Village of Manhattan Board of Trustees met April 17.

Here is the minutes provided by the Board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday April 17, 2018. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Also present are Becker, Doyle, Kendall, Nelson, Pintar, Sing, Taylor, Tyk and Wazny.

Reeves motion to approve the Consent Agenda As Follows: The Regular Minutes of the April 3, 2018, Executive Session Minutes April 3, 2018 (Not For Release) And Bills List For April 17, 2018. Naughton second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $85.00. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,375.50.

Naughton motion to approve the State Street Auto Invoices Totaling $85.00. Biscan second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Naughton aye, Beemsterboer aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

The Mayor and Board of Trustee Review the Finance Department Monthly Report and at this time have no questions.

The Mayor and Board of Trustee Review the Public Safety Department Monthly Report and at this time have no questions.

Chief Wazny informs the Mayor and Board of Trustees that they have before them a Request For Approval To Hire a Part-Time Officer. Our current staffing level of Seven (7) part-time Police Officers is insufficient to cover the required shifts necessary to staff the patrol shifts and special events. The candidate that I am recommending is Kenneth L. Strunk. Mr. Strunk is a currently a Police Lieutenant with the Momence Police Department. He is also a resident of Momence. Lt. Strunk is in Good Standing and Fully Certified by the Illinois Law Enforcement Training & Standards Board.

Beemsterboer motion to Approve The Authorization To Hire Kenneth L. Strunk As A Part-Time Police Officer At The Rate Of 21.75 Per Hour. Doyle second. Roll call: Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (6 ayes, 0 nays, 0 absent). Motion Carried. Village Clerk Becker swears in Kenneth L. Strunk as a part-time police officer for the Village Of Manhattan.

The Mayor and Board of Trustee Review the EMA Monthly Report and at this time have no questions. Director Doyle informs the Mayor and Board of Trustees that he also included his 2018 Irish Fest Report. The Mayor and Board of Trustees Commend Director Doyle on the fine job he and his department, along with the volunteers did at Irish Fest.

The Mayor and Board of Trustees Review the Public Works Monthly Report. Trustee Naughton is concern about the 20% water loss. Public Works Superintendent Tyk explains that they have had several watermain breaks, they have also been supplying water to the road construction crew and the tower did overflow.

Public Works Superintendent Tyk informs the Mayor and Board of Trustees that they have before them a request for Authorization To Hire Summer Employees Zachary Paymaster, Jacob McGrath, and Brad Phelps At A Rate Of $10.25 Per Hour.

Public Works Superintendent Tyk informs the Mayor and Board of Trustees that they have before them a request for Authorization To Hire Part-Time Mowers Bill Weber, Bill Dudeck, Larry Becker and Al Vlach At A Rate Of $11.25 Per Hour.

The Mayor and Board of Trustee Review the Engineering Monthly Report and at this time have no questions.

Village Engineer Pintar informs the Mayor and Board of Trustees that they have before them a Request For Approval Of The MFT Resolution From Maintenance Of Street And Highways By Manhattan Under The Illinois Highway Code. Village Engineer Pintar explains that this was passed at a prior meeting, but the numbers for the Salt and Stone were not correct. Village Pintar Thanks Assistant Finance Director Kendall for catching the error.

Biscan motion to Approve The Motor Fuel Tax Resolution From Maintenance Of Street And Highways By Municipalities Under The Illinois Highway Code In The Amount Of $221,550.00. Doyle second. Roll call: Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

The Mayor and Board of Trustee Review the Development Department Monthly Report and at this time have no questions.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them A Resolution Rescinding A Demand Of Payment On A Certain Irrevocable Letter Of Credit For Sunset Lakes In The Village Of Manhattan, Illinois. At the April 3, 2018 Village Board Meeting, the Village adopted a Resolution seeking a draw in the amount of $150,507.40 from the Sunset Lakes Letter Of Credit due to the fact that it was set to expire on April 18, 2018. Prior to the expiration date, the bank provided an amended Letter of Credit with an expiration date of April 18, 2019. Therefore, it is recommended that the Village Board formally rescind the demand on the original Letter of Credit.

Naughton motion to Approve A Resolution Rescinding A Demand Of Payment On A Certain Irrevocable Letter Of Credit For Sunset Lakes Development, LLC In The Village Of Manhattan, Illinois. Beemsterboer second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle reads a letter from Robert Dykstra who resides in the Whitefeather Subdivision. Mr. Dykstra Commanding Officer Adcock for assisting his wife who was concern that there only son who was in kindergarten. Officer Adcock spoke with the parents that were concern standing at a bus stop when the kindergarten children did not get off their bus at the regular time and stop. Officer Adcock found the children on the wrong bus and came back to informed the concern parents that their children were safe and on their way home. Mayor Doyle would like to Thank Officer Adcock.

Trustee Beemsterboer would also like to Thank Officer Adcock, and he would like Director Doyle to point out the continuing education certificates that his department received. Director Doyle pointed out that Chief Wazny, and Detective Holford attended along with him the Active Shooter Training, and his department is always attending the Pipeline Refresher courses. Trustee Beemsterboer Thanks him for his department continuing to with education.

Trustee Doyle would like to also Thank Officer Adcock.

Trustee Naughton also echo’s Thank You to Officer Adcock, and we would also like to say Thank You to Mayor Doyle and Trustee Beemsterboer for all the work they have been doing in Springfield in regards to the North Point Development.

Trustee Biscan would like to commend the Chief on the Job well done by Officer Adcock, and to express his sympathy on the passing of Barbara Bush.

Trustee Reeves Thanks the Chief for a job well done by Officer Adcock. Trustee Reeves also points out that Several Trustees, and Staff members attended the 9-1-1 Open House, it was very nice and well organized.

Mayor Doyle would like to inform everyone that the Customized Massage and Facials will be hosting an Open House Saturday April 21, 2018 at 11:00 A.M. Mayor Doyle also informs everyone that the Park District will be hosting a Dedication for the new Hanson Community Center on April 28, 2018, and the Village will again be hosting its Touch Truck Open House on May 5th, from 10:00 A.M. to Noon.
