Joliet City Council appoints mayor pro-tem

Meeting 11

Joliet City Council met Tuesday, June 21.

Joliet is a home-rule city with a council-manager form of government. All matters of local policy and legislation are determined by the council with the mayor presiding.

Proceedings of the Council of the City of Joliet, Illinois held on June 21, 2016 

REGULAR MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, June 21, 2016 at 6:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois. 

INVOCATION: Pastor John Vogel, First Church of the Nazarene, 1009 S. Briggs Street 

PLEDGE TO THE FLAG: 

I. ROLL CALL: PRESENT: Mayor Robert O’Dekirk, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk. ABSENT: Councilman Jim McFarland. ALSO PRESENT: City Manager James D.  MAYOR: 

A. Proclamation – 50th Anniversary of the Vietnam War 

PROCLAMATION - 50TH ANNIVERSDAY OF VIETNAM WAR Councilwoman Quillman read a Proclamation issued by Mayor O’Dekirk commemorating the 50th Anniversary of the Vietnam War. Mr. Wayne Horne, along with Jim Caparelli, accepted and thanked the Mayor and Council for the Proclamation. 

B. Mayor O’Dekirk – Appointments 

1. Appointment and Reappointments to the Joliet Public Library Board PUBLIC LIBRARY APPOINTMENT PUBLIC LIBRARY RE-APPOINTMENTS Motion to appoint Diane M. Harris and Reappointment Nancy Hendricksen, Emitra Ostrem, Lynn Poper Samalea, Esperanza Chavez, Dr. John Markley, Carol Boban, and Gail Gawlik to the Joliet Public Library Board was made by Councilman Larry E. Hug. Motion seconded by Councilwoman Bettye Gavin. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk NAYS: None ABSTAIN: Mayor Robert O’Dekirk

IV. APPROVAL OF AGENDA: Motion to approve the Agenda as written was made by Councilman Michael F. Turk. Motion seconded by Councilwoman Bettye Gavin. V. MAYOR PRO-TEM: 

Motion to appoint Councilman Terry Morris to service as MAYOR PRO-TEM for the period of July 1 - September 30, 2016 was made by Councilman Larry E. Hug. Motion seconded by Councilwoman Bettye Gavin. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E.  VI. COUNCIL COMMITTEE REPORTS: 

A. Finance Committee Councilman Turk stated the Finance Committee met this evening at 5:30 p.m. in the Executive Conference Room and reviewed the minutes, monthly Financial Report, Personnel Summary, Travel Expense Report, Invoices Paid and found them all to be in order and recommended their approval. He stated the Committee also received a copy of the 2015 Wermer, Rogers Audit and the year-end Fund Balance was a positive $4,011,000.00. 

B. Public Safety Committee Councilman Gerl stated the Public Safety Committee met this evening and discussed Council Memo #299-16 - Declaring Fire Department Air Masks as Surplus and donating the masks to smaller fire districts in the area. He stated the Committee also discussed the City having a part-time animal control administrative position and referred this item to the City Manager's office. 

C. Public Service Committee  Councilman Hug stated the Public Service Committee met yesterday to discuss building homes on city-owned vacant lots under the HUD HOME Program and the removal of asbestos at 304 Lawton Avenue. 

VII. CONSENT AGENDA:

Regular Meeting – June 7, 2016 6-7-16 Minutes The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, June 6, 2016 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, June 7, 2016 at 6:30 p.m. stand approved as recorded.

 B. Invoices Paid Report May 2016 Invoices Paid A communication from the City Manager contained his recommendation that the report be received and placed on file. 

C. COUNCIL MEMO #287-16: Position Vacancies COUNCIL MEMO #287-16 A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill two police patrol officer positions with subsequent vacancies. Motion to concur in the recommendations of the City Manager was made by Councilman John E. Gerl. Motion seconded by Councilman Michael F. Turk. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. VIII. LICENSES AND PERMIT APPLICATIONS: A. COUNCIL MEMO #289-16: Issuance of a Class “D” Liquor License at 1536 Illinois Route 59 – Starbucks Coffee #8918 COUNCIL MEMO #289-16 A communication from the Liquor Commissioner regarding the application of Coffee House Holdings Inc. d/b/a Starbucks Coffee #8918 for the issuance of a Class “D” Liquor License (Premises/Beer & Wine Only) at 1536 Illinois Rt. 59 contained his recommendation that the issuance of this license is in the best interest of the City, and therefore, approval is recommended. Motion to concur in the recommendation of the Liquor Commissioner was made by Councilman Michael F. Turk. Motion seconded by Councilman Larry E. Hug. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Ordinance Approving the Classification of 7.6 Acres at the Southeast Corner of Briggs and Rosalind to I-1 Zoning Council Memo #292-16 ORDINANCE NO. 17504 The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time. Mayor O’Dekirk opened the Public Hearing and asked if there were any comments, and being none, he closed the Public Hearing. Motion to adopt COUNCIL MEMO #292-16: Public Hearing Approving the Annexation of 7.6 Acres at the Southeast Corner of Briggs Street and Rosalind Street (A-3-16) was made by Councilwoman Bettye Gavin. XIII. NEW BUSINESS (Not For Final Action Or Recommendation): Mayor O'Dekirk briefly discussed the Taste of Joliet, Bicentennial Park fireworks, and Joliet firework display at Memorial Park. Mayor O'Dekirk, on behalf of the Council, congratulated Police Chief Brian Benton for his Award of Excellence in Law Enforcement from the Illinois State Crime Commission.

 XIV. PUBLIC COMMENTS: Christopher Pedersen, 702 Vine Street, addressed the Mayor and Council concerning presentation of a Police medal. Robert Hernandez addressed the Mayor and Council concerning diversification of City staff. 

XV. MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin asked for continued prayer for families and victims of the Orlando, FL shooting and thanked those who attended the prayer vigil in Joliet.

 XVI. CLOSED SESSION to discuss the following subjects: Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilman John E. Gerl. Motion seconded by Councilman Michael F. Turk. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E.
