REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, October 16, 2019 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:00 p.m.

INTRODUCTION OR PROCLAMATION

1. Rittenhaus’ family received Volunteer Award

2. Police Department Awards Recognition: Police Chief Terry Lemming presented the awards and details about the events that inspired the awards

a. Meritorious Conduct Award: Officer Kevin Brock and Andrew Ganger – rescued an attempted suicide victim

b. Letters of Commendation: Officers Andrew Ganger, Ron Smiles, Fry, and Failon - team approach to rescue an attempted suicide victim

LIAISON REPORTS:

1. Councilwoman Saban – past weekend was the Rotary’s Second Annual Coffin Race. Second place was Christina Bergbower’s coffin; Third place was Coldwell Banker. 8 participants in this year’s race.

2. Councilwoman Bartelsen – looking for submissions for Halloween and fall décor. Go to the website to apply or nominate a neighbor; City of Lockport Beautification Committee. Deadline is November 30. Recognition and awards will be handed out at the December 4 City Council meeting. Winter decoration nominations can be submitted after November 30.

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

CA-1. Amendment to Chapter 110 of the Lockport Municipal Code Pertaining to Raffles

City Administrator, Ben Benson presented the Staff report on the amendment to Chapter 110 to update the code to match City practices. Application and permits for raffles allow a longer timeframe before payout; the current Code limits payout to a small window of 30 days and some raffles extend over a longer period of time.

Discussion among the Council ensued.

DIRECTION: Add to the Consent Agenda on November 6, 2019.

AT-1. Ordinance Increasing the Fines as Penalty for Code Violations Including Traffic and Parking Offenses

City Attorney, Sonni Choi Williams, presented the updates to Ordinance 19-039 to increase fines. Updates to parking fines, fire land violation, equipment violation, overweight truck on non-truck route and other administratively adjudicated violation. The increase is not intended to increase revenue; instead, the increased cost is to cover the cost of staff and other administrative costs that have increased over time.

A discussion among the Council ensued. State Statute controls some costs related to handicapped parking fines. There is a “no quota” law in Illinois; Officers only write tickets for violations of City Code.

DIRECTION: Add to the Consent Agenda on November 6, 2019.

FN-1. 2020 Budget Presentation

Finance Director, Lisa Heglund, presented the annual budget. The Public Hearing will be held on November 6. The presentation covered the budget as a whole, including Capital Outlay, Capital Projects, Personnel requests, Major Revenue Sources and Overall Allocation of Expenses per Department. The budget and tonight’s powerpoint presentation will be available on the City’s website for review by any interested resident.

DIRECTION: Add to the Agenda as a Public Hearing on November 6, 2019. OPEN FLOOR COMMENTS

1. Juliean Buckley – 508 E 18th Street – across from the Park District’s building. Juliean presented information about an issue on her property regarding ownership and how the property is divided into PINs and parcels.

a. There is an issue that needs to be resolve. Lockport Township has been trying to assist, pulling assessment deeds that date back to 1923 to try to identify how the variances occurred. The problems in the plat issue causes duplicate payments of $4,500. The survey does not match with the GIS. This issue will prevent owners from selling their property. The issue is related to how Will County manages the maps and deeds. The property issue is beyond the control of the City of Lockport. The home owner may need to consider private council to address the issue with the County. City Administrator, Ben Benson, can help setup a meeting with County executives, to take a next step.

NEW BUSINESS

1. Leaf Pickup – The department cycles thru the City approximately 3 times over the course of the next few months.
