Village of Manhattan Board of Trustees met Oct. 1.

Here is the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday October 1, 2019. Mayor Doyle opens the meeting at 6:30 P.M. Roll call: Trustee Beemsterboer aye, Trustee Biscan aye, Trustee McDonough aye, Trustee Naughton aye, Trustee Dilling aye, Trustee Doyle Aye. Also present are Becker, Nelson, Pintar, Sing, Taylor, Tyk and Wazny.

Mrs. Kathy Kirby who owns Kirby Bakery is in attendance to express her concern with the new Cannabis Laws that will be taking effect in the State of Illinois on January 1, 2020, and how it will affect Manhattan. Mrs. Kirby states that she has sent questions and called Mayor Doyle and he has not answered her calls or questions. Mrs. Kirby has researched how other communities will be handling this. Mrs. Kirby wants the Village of Manhattan to place this on the next Village Board meeting and she wants a Public Hearing for it prior to the meeting. The Mayor Thanks Mrs. Kirby for expressing her concerns.

Mrs. Bennett is in attendance in regards to the Final Approval of the Ordinance amending Off-Street Parking. Mrs. Bennett does not want them to approve this, she states that she is taxpayer and if she wants to kill her grass by parking a vehicle on it she should be allowed to do so, it is her property. If the Village is going to pass this then they need to place hard surfaces on the side streets for when the people park for parades. Mrs. Bennett is also concern with people that rent out properties that only have room for 1 vehicle but they have more vehicles that need to park there. Mayor Doyle Thanks Mrs. Bennett for expressing her concerns.

Naughton motion to approve the Consent Agenda Regular Minutes of the September 17, 2019, And Bills List For October 1, 2019. Doyle second. Roll call: Beemsterboer aye, Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $37.50. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $109.50.

Biscan motion to Approve State Street Auto Invoices Totaling $37.50. McDonough second. Roll call: Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Beemsterboer aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them for Final Read An Ordinance Updating The Investment Policy Of The Village Of Manhattan, Will County, Illinois. Assistant Finance Director Kendall is at a Pension Seminar, but this Ordinance was reviewed at the last Village Board Meeting.

Naughton motion to Approve An Ordinance Updating The Investment Policy Of The Village Of Manhattan, Will County, Illinois. Doyle second. Roll call: McDonough aye, Naughton aye, Dilling aye, Doyle aye, Beemsterboer aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing, on behalf of Assistant Finance Director Kendall, informs the Mayor and Board of Trustees that Mayor Doyle, Trustee Doyle, Assistant Finance Director Kendall and him have been working to put together the Budget Assumptions.

Public Works Superintendent Tyk informs the Mayor and Board of Trustees that they have before them a request for Authorization To Purchase (1) Refurbished 400 HP Motor For Well Sites. This motor will be used as a back-up to Well 8 or can be used for future Well 7 site upgrades. When we had issues with Well 8 last year, the motor was sent to Layne Christensen to have the mercury removed and checked for any other repairs that might be needed at that time. Layne Christensen contacted us with 2 different options; to purchase a new motor or a refurbished motor. A new motor would cost $147,583 plus $1,000 for shipping plus $17,792 to decommission the old motor. A refurbished motor is $147,583, plus $1,000 for shipping and they would give us a trade-in credit for 6,637 and not chare the decommission price of $17,792. The total on the new motor would be $166,375, and the refurbished motor total would be $141,946, saving the Village $24,429. Staff recommendation is the purchase of the refurbished motor. Public Works Superintendent Tyk also informs the Mayor and Board of Trustees that a Representative from Layne Christensen is in attendance if they have any questions. Trustee Dilling would like to know if Layne Christensen will handle the disposal of the Mercury. Public Works Superintendent Tyk informs him that they would. Trustee Dilling also wants to verify that the motor can be used on the other wells. Public Works Superintendent Tyk informs him that it can, and it will pump at a 1000 GPM’s.

Biscan motion to Approve Authorization To Purchase (1) Refurbished 400 HP Motor For Well Sites, From Layne Christensen In The Amount Of $141,946. Doyle second. Roll call: Naughton aye, Dilling aye, Doyle aye, Beemsterboer aye, Biscan aye, McDonough aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them for Final Read An Ordinance Amending Title 4, Of Ordinances “Zoning Regulations For The Village Of Manhattan” Amending Off-Street Parking And Loading In The Village of Manhattan, Will County, State Of Illinois for First Read. Currently, the Village’s Zoning Ordinance prohibits the parking of vehicles (automobiles, trailer, camper, etc.) in any front yard area except on a regularly constructed driveway. Recently, we have been receiving an increase in the amount of complaints regarding the parking of vehicles in back and side yards in the grass and on patios. Community Development Director also points out that language has been added to allow the extension of gravel driveways and alleys, and this will not take affect for one year. Mayor Doyle points out that this Ordinance is being considered for approval because of all the complaints that the Village has received in regards to residence parking on their back yard patios and in their side yards, allowing grass to grow up around the vehicles. Mayor Doyle also explains that this Ordinance does not affect temporary parking like the parades. Trustee Doyle also explains that he has received several complaints and seen some yards that have several cars, boats and trailers parked in there yards and it ends up looking like a junk yard.

Naughton Second. Roll call: Dilling aye, Doyle aye, Beemsterboer aye, Biscan aye, McDonough aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle informs everyone that yes he has talked to Mrs. Kirby about the Cannabis issues and he has explained to her that the Board and he are still doing research on it. Mayor Doyle points out that some communities have chosen to opt out, but the Board of Trustees and him are doing there due diligence before making any final decisions. Mayor Doyle informs everyone that if they do decide to move forward they will hold a Public Hearing. Mayor Doyle asked Mrs. Kirby to stop spreading misinformation and to start giving the correct information that has been given to her.

McDonough motion to adjourn the Regular Meeting at 6:50 P.M. Doyle second. All members are in favor.
