A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday April 16, 2019. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle and Trustee Naughton aye.
Also present are Becker, Doyle, Kendall, and Nelson, Pintar, Sing, Taylor and Wazny.
Mayor Doyle Reads a Proclamation declaring May 2019 “Construction Safety Month”. Mayor Doyle wants to remind everyone to move over for First Responders and citizens that are stop along the roadway also.
Reeves motion to approve the Consent Agenda As Follows: The Regular Minutes of the April 1, 2019, Executive Session Minutes Not For Release April 1, 2019 And Bills List For April 16, 2019. McDonough second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.
Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $32.00. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,477.85.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them A Resolution Authorizing The Execution Of A General Automotive Services Agreement (State Street Auto). Trustee Doyle is the owner of State Street Auto. For the Village to continue using State Street Auto, we must now follow the Illinois Municipal Code which sets parameters for doing business with elected officials. The Municipal Code requires the execution of an agreement not to exceed $2,000, with a limit of 2 agreements per year so long as they do not exceed $4,000. Staff has requested that we continue to do business with State Street Auto, as it is the only business in town to perform maintenance on our fleet of vehicles. If the Village had to go elsewhere, the cost of our maintenance will increase.

Chief Wazny informs the Mayor and Board of Trustees that they have before them a request for Authorization to order for purchase a New 2019 Ford Expedition XL 4X4 Special Service Vehicle for the Chief of Police. Staff requests authorization to order for purchase a New 2019 Ford Expedition 4X4 Special Service Vehicle The Squad Car can be ordered now for delivery and purchase in July 2019. The Chief currently uses is a 2016 Ford Expedition 4x4 XXLT with 79,302 miles. Staff intends to reassign this vehicle to Investigations for use by Detective Duffy while on shift. Staff believes this will substantially extend the life of this vehicle as Investigations vehicles historically have extremely low mileage use.
Staff requested bids from ten area Ford dealers for the order and purchase of a new 2019 Ford Expedition XL 4X4 Special Service Vehicle Squad Car. Only three Ford dealers responded to the request for bids. Hawk Ford – Oak Lawn $39,499.00, Terry’s Ford – Peotone $39,999.99 and Taylor Ford of Manteno. $42,150.00. 2019/2020 budget is $45,000.00. Staff’s recommendation is for Village Board Approval to Order and Purchase a Squad Car, 2019 Ford Expedition XL 4X4 Special Service Vehicle from Hawk Ford of Oak Lawn at a total cost of $39,499.00. Trustee Beemsterboer ask if the new Explorers have the 10 speed yet. Chief Wazny explains no not till 2020 models. The 2019 order run ended early in March, and the 2020 that can be ordered in August or September will be Hybrids and will cost about $8,000 over this year, or there will be an option to order the new 3.5 Liter. Chief Wazny explains that on both of these new vehicles he would like to wait and see how they preform for other departments as pursuit vehicles.

The Mayor and Board of Trustee Review the EMA Monthly Report and at this time have no questions. EMA Director Doyle informs the Mayor and Board of Trustees that they have before them the Irish Fest Reports. There were a total of 73 squads, 23 light towers, 1 ATV, 1 Command Bus, 3 Message Boards and 103 Officers working a total of 603 man hours. Village Administrator Sing informs the Mayor and Board of Trustees that the traffic control service that EMA Director Doyle and his department provide during the parades prepares them if there were a disaster to happen, and the town had to be closed down.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a request for Authorization to Purchase One new Ditch Witch FX 25 Vacuum Excavator. Public Works would like to purchase a new 2018 Ditch Witch FX 25 Vacuum Excavator from Ditch Witch Midwest. This unit would be used to clean out B-Boxes, catch basins, storm structures and culverts in town. It would also assist with uncovering valves, sewer and water lids that have been covered over with dirt or gravel, also help locate utilities before digging to repair a water main break. This is in the 2019-2020 budget year.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them the 2019 Seasonal mowing Roster. We are requesting to bring back the summer mowing crew from 2018 at an hourly rate of $12.00. If approved the Roster would consist of Larry Becker, Bill Dudeck, Bill Ricci and Bill Weber.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a Request to Hire A Public Works Maintenance Worker. The Village recently advertised to hire a Public Works Maintenance Worker. This is an entry level positon. We received 29 applications for the positon, for which 11 were Manhattan Residents. Karleen and I interviewed 9 applicants. Public Works Supervisor informs the Mayor and Board of Trustees that the background was completed today and everything came back good, so he is recommending that the Mayor and Board of Trustees approve hiring Lee Michael for the position.

The Village Engineer Pintar informs the Mayor and Board Trustees that they have before them a Resolution For Maintenance Of Streets And Highways By Municipality Under Illinois Highway Code (2019-2020 Motor Fuel Tax Program). This year’s MFT maintenance program is proposed to consist of the following; $110,000 Street Resurfacing/Maintenance Program, $1,500 Stone for Street and Alley Maintenance, $70,000 Road Salt, $13,750 Engineering, Testing and Inspection Fees. Faraday Road from Elam Drive to Leighlinbridge Road will be resurfaced as a part of this year’s MFT.

Village Engineer Pintar updates the Mayor and Board of Trustees on the required MS4 Program, which is a State run program on the water quality for storm water runoff.

Community Development Director Nelson informed the Mayor and Board of Trustees that they have before them A Resolution Rescinding A Demand Of Payment On Certain Irrevocable Letter Of Credit For Sunset Lakes in the Village of Manhattan. At the April 1, 2019 Village Board meeting , the Village adopted a Resolution seeking a draw in the amount of $150,507.40 from the Sunset Lakes Letter of Credit due to the fact that it was set to expire on April 18. Prior to the expiration date, the bank provided an amended Letter of Credit with an expiration date of April 18, 2020. Therefore, it is recommended that the Village Board formally rescind the demand on the Original Letter of Credit.

Mayor Doyle would like to Thank everyone for their patients during the renovations of the flooring in the Village Hall Lobby, the work has been completed and the services for the Village Hall have been relocated back to the Front Lobby instead of the Police Department.
Trustee McDonough wishes everyone a safe and Happy Easter. Trustee McDonough is also very excited to announce that The Lincoln-Way Marching Band has been selected to perform at the Macy’s Thanksgiving Day Parade in 2020.
Trustee Beemsterboer informs everyone that 5 Police Officers have now been certified in Truck Enforcement. The Officer ‘s will be continuing their training by working with Elwood Police Department and the State Police working alongside them at their scales. Chief Wazny also informs the Mayor and Board of Trustees that the Illinois State Police will be hosting an event here to assist the Officer’s in a more hands on training. Trustee Beemsterboer points out that this will help to keep the community safe. Mayor Doyle and Village Administrator Sing and Chief Wazny explain that they toured the Intermodal recently and the trucks are required to have working equipment and safety equipment in place, but sometimes they do not comply and with the training the Officers have received they will be able to exam the vehicles and make sure the ones that going through our community are safe. Trustee Beemsterboer also informs the everyone that the certification class is held only once a year, so next year the remaining Officers will be trained.
Trustee Naughton would like to commend the Chief enforcement of the over length vehicles that come through the community as well as the speed enforcement for the trucks coming through the community, especially as short staff he has been in the last few months. Trustee Naughton likes how this effort has increase the quality of life for the residence community, as well as the safety.
Trustee Biscan would like to Thank EMA Director Doyle for the great job he does.
Trustee Beemsterboer along with the Mayor and other Board Members would like to say Thank You to Trustee Reeves for his service on the Village Board; it was a pleasure working with him.
