Village of Manhattan Board of Trustees met Oct. 15.

Here is the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday October 15, 2019. Mayor Doyle opens the meeting at 6:30 P.M. Roll call: Trustee Beemsterboer aye, Trustee Biscan aye, Trustee McDonough aye, Trustee Naughton aye, Trustee Dilling aye, Trustee Doyle Aye. Also present are Becker, Doyle, Nelson, Pintar, Sing, Taylor, and Tyk.

The Mayor and Board of Trustees would like to Thank the following volunteers that dedicated their time to vote for the 2019 “Scarecrow on Parade”, and let them know that they appreciate the time and commitment they put in judging. The Volunteers are Maria Liza or Sud-Z-Time Laundry, Kevin Molloy or State Farm Insurance, Dr. Laura Aversano or Manhattan Dental Care, Scott Prihar, Ron Adamski, Sarah Gaszak and Julia Marx.

The Mayor and Board of Trustees present the “2019 Scarecrows On Parade” Awards, For the Business Category To Becky Bouch a Realtor with Village Realty, and for the Individual/Family Category the winner is the Gunn Family.

A Representative from Lauterbach & Amen is present to give a presentation on this year’s Audit. The Village did receive their Highest Letter of Standard.

Mr. Kevin McCarthy a resident is in attendance to address the Mayor and Village Board on an issue he is having renewing his license, and obtaining the new Real ID. Mr. McCarthy explains that he is a new resident and since he has moved into his new address he has had problems receiving his mail, he has met with the Manhattan Post Office several times to fix this issue, but he was still having problems. Mr. McCarthy found out during his research of not getting his mail his Street name on Google Map is spelled Sheila Rd, but the Post Office and the sign on his street have it spelled as Shelia, so this seems to causing his problem and to obtain his real ID License he needs to have this corrected, and he needs it corrected by the end of the month before his license expires. The Mayor and Village Board of Trustees Direct Community Development Nelson to leave the meeting and assist Mr. McCarthy tonight on trying to correct the issue.

McDonough motion to approve the Consent Agenda Regular Minutes of the October 1, 2019, And Bills List For October 15, 2019. Beemsterboer second. Roll call: Beemsterboer aye, Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $75.50. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $185.00.

Naughton motion to Approve State Street Auto Invoices Totaling $ 75.50. Dilling second. Roll call: Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Beemsterboer aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

The Mayor and Board of Trustee Review the Monthly Financial Report and have no questions at this time.

The Mayor and Board of Trustee Review the Public Safety Department Monthly Report and at this time have no questions.

The Mayor and Board of Trustee Review the EMA Monthly Report and at this time have no questions. Director Doyle points out that he has included the Labor Day Parade Report, 10 agencies assisted with 40 officers working 4 hour shifts.

The Mayor and Board of Trustees Review the Monthly Public Works Department Report and at this time have no questions. Trustee Beemsterboer would like to know if Public Works Supervisor Tyk had seen 11 plus inches of rain like they recently had in a month. Public Works Supervisor Tyk explains that he has over a month, but not in one day like they had. The Public Works department was out all that day and night trying keep up with the overflowing drains and roadways. Trustee Beemsterboer would like to thank him and his department for the good job they did during the storm event. Trustee Beemsterboer points out that all the surrounding communities were also flooded, some much worse than Manhattan. Mayor Doyle points out that this storm was considered the 500 year storm, and he has never seen such so much water in one day, as long as he has lived here.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a Request for Geotechnical Soil Investigation Proposals (Boring Samples). The investigation is part of the process to upgrade the Waste Water Plant where samples will be taken to make sure the ground is not contaminated before any work is performed. Staff did obtain 3 quotes, Midland Strand Engineering and Testing $23,220, ECS Midwest LLC $24,200 and SEECO Consultants Inc at $13,705. All Three (3) of the companies will assess additional fees if it is determined the soil is found contaminated. Staff recommendation is approval of SEECO Consultants Inc at $13,705.

Biscan Motion to Approve SEECO Consultants Inc. To Preform The Geotechnical Soil Investigation (Boring Samples) For An Amount Of $13,705.00. Doyle second. Roll Call: McDonough aye, Naughton aye, Dilling aye, Doyle aye, Beemsterboer aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

The Mayor and Board of Trustees Review the Monthly Engineer Report and at this time have no questions. Village Engineer Pintar reports that the Gougar and Route 52 Road Project are still on schedule to be completed by October 28th, 2019.

The Mayor and Board of Trustees Review the Monthly Building Report and at this time have no questions.

Mayor Doyle Thanks Public Works Supervisor Tyk and the Public Works Department for the great job they did cleaning out the storm drains during the storm on the September 27th, and the extra rain that fell on September 28th.

Mayor Doyle wants to Thank the Community for the Support they showed the Been Family last Saturday with the strong community attendance there was as at the Benefit celebrating Jason’s Life, he would also like to thank all the Volunteers that put the event together as well as all the Volunteers that help make the day a success.

Trustee McDonough would like to Wish Good Luck to the Lincoln-Way Marching Bands as they attend State Competition this week and Regional next week.

Trustee Biscan and Trustee Naughton would also like to Thank Public Works for all they work they did during the storm.

Trustee Doyle would also like to Thank Public Works, and express how nice the Jason Fest was.

Trustee Dilling would like to remind everyone that his vote as a Trustee is his vote not his wife’s and he would ask that people not go to Fritz’s and yell at her for how he voted, they are married, but what he votes on she may not agree with. Trustee Dilling would also like to Thank everyone that Volunteered for the Jason Fest, EMA for lighting up the area, and especially Thank Village Reality for allowing the Committee to utilize the building during the event.

McDonough motion to adjourn the Regular Meeting at 6:58 P.M. Doyle second. All members are in favor.
