1. Discussion of County Board Agenda

Mr. Brooks reviewed the proclamations and stated the State of the County Address will be given along with a presentation on Green Town Will County Conference.

Land Use & Development Committee: Ms. Gal explained during Committee the members looked at the wrong attachment. Mr. Weigel and Mr. Radner spoke. Mr. Weigel will make a statement during the Board meeting that the two conditions were combined into one condition and no changes are needed to the zoning cases.

Ms. Winfrey reviewed the Ordinance language changes.

Finance Committee: No discussion.

Public Works & Transportation Committee: Mr. Gieseke reviewed changes to legislation to allow wireless antennas to be installed on existing facilities and the permitting process for new installations, as it related to the additional Will County Ordinance. Our Ordinance clarifies some of the state’s language.

Mr. Palmer stated when the legislation was being proposed our DOT was opposed because it erodes our local control. It is a product of the 5G and the high speed internet. These are smaller antennas to amplify the speed. When they begin to appear I believe residents will start to comment.

Judicial Committee: Mr. Palmer indicated this is an annual justice assistance grant with a short window to apply for the money. The money will be split equally between the City of Joliet and the County for purchase of Narcan. You are also approving an MOU with the City of Joliet. Joliet will be voting on Monday and the application will be submitted on Wednesday. This is routine. The money continues to shrink, but unfortunately the reporting requirements are the same; we will soon spend more on reporting than we are getting. We have been receiving this for 12 years. It is formula based, based on crime.

Mrs. Rice stated during the Judicial Committee we learned of a state law that could have a huge impact on the Problem Solving Courts and our courts in general. Ms. McCabe came to the Committee to explain the huge shortfalls to be proactive. It was recommended this be assigned to Judicial and Finance Committees for further discussion.

Public Health & Safety Committee: No Discussion.

Legislative & Policy Committee: No Discussion.

Capital Improvements Committee: Ms. Winfrey gave a brief update on the capital projects.

Mr. Tkac announced the mock up courthouse is behind the construction trailers and anyone interested could stop by and look at the exterior wall. We will need approval for the glass panel on the first floor, northwest corner, in the jury assembly room. It has a very long lead time. It is a very large glass panel with patterned or frosted glass to assist with security, as no one can see in.

Mr. Mike Martin introduced himself and indicated he was available to answer questions about the zoning cases regarding solar.

Mr. Moran stated Will County did a land survey several year ago to identify brownfield sites for potential solar activity. I noticed all of these are on greenfield sites. Is there a reason they have not considered any brownfield sites we had identified?

Mr. Martin replied relative to my clients, the sites they chose were because they are close to the power source. We also need to have an owner who is willing to have their land tied up for a minimum of 25 years. Without those two you will not get approval.

A discussion took place regarding several brownfields in the area.

Mr. Martin stated my clients like the Will County area and if they are the lottery winner, they may come back for further approvals.

Executive Committee: Mr. Brooks reviewed the Resolutions.
