A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday May 1, 2018. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Trustee Reeves is absent. Also present are Becker, Doyle, Hopkins, Sing, Tyk and Wazny.
Business owner Kathy Kirby of “Kirby’s Bakery” informs the Mayor and Board of Trustees that as of today she has been in business for 29 years and will be hosting a customer appreciation event tomorrow. Mayor Doyle and the Board of Trustees Congratulate her.
Beemsterboer motion to approve the Consent Agenda As Follows: The Regular Minutes of the April 17, 2018, Executive Session Minutes April 17, 2018 (Not For Release) And Bills List For May 1, 2018. McDonough second. Roll call: Beemsterboer aye, McDonough aye, Biscan aye, Doyle aye, Naughton aye. (5 ayes, 0 nays, 1 absent). Motion Carried.
Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $25.00. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,400.50.
Biscan motion to approve the State Street Auto Invoices Totaling $25.00. McDonough second. Roll call: McDonough aye, Biscan aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Naughton aye, Beemsterboer aye. (4 ayes, 0 nays, 1 abstain, 1 absent). Motion Carried.
Village Administrator Sing informs the Mayor and Board of Trustees that they have before them A Resolution Authorizing The Execution Of A General Automotive Services Agreement (State Street Auto). Trustee Doyle is the owner of State Street Auto. For the Village to continue using State Street Auto, we must now follow the Illinois Municipal Code which sets parameters for doing business with elected officials. The Municipal Code requires the execution of an agreement not to exceed $2,000, with a limit of 2 agreements per year so long as they do not exceed $4,000. Staff has requested that we continue to do business with State Street Auto, as it is the only business in town to perform maintenance on our fleet of vehicles. If the Village had to go elsewhere, the cost of our maintenance will increase.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them An Ordinance updating The Personnel Manual Of The Village Of Manhattan, Will County, Illinois, for First Read. The Village’s Personnel Manual was last revised in 2008. When last updated the Village hired a consultant to assist with the revision. There have been changes in laws and rules that impact Employers and Employees over the past 10 years. For this most recent update, staff reached out to our liability insurance carrier for assistance. The carrier provided the Village with a handbook template. This template was modified to include our employment structure, rules, and benefits. The Village Attorney has reviewed this draft manual. The new personnel policy is a more comprehensive than the previous versions. It will also bring the Village into compliance with the most recent employment laws.
Chief Wazny informs the Mayor and Board of Trustees that they have before them a Request For Approval To Hire a Part-Time Officer. Our current staffing level of Eight (8) part-time Police Officers is insufficient to cover the required shifts necessary to staff the patrol shifts and special events. The candidate that I am recommending is Brian Duffy. Mr. Duffy is an Army Veteran, E-5 Sergeant; he worked for the Cook County Sheriff as an Intelligence Officer prior to being laid off from the Harvey Police Department. Mr. Duffy is in Good Standing and Fully Certified by the Illinois Law Enforcement Training & Standards Board. Mr. Duffy could not be in attendance this evening as he had a prior teaching commitment. The impact to the Budget is $400.00.
Naughton motion to Approve The Authorization Part-Time Officer, Brian Duffy, At The Rate Of 21.75 Per Hour. Doyle second. Roll call: Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (5 ayes, 0 nays, 1 absent). Motion Carried. Village Clerk Becker will swear Brian Duffy in on Friday May 4th, 2018.
EMA Director Doyle informs the Mayor and Board of Trustees that they will be assisting with the Village of Manhattan Open House Touch A Truck on Saturday May 5th, and his department will be assisting New Lenox with their Proud American Days Parade this month.
Mayor Doyle reads a Card that the Mayor and Village Board of Trustees received from Kid Country School and child care, Thanking the businesses community, and the community as a whole for all they do to support them and the community.
Mayor Doyle informs everyone present that the Village Of Manhattan is still moving forward with the Lawsuit against the Village Of Elwood.
Trustee McDonough also wants to remind everyone to attend the Village Open House Touch A Truck on Saturday May 5, 2018, from 10 A.M. to Noon. Trustee McDonough would also like to Congratulate the Manhattan Junior High Music Department for obtaining an overall excellent rating at competition.
Trustee Doyle, Trustee Naughton and Trustee Biscan also encourage everyone to attend the Open House Touch A Truck Event.
