Will County Historic Preservation Commission met March 7.
Here is the minutes provided by the Commission:
1. Call to Order
Vasko called the meeting to order at 7:04 P.M.
2. Roll Call – Establishment of a Quorum

3. Approval of Agenda
McCollum moved that the agenda be adopted as presented. Seggebruch seconded the motion, which passed unanimously.
4. Approval of February 7, 2018 Minutes
Kiefner moved that the minutes be approved as presented. Galik seconded the motion, which passed unanimously.
5. Public Comments
No Public Comments.
6. Chairman’s Report
Vasko debriefed the Commission on her attendance at the Canal Alliance Congress.
Vasko stated that the main focus of the conference was on the Illinois bicentennial and tourism in the canal corridor. Vasko relayed that the City of Ottawa is working with the Army Corps of Engineers and other partners to re-water the canal. Vasko applied for and was approved to have the Commission be a partner with the Will County Historical Museum and Research Center as bicentennial partners.
7. Staff’s Report
Farrell received a landmark nomination on March 5, 2018 for the Black Walnut School in Crete. The nomination did not have the required statement of significance. Farrell will work with WJE to get the completed history of the school from the Rural Survey.
Farrell is still waiting to receive the statement of significance for the Moran Homestead nomination.
8. Old Business
Vasko inquired if the update to the Wesley Township Rural Survey site had been processed through WJE. Farrell indicated it had not.
9. New Business
Demolition by Neglect
Kiefner believes that the existing International Property Maintenance Code addresses demolition by neglect concerns and cited specific exerts. Kiefner believes that adding additional penalties for landmark owners would discourage landmark designation. Vasko agreed that demolition by neglect verbiage in the preservation ordinance could discourage potential landmark owners. Seggebruch agreed and stated that the Cities of Joliet and Aurora follow the same property maintenance code. Phil Mock discussed code enforcement procedures and penalties.
10. Commissioner Discussion
McCollum provided an update on the New Lenox train depot. The depot will be moved to the Konow farm with funds donated by the family. Vasko lamented the alterations of the Tilsy Barn also located on the Konow property. Vasko stated that the public needs to be educated on what preservation entails in reference to maintaining the historic fabric of structures.
Galik had no updates but has a few ideas of sites to pursue for landmark designation.
Seggebruch shipped the draft Rural Survey for Crete Township to Howard Piepenbrink.
Seggebruch hopes to engage Piepenbrink for the Washington Township survey. Kiefner had no updates.
Vasko requested that the removal of Commissioner Boo be added to the April agenda.
Vasko debriefed the Commission on the Lincoln funeral flower event held at the Will County Historical Museum and Research Center.
Farrell will follow-up with Matt Campbell, a potential Commissioner to replace Steeves.

Kiefner moved that the meeting be adjourned. McCollum seconded the motion which passed unanimously at 7:49 P.M. The next meeting will be April 4, 2018.
