington High School Biology teacher and Student Council Advisor, effective at the conclusion of the 2019-2020 school year. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Moran and seconded by Southall to approve the irrevocable notice of retirement from Martha Swift, from her position as an employee in the Custodial and Maintenance Department, which began on February 28, 2020. Anderson-aye, Dziuban- absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve Mr. Habing’s recommendation to hire Joe Hermes as a part-time, non-union, seasonal grounds keeper (Approximately mid-April to mid-October 2020), for a maximum of 580 hours total, with an hourly rate of $13.00. Employment is pending the compliance with all paperwork, and all federal, state, and local guidelines. Hourly pay rate to be determined at a later date. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve Dr. Swick’s recommendation to employ Lisa Hipes as the Finance Director at a per diem rate based on a prorated annual salary of $59,500.00 from May 1, 2020 through June 30, 2020. Her annual salary for the 2020-2021 school year will be $59,500.00, pending the compliance with all paperwork, and all federal, state, and local guidelines. Anderson-aye, Dziuban- absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Anderson and seconded by Stickel to approve Mr. Habing’s recommendation to hire Scott Murphy as a full-time, union, Custodial Department employee (8-hours per day, 12-months per year), effective March 10, 2020. Employment is pending the compliance with all paperwork, and all federal, state, and local guidelines. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Moran and seconded by Anderson to approve Resolution No. 5-20 – Authorizing Notice of Reasons and Dismissal of Educational Support Personnel to include Teacher Aides and Pre-Kindergarten Parent Coordinator.

A motion was made by Southall and seconded by Moran to approve Document No. 3-1-20 – Employment of Teachers in First Year of Probation, Second Year of Probation, Third Year of Probation, Fourth Year of Probation, and Tenure and Part-Time Teachers for the 2020-2021 school year.

Late Fee

This late fee will be added to the fees of any and every student paying fees after August 5, 2020

A motion was made by Moran and seconded by Southall to approve extending the Illinois Central School Bus Contract for Transportation for the 2020-2021 school year, with an increase of 3% over the 2019-2020 contract prices. Anderson-aye, Dziuban- absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Anderson to approve Mr. Spicer’s recommendation to use Image Group as the Wilmington Middle School, Stevens Intermediate School, and Bruning Elementary School photography company for the 2020-2021 school year. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Stickel and seconded by Moran to accept Base Bid A from Abel Plus Services Inc. in the amount of $61,500.00 for an Abestos Abatement project at Wilmington Middle School, to be completed during the Summer 2020. Anderson-aye, Dziuban-absent, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
