Plainfield historic commission held hearing for landmark designation

The village of Plainfield Historic Preservation Commission met April 14 to host a public hearing for landmark designation of the property known as 14910 S Bartlett Avenue.

Here are the meeting's minutes, as provided by the commission:

"The Historic Preservation Commission (HPC) is an advisory body to the Village Board for matters pertaining to historic preservation. The types of cases that are brought before the HPC are the following: landmark designation, district designation, certificate of appropriateness, certificate of economic hardship, requests affecting landmarks and/or districts and rehabilitation grant program. The HPC meets on the second and fourth Thursdays of each month at Village Hall."

CALL TO ORDER, ROLL CALL, PLEDGE

Pro Tem Chairman Derrick called the meeting to order at 7:04 p.m. Roll call was taken; Commissioners Lucas, Olsen, Hendricksen, Rapp, and Derrick were present. Commissioners Bortel, Schmidt, Barvian, Hagen was absent.

Also in attendance: Jonathan Proulx, Planner II and Merrilee Trotz, Recording Secretary.

Pro Tem Chairman Derrick led the pledge to the flag.

APPROVAL OF AGENDA Commissioner Olsen made a motion to approve the agenda; Seconded by Commissioner Hendricksen. Voice Vote. All in favor. 0 opposed. Motion carried

APPROVAL OF MINUTES: Commissioner Hendricksen made a motion to accept the minutes from February 11, 2016 as presented. Seconded by Commissioner Lucas. Voice Vote – All in favor. 0 Opposed.

CHAIR’S COMMENTS: None

COMMISSIONERS COMMENTS: Commissioner Hendricksen thanked the recording secretary for keeping the commissioners informed.

PUBLIC COMMENT: (Items not on the Agenda) There was no response.

OLD BUSINESS - None

NEW BUSINESS Case No. 1716-030116.HPC 14910 S Bartlett Avenue (f/k/a 800 N Bartlett Ave.) Commissioner Lucas made a motion to open the public hearing. Seconded by Commissioner Rapp. Vote by roll call: Hendricksen, yes; Olsen, yes; Rapp, yes; Lucas, yes; Derrick, yes. Motion carried 5-0.

Mr. Proulx stated this is a public hearing for landmark designation of the property known as 14910 S Bartlett Avenue; notice was mailed and published in accordance with local ordinance. This property is an excellent example of the T-Plan; the period of significance is from 1886 through 1964 which covers ownership and construction of the home. There have been only three owners to this property. Mr. Proulx listed the owners; stated the 2006 Historic Urban Survey listed this property as a potential local landmark structure as well as contributing to both a local and national historic district.

Mr. Proulx reviewed criteria c), d), f) and j) as stated in the staff report dated April 12, 2016. Mr. Proulx reviewed the significance of persons who contributed to the development of the community; indicated this home is an excellent example of a single-family T-Plan vernacular home with Italianate influences; stated the majority of the building materials are intact and original to the structure; and reviewed the significance of the ownership of the property.

Staff stated this property is an excellent example for landmark status and suggests a favorable recommendation for landmark designation.

The applicant was not present.

Pro Tem Chairman Derrick swore in Heath Wright, neighboring resident. Mr. Wright indicated he supported this nomination; stated he thought the siding had been replaced a few years ago.

Pro Tem Chairman asked if any letters of support had been received. Mr. Proulx indicated no letters were received.

Commissioner Hendricksen mentioned that Richard Krahn was applying for landmark in honor of his wife Gwen.

Commissioner Olsen asked about the period of significance; and mentioned the changes to the rear façade; asked whether these changes should be included in the period of significance.

Discussion was held regarding the period significance and the addition to the house. Mr. Proulx mentioned a tighter period might be better. Commissioner Hendricksen felt the sides of the house visible from the street really make up the heart of this application; would like the period of significance to include the Krahn family occupancy.

Commissioner Olsen questioned the names shown in Exhibit A regarding the census report. Discussion was held; it was suggested that maybe the Bush family was a tenant and not owner.

Commissioner Rapp made a motion to close the public hearing. Seconded by Commissioner Olsen. Vote by roll call: Lucas, yes; Hendricksen, yes; Rapp, yes; Olsen, yes; Derrick, yes. Motion carried 5-0.

Commissioner Olsen concurred with Commissioner Hendricksen that Gwen really was excited about the Historic District.

Pro Tem Chairman Derrick offered discussion regarding the period of significance; suggested it might be tied more tightly to the parsonage era (1887-1825) or just 1887 (the date of construction) as there is a lot of original materials etc. remaining with this building and there are not a lot of changes documented. Commissioner Hendricksen felt Gwen would have been happy with that date. Pro Tem Chairman Derrick mentioned that IHPA is interpreting things very tightly.

Commissioner Olsen asked if this change would need to be approved by Mr. Krahn. Mr. Proulx indicated this is something Staff could coordinate.

Pro Tem Chairman Derrick mentioned the name of the church and how it is mentioned in the nomination; the title work shows the Regular Baptist Church, it is also mentioned as First Baptist Church and First Baptist Church of Plainfield. Mr. Proulx mentioned there are mergers of the sects; maybe this can be identified within a time frame. Pro Tem Chairman Derrick mentioned this nomination might be the only association with this church since the actual church building has been demolished.

Pro Tem Chairman Derrick asked if there was another criteria that might tie to the religious history or organizational history in Plainfield. Mr. Proulx read the different criteria. The Commissioners agreed criteria a) might also apply.

Pro Tem Chairman Derrick would like to add some additional characteristics of the house to the nomination to reference the hallmarks of a style and helps the commission later is a future owner wants to make changes to the building. Commissioner Olsen agreed to this addition.

Commissioner Hendricksen made a motion to recommend that the Historic Preservation Commission approve 14910 S. Bartlett Ave. as a historic landmark with a revised Period of Significance of 1888 and based on the criteria outlined in the staff report as well as Criterion A “has character, interest, or value which is part of the development, heritage, or cultural character of the community, county, state or nation.”

Seconded by Commissioner Olsen. Voice Vote – All in favor. 0 Opposed.

DISCUSSION Commissioner Olsen mentioned the Suburban Preservation Alliance Workshop to be held May 21, 2016 beginning at 9:00 a.m. at the Masonic Lodge, 24050 W Lockport Street f/k/a 529 W Lockport Street.

Commissioner Rapp indicated the Lodge is reserved for this meeting on May 21, 2016.

Mr. Proulx indicated Staff will be asking the Mayor to proclaim May as Historic Preservation Month at the May 2, 2016 meeting of the Village Board. There will be a Joint Workshop of the Preservation Commission and the Committee of the Whole on May 23, 2016; and to present the annual awards and plaques.

ADJOURN: Commissioner Olsen made a motion to adjourn. Commissioner Rapp seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried.
