Village of Mokena Board of Trustees met April 10.

Here is the minutes as provided by the Board:

CALL TO ORDER

Mayor Frank Fleischer called the Regular Session of the Board of Trustees to order

at 7:00 p.m.

Mayor Fleischer requested a moment of silence after the Pledge of Allegiance in

honor of Tino Lettieri.

PLEDGE OF ALLEGIANCE

The Board of Trustees and members of the audience recited the Pledge of Allegiance

and observed a moment of silence.

ROLL CALL/ESTABLISHMENT OF QUORUM

Clerk Patt called the roll and the following Trustees were present:

Jim Richmond

Joe Siwinski

Debbie Engler

George Metanias

Joseph E. Budzyn

John Mazzorana

Also present were: Village Clerk Patricia Patt; Village Administrator John Tomasoski;

Finance Director Barb Damron; Engineer Paul Pearson; Director of Public Works

Director Lou Tiberi; Police Chief Steve Vaccaro; Community/Economic Development

Alan Zordan; and Village Attorney Carl Buck.

CONSENT AGENDA

Village Administrator John Tomasoski presented (5) items on the Consent Agenda for

Board approval. These items are strictly administrative in nature.

a. Motion to grant approval to the Mokena-Marley Clergy to conduct its annual Good

Friday Cross Walk Procession on Friday, April 14, 2017; utilizing Mokena Street

between Second Street and LaPorte Road, and LaPorte Road from Mokena Street to

Patricia Lane for the procession route; and to authorize the use of Municipal/Village

resources for event coordination.

b. Motion to authorize an agreement with Melrose Pyrotechnics, Inc. of Kingsbury,

Indiana for a Public Fireworks Display on the evening of July 4, 2016.

c. Motion to accept the recommendation of the Site Plan Review Committee of the

proposed site and landscape plans as depicted on the attached exhibits for Verizon

Wireless located at 19112 S. Blackhawk Parkway with the following condition:

That Verizon Wireless obtain all the necessary utility easements.

d. Motion to approve minutes from the March 20, 2017 Work Session.

e. Motion to approve minutes from the March 27, 2017 Board Meeting and Work Session.

Trustee Mazzorana made a motion to approve Consent Agenda Items 6 (a), (b), (c), (d)

and (e) as depicted in the April 6, 2017 Request for Board Action prepared by the Village

Administrator. Trustee Siwinski seconded.

FINANCE REPORT

Finance Director Damron presented the accounts payable list for April totaling

$952,958.98. She highlighted the following invoices to be paid.

 $ 13,905.38 Compass Minerals America – Road Salt

 $292,547.57 Village of New Lenox – Lake Water Debt $113,139.68

Trustee Engler made a motion to approve the monthly accounts payable in the

amount of $952,958.98. Trustee Metanias seconded.

PRESENTATIONS/APPOINTMENTS/PROCLAMATIONS

Mr. Benny’s Proclamation

Clerk Patt read a proclamation in honor of Mr. Benny’s Restaurant 50th anniversary.

Benny Leonardo was unable to attend the meeting to accept the proclamation.

Mayor Fleischer congratulated Mr. Benny and stated that he would deliver the

proclamation to him.

Pond Treatment Bid Recommendation

Public Works Director Lou Tiberi presented a pond maintenance contract for

Village-owned ponds for FY 2017/2018.

Bids were recently received for the FY 2017/2018 Pond Maintenance Program,

which consists of servicing eighteen ponds throughout the Village. Services include

water quality monitoring to ensure a healthy aquatic environment, chemical

applications to address water quality, and aquatic vegetation (algae) control.

The pond maintenance work has been performed by a contractor for the past 18

years, and has grown to include eighteen Village-owned ponds. The scope of the

contract requires the successful bidder to treat the ponds bi-weekly between May and

September 2017, as well as to comply with all environmental and EPA regulations.

A formal bid opening was held on Thursday, March 16, 2017 at 10:00 a.m. at the

Mokena Village Hall. Three (3) bids were received and opened, with the results as

follows:

Village staff is recommending approval of the low bid from Clarke Aquatic of St.

Charles, Illinois, in the amount of $20,356.00. Clarke has performed this work for

the Village for the past eight years, and has done a satisfactory job throughout the

Village.

Trustee Engler made a motion to award a contract for the FY 2017/2018 Pond

Maintenance Program to the lowest bidder, Clark Aquatic of St. Charles, Illinois, in

the amount of $20,356.00 and to authorize the Village President and Village Clerk to

execute same. Trustee Metanias seconded.

Trustee Budzyn inquired about the water quality testing and if it could be done inhouse.

Public Works Director Lou Tiberi explained that the water testing done at the

WWTP is not the same as the water quality test conducted on the ponds. Tim

Gardner from Clarke Aquatic further explained what they are testing for and

treatment options based on the outcome of the tests. Performing the tests in-house

would not be practical as the ponds are tested on-site and (if needed) Clarke treats

them at that time.

VILLAGE ADMINISTRATORS COMMENTS

Administrator Tomasoski requested Economic Development Director Alan Zordan to

update the Board on development and business activities. Mr. Zordan provided an

update on pending development projects, announced new businesses and highlighted

businesses offering products and services for spring cleaning.

Village Engineer Paul Pearson provided information on an upcoming road closure

north of Mokena at the Metro crossing on Wolf Road between 179th Street and Route

6 from April 19th to April 28th

.

Administrator Tomasoski announced the Mokena J.C. Penney is one of two Chicagoarea

stores receiving the company’s Founders Award.

TRUSTEE’S COMMENTS

Trustee Richmond announced the Maker Faire is scheduled for August 19th

. They

are looking for volunteers and exhibitors.

Trustee Engler attended the Lions Club Easter Egg Hunt and the Creamery’s Easter

Egg Hunt. She also reminded everyone that scholarships are available and to check

online for the application. She wished everyone a Happy Easter and Joyous

Passover.

Trustee Metanias congratulated all of the newly elected officials. He expressed his

condolences to the Lettieri family on their loss.

Trustee Mazzorana encouraged everyone to participate in Clean-up Day.

Trustee Siwinski wished everyone Happy Easter. He expressed his condolences to

the Lettieri family. He congratulated all the newly elected officials and thanked

them for their service.

CLERK’S COMMENTS

Clerk Patt attended the service for Tino Lettieri at the Abraham Lincoln National

Cemetery. She commented on how moving it was and expressed her condolences to

the family.

MAYOR’S COMMENTS

Mayor Fleischer commented on the Village Board running unopposed in the recent

election and hopes this indicates that residents are happy with the way the Village is

being managed.

EXECUTIVE SESSION

Mayor Fleischer stated the Board would be going into Executive Session to discuss:

 The appointment, employment, compensation, discipline, performance, or

dismissal of specific employees of the public body or legal counsel for the

public body, including hearing testimony on a complaint lodged against an

employee of the public body or against legal counsel for the public body to

determine its validity pursuant to 5 ILCS 120/2(c)(1).

 Collective negotiating matters between the public body and its employees or

their representatives, or deliberations concerning salary schedules for one or

more classes of employees pursuant to 5 ILCS 120/2(c)(2)”.

 The selection of a person to fill a public office, as defined in this Act, including a

vacancy in a public office, when the public body is given power to appoint under

law or ordinance, or the discipline, performance or removal of the occupant of a

public office, when the public body is given power to remove the occupant under

law or ordinance pursuant to 5 ILCS 120/2(c)(3)

Trustee Siwinski made a motion to enter into Executive Session at 7:27 p.m. Trustee

Engler seconded.

Mayor Fleischer stated no action was anticipated after Executive Session.

RECONVENE REGULAR MEETING

Village President Fleischer recalled the Board back into Regular Session.

Trustee Siwinski made a motion to return to regular session at 9:03 p.m. Trustee

Engler seconded.
