City of Joliet Public Safety Committee met Oct. 1.

Here is the minutes provided by the committee:

1. Roll Call

PRESENT: Chairperson Councilwoman Jan Hallums Quillman, Councilman Don "Duck" Dickinson, Councilman Larry E. Hug.

ABSENT: None.

ALSO PRESENT: Interim City Manager Steve Jones, Fire Chief Joe Formhals, Deputy Chief Marc Reid, Deputy Chief Michael Batis, Sergeant Doug May, Public Assets Supervisor Mike Eulitz.

2. Approval of Minutes - September 3, 2019

Motion to approve the Minutes of the Public Safety Service Committee Meeting from September 3, 2019 was made by Councilman Don "Duck" Dickinson.

Motion seconded by Chairperson Councilwoman Jan Hallums Quillman. Motion carried by the following vote: 

AYES: Chairperson Councilwoman Jan Hallums Quillman, Councilman Don "Duck" Dickinson, Councilman Larry E. Hug. 

NAYS: None.

3. Citizens to be Heard on Agenda Items:

None.

4. Request for Approval for the Purchase of Joliet Police SOS Vests

Tuesday, October 1, 2019 5:30 p.m. Executive Conference Room

Deputy Chief Michael Batis briefly discussed the 2019 budgeted money for replacement of SOS Vests for JPD.

Sergeant Doug May discussed purchase of SOS Vests for JPD and gave a break down of the cost.

Purchase of SOS Vests has been put on hold until the next City Council Meeting.

Councilman Hug entered the meeting at 5:42 p.m.

5. Authorization to Amend the 2019 Budget to Purchase an Emergency Generator for Fire Station #1

Public Assets Supervisor Mike Eulitz discussed the Ordinance Amending the 2019 Budget in the amount of $47,342.00 for the purchase of a Generator for Fire Station 1 and the Emergency Operations Center (EOC).

Motion to recommend Authorization to Amend the 2019 Budget to Purchase an Emergency Generator for Fire Station #1 to full Council was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilman Larry E. Hug. Motion carried by the following vote: 

AYES: Chairperson Councilwoman Jan Hallums Quillman, Councilman Don "Duck" Dickinson, Councilman Larry E. Hug. 

NAYS: None.

6. Authorization to Approve Ambulance Billing Contract with Andres

Fire Chief Joe Formhals discussed Andres Medical's performance over the last 10 years. Customer complaints have been very few. Andres Medical has increased City of Joliet ambulance revenues over the last 10 years.

Motion to recommend Authorization to Approve Ambulance Billing Contract with Andres to full Council was made by Councilman Larry E. Hug.

Motion seconded by Councilman Don "Duck" Dickinson. Motion carried by the following vote: 

AYES: Chairperson Councilwoman Jan Hallums Quillman, Councilman Don "Duck" Dickinson, Councilman Larry E. Hug. 

NAYS: None.

7. Authorization for Approval to Purchase Fire Gear

Fire Chief Joe Formhals explained that the Fire Department is in the process of putting out an RFP for Gear. The current three year contract expires in December 31, 2019.

8. Discussion for Body Cams for Joliet Police Department

Deputy Chief Michael Batis explained that talks for Body Cams are still ongoing. A meeting was held with Axon's representatives and he was able to get answers for questions Councilman Hug had asked about hardware replacement. Axon will be doing a presentation on October 10, 2019 and will also provide pricing for equipment.

Motion to adjourn Adjournment was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilman Larry E. Hug. Motion carried by the following vote: 

AYES: Chairperson Councilwoman Jan Hallums Quillman, Councilman Don "Duck" Dickinson, Councilman Larry E. Hug. 

NAYS: None.
