CALL TO ORDER:
The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on October 14, 2025, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.
PLEDGE OF ALLEGIANCE:
Mayor Mary S. Alexander-Basta requested Nick Seidel of Action Truck Parts, to lead the pledge to the Flag.

APPROVING AND AUTHORIZING AMENDMENTS AND CLARIFICATIONS TO THE REDEVELOPMENT AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND BOLINGBROOK EQUITY I LIMITED PARTNERSHIP
Motion Quintero, second Kelly to adopt a resolution approving and authorizing amendments and clarifications to the redevelopment agreement between the Village of Bolingbrook and Bolingbrook Equity Limited Partnership.
The Village entered into a redevelopment agreement for the Commons Shopping Center in June of 2022. This Resolution amends the redevelopment agreement to clarify certain terms and extend the date for substantial completion in order to complete the goals set forth in the agreement. These changes were reviewed and approved by all relevant personnel.

AUTHORIZING THE PURCHASE OF A REPLACEMENT JOHN DEERE UTILITY TASK VEHICLE
Motion Lawler, second Kelly to adopt a resolution authorizing the purchase of a replacement John Deere Utility Task Vehicle.
This Resolution authorizes the purchase of a new utility task vehicle for the department of Public Works. The current utility task vehicle requires repairs that exceed its current value. The total cost of this purchase shall not exceed $26,757.59, which is $443.41 under the budgeted amount of $27,201.00. This Purchase was reviewing and approved by the Public Services and Development Committee.

APPROVING THE MEMBERSHIP OF THE VILLAGE OF BOLINGBROOK IN THE DUPAGE CONVENTION AND VISITORS BUREAU
Motion Kelly, second Doris to adopt a resolution approving the membership of the Village of Bolingbrook in the DuPage Convention and Visitors Bureau.
The DuPage Convention and Visitors Bureau is a not-for-profit agency that promotes local businesses and travel destinations. This Resolution authorizes membership in the Bureau at a cost not to exceed $70,000.00. This action was reviewed by all relevant personnel.

AMENDING CHAPTERS 12, 6, AND 34 OF THE BOLINGBROOK VILLAGE CODE TO ESTABLISH REGULATIONS FOR LIMITED VIDEO GAMING (GAMBLING) IN THE VILLAGE OF BOLINGBROOK
Motion Lawler, second Quintero to pass an ordinance amending Chapters 12, 6, and 34 of the Bolingbrook Village Code to establish regulations for limited video gaming (Gambling) in the Village of Bolingbrook.
This Ordinance establishes regulations and procedures for limited video gaming within the Village of Bolingbrook. The Ordinance limits the number of licenses and the criteria for licensure and establishes standards for enforcement and operations, consistent with the Illinois Video Gaming Act. This Ordinance was reviewed and approved by all relevant personnel.

AUTHORIZING THE PURCHASE OF PROPERTY BY THE VILLAGE OF BOLINGBROOK (3.73 ACRES-FALCON RIDGE WAY)
Motion Kelly, second Doris to pass an ordinance authorizing the purchase of property by the Village of Bolingbrook (3.73 Acres - Falcon Ridge Way).
This Ordinance authorizes the purchase of approximately 3.73 acres of vacant land located near Janes Avenue and Falcon Ridge Way. This property is close to approximately 40 acres of property already owned by the Village and will be used for future development. The purchase will be pursuant to contract at a cost not to exceed $351,000.00 plus closing costs not to exceed $10,000.00. This purchase and contract were reviewed by all relevant personnel.

QUESTIONS/COMMENTS FROM THE AUDIENCE/PRESS:
• There were three people who commented that they were unhappy about the noise and air traffic activity (especially the flight schools) at Bolingbrook's Clow International Airport: Tony Gainstord, Lelsey Streitelmeier, and Howie Hughes. Ms. Streitelmeier also called for the flight schools to be terminated. Concern about airborne lead was cited, as well.
• Debbie Watson spoke about the current climate of hate and disrespect, reminding that we are all residents of Bolingbrook and should treat each other with respect and kindness. She also thanked those who spoke for being respectful and for being there for open dialogue.
• Joe DePaulo, General Manager of Clow International Airport, responded:
o Regarding lead levels, there is a "miniscule" amount of lead in the air surrounding the airport. In over 20 years there has not been one report from anyone about any negative effects from lead.
o Although aircraft activity has increased, more of them have quieter engines.
o Joe also explained that when people have called to complain about the noise, he asks for their address so that he knows where the complaint comes from geographically (i.e. which area is being affected and by what pattern).
o There has been a flight school at Clow since 1975.
o Flight patterns and heights are set by the FAA according to legal and safety standards, which are also affected by weather and wind conditions. Certain requirements by flight examiners also require certain patterns.
o The airport has received grant money from the FAA since 2005. Grant assurances dictate that the Village of Bolingbrook cannot disallow the flight schools at the airport. The FAA could sue the Village if those grant assurances are not followed.
o Aircraft from other nearby airports also use Clow (Lewis, DuPage and Aero). The three flight schools from Lewis use Clow to avoid having to work with Lewis' air traffic control tower. Even if Clow's flight schools were gone, Lewis' flight schools would increase their traffic.
o Joe is working with the flight schools to encourage them to move their operations to other airports.
o Our airport and its flight schools are stepping-stones to professional careers. The activity level at the schools has increased because of the demand for pilots.
o The Mayor also commented that in exploring options and solutions, they were learning more about the FAA grant requirements, and will provide more information as they determine what is and is not allowed.

Announced the upcoming Haunted Hangar event at Clow International Airport, in the Illinois Aviation Museum, on Saturday, Oct. 18th.
TRUSTEE KELLY:
Offered her congratulations to award recipients.
Mentioned the LaBranche Family Foundation Masquerade Ball/Fundraiser on Friday, Oct. 24th at the Bolingbrook Golf Club.
TRUSTEE DORIS:
Announced the upcoming freestyle Blues Lab Jam at Tailgaters on October 15th for musicians ages 11-19, sponsored by the Bolingbrook Arts Council Commission.
TRUSTEE PATEL:
Congratulated all of the awards recipients.
Announced the Park District's and Chamber's upcoming PechaKucha event on October 22nd at Ashbury's.
Wished all who celebrate, Happy Dewali, beginning on October 21st.
TRUSTEE LAWLER:
Congratulations to the Village employees who were recognized by the veterans and thanked them for all they do.
• Expanding on Trustee Doris' announcement, invited all to enjoy the Blues Lab Jam at Tailgaters the following evening, followed by the All-Star Blues Jam.
Mentioned that he has known both Howie Hughes and Joe DePaulo for over 20 years. He is friends with both, and has known Joe to be nothing but professional.
MARY ALEXANDER-BASTA:
Echoed the comments made by Debbie Watson, that we all must come together in our community, check on our neighbors, and make sure that information is accurate. Misinformation can spiral out of control and create unnecessary drama.
She encouraged residents to respect each other's privacy, and to reach out if they need to. Bolingbrook is a place where we stand together.
Bolingbrook Police Department is here for the safety of all our residents.
