City of Joliet Plan Commission met Dec. 19.

Here is the minutes provided by the commission:

1. CALL TO ORDER:

PRESENT: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos.

ABSENT: Mark Micetich.

3. APPROVAL OF MINUTES:

a. Approval of the November 7, 2019 Plan Commission minutes.

Motion to approve the minutes from the November 7, 2019 Special Plan Commission meeting was made by Jim Capparelli.

Motion seconded by Brigette Fiday. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos. 

NAYS: None.

b. Approval of the November 21, 2019 Plan Commission minutes.

Motion to approve the minutes from the November 21, 2019 Plan Commission meeting was made by John Kella.

Motion seconded by Jim Capparelli.

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos. 

NAYS: None.

Mr. Jackson gave the Planning Staff Report.

Mr. John Philipchuck, Attorney, appeared on behalf of the petition.

Commissioner Moore inquired about the 5 year addition. Mr. Jackson responded.

No one appeared in opposition to the petition.

Motion to recommend the City Council approve the Re-Approval of the Preliminary Planned Unit Development of Hiller Farm Subdivision for an Additional 5 Years was made by Jim Capparelli.

Motion seconded by John Kella. 

Motion carried by the following vote:

Mr. Jackson gave the Planning Staff Report.

Mr. Tom Osterberger, Attorney, appeared on behalf of the petition.

Mr. Greg Smith, 19755 Schweitzer Road, appeared before the Commission with comments regarding the vacation of Schweitzer Road.

Mr. Osterberger said the approval should be conditional subject to an agreement that needs to be reached between the neighbors and CenterPoint before the petition goes to the City Council meeting.

Motion to recommend the City Council approve the Reclassification of 14.6 Acres West of Brandon Road from I-TA (Intermodal Terminal) to I-TC (Industrial Park) Zoning, the Preliminary Plat and Final Plats of CenterPoint Intermodal Center at Joliet Subdivision Phase 23, subject to conditions being requested by Public Works & Utilities and the Planning Staff was made by Jim Capparelli.

Motion seconded by Rick Moore.

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos. 

NAYS: None.

c. V-6-19: Vacation of Schweitzer Road over the Union Pacific Railroad Right-of-Way (Tracks). (Schweitzer Road, 1⁄4 mile west of Brandon Road) (PIN # 30-07-33-503-002)

Mr. Jackson gave the Planning Staff Report.

Mr. Martin Shanahan, Corporation Counsel, appeared on behalf of the petition.

Motion to recommend the City Council approve the Vacation of Schweitzer Road over the Union Pacific Railroad Right-of-Way (Tracks) was made by Jeff Crompton.

Motion seconded by Jim Capparelli. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos. 

NAYS: None.

d. FP-7-19: Final Plat of Cobalt Commercial Subdivision. (Route 59 and Theodore Street) (PIN #06-03-34-300-029)

Commissioner Fiday inquired about the water detention. Mr. Tom Carroll, Geotech, responded.

Motion to recommend the City Council approve the Final Plat of Cobalt Commercial Subdivision subject to revisions being requested by Public Works & Utilities was made by Jason Cox.

Motion seconded by John Kella. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Rick Moore, Marc Rousonelos. 

NAYS: None.

f. ZO-4-19: An Ordinance Amending Sections 47-12.2A and 47-13.2A of the City of Joliet Zoning Ordinance (Adding “Auto Service Stations” as a Special Use in B-2 and B-3 Districts)

Mr. Jackson stated that Staff is recommending the report be tabled until the January Plan Commission meeting.

Motion to table the Ordinance Amending Sections 47-12.2A and 47-13.2A of the City of Joliet Zoning Ordinance (Adding “Auto Service Stations” as a Special Use in B-2 and B-3 Districts) to the January Plan Commission meeting was made by John Kella.

Motion seconded by Jim Capparelli. 

Motion carried by the following vote:
