Joliet City Council amends annexation agreement

Public Service Councilman Hug stated the Public Service Committee met this evening at 4:30 p.m. in the Executive Conference Room and reviewed the contracts, change orders, pay estimates, final payments, ordinances and resolutions and found them all to be in order and recommended their approval. He stated the City will work with EnerNOC for purchasing electric for City facilities. PUBLIC HEARINGS: A. Presentation: Presence-Saint Joseph Medical Center Area TIF District Presentation 1. COUNCIL MEMO #3-17: Presence-Saint Joseph Medical Center Area TIF District COUNCIL MEMO #3-17 The Mayor advised that this is a Public Hearing so any public comments would be in order at this time. Steve Jones introduced members of SB Friedman Development Advisors to give a presentation for the Presence-St. Joseph Medical Center Area TIF District. Jeff Dickenson, SB Friedman, presented highlights from the analysis and redevelopment plan for the Presence-Saint Joseph Medical Center Area TIF District, which included the eligibility methodology, eligibility findings on improved and vacant land. He also discussed a proposed budget, future land use plan. Ed Dollinger, current Chairman of the Board of Presence St. Joseph Medical Center, highlighted the hospitals economic impact on the City of Joliet and why the hospital supports the TIF District. Property owner on Hammes on the foundation board of the hospital spoke in favor of the TIF District. Garland Mays, President of the Forest Park Neighborhood Council, highlighted all the positive things happening in the Forest Park Community and thanked the Mayor, Council, and Joliet Police Department for their support. Charles Slagle, 222 Hammes Avenue, spoke in favor of the TIF. The City Clerk asked if anyone else would like to speak, being none, she closed the Public Hearing. B. NEW BUSINESS (Not For Final Action Or Recommendation): Mayor O'Dekirk discussed the resignation of the Rialto board and the appointment of a new board; including needing the state to at least appointment one new member to have a quorum. Mayor O'Dekirk also stated he would like to create a blue ribbon panel for the Rialto Square Theatre.
