Village of Frankfort Board of Trustees met Aug. 4.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, August 4, 2025, at 7:02 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert Trustees Adam Borrelli, Michael Leddin, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Police Chief Leanne Chelepis. Trustee Jessica Petrow was absent.

Clerk Schubert announced a quorum of the public body was physically present.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Plan Commission Report Summary

1. Broman Residence Building and Roof Materials Variance: 50 E. Bowen Street- Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive and the First and Second Readings, and pass AN ORDINANCE (NO. 3521) GRANTING TWO ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (BROMAN RESIDENCE - 50 E. BOWEN STREET), granting a first floor building materials variance from the masonry requirement to permit the use of non-masonry materials and a roof materials variance to allow the use of metal roofing for the construction of a single-family home, in accordance with the reviewed plans, public testimony, and Findings of Fact.

2. The Orange Hat Special Use Permit for Full-Service Restaurant with Liquor Sales: 19951 S. LaGrange Road- Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3522) GRANTING A SPECIAL USE PERMIT FOR A FULL-SERVICE RESTAURANT WITH LIQUOR SALES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (THE ORANGE HAT - 19951 S. LAGRANGE ROAD), to accommodate the operation of The Orange Hat, in accordance with the reviewed plans, public testimony, and Findings of Pact, and subject to the condition that if alcohol is served at the sushi bar without wait staff, the restaurant shall comply with all requirements set forth in the Zoning Ordinance Article 5, Section C, Part 28: Restaurant, full-service, with liquor sales.

Trustee Leddin moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Borrelli, Leddin, and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Petrow. The motion carried.

ORDINANCE AUTHORIZING SALE OF SURPLUS REAL ESTATE: NWC OF WHITE STREET AND ELWOOD STREET

Trustee Rigoni presented a brief overview of the proposed ordinance authorizing the sale of surplus real estate under consideration.

Trustee Rigoni moved, seconded by Trustee Savaria, to accept the recommendation of the Committee of the Whole, and pass AN ORDINANCE (3523) AUTHORIZING SALE OF SURPLUS REAL ESTATE FOR THE PROPERTY LOCATED AT THE NORTHWEST CORNER OF NORTH WHITE STREET AND ELWOOD STREET, FRANKFORT, WILL COUNTY, ILLINOIS (PIN(S) 19-09-21-415-0003, 005, 007 AND 008).

Mayor Ogle invited trustee and audience comment prior to a vote. None were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Petrow. The motion carried.

ORDINANCE IMPLEMENTING A MUNICIPAL GROCERY RETAILERS' OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX

Trustee Savaria provided a brief overview of the proposed locally imposed grocery sales tax ordinance under consideration.

Trustee Savaria moved, seconded by Trustee Rossi, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3524) IMPLEMENTING A MUNICIPAL GROCERY RETAILERS' OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX, for the Village of Frankfort, Will and Cook Counties, Illinois.

Mayor Ogle invited trustee and audience comment prior to a vote. None were forthcoming.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Petrow. The motion carried.

MAYOR'S REPORT

• Mayor Ogle reported the Frankfort Police Department will host its annual "Night Out Against Crime" on Tuesday, August 5, from 6:00 P.M. - 8:00 P.M. on Breidert Green. This free family friendly event will feature games, kickball with a cop, face painting, DJ entertainment, the popular "Touch a Truck" program, and the official swearing-in of K-9 Officer, Pax.

• Mayor Ogle announced that the third and final "Movie on the Green" event will take place on Tuesday, August 12, featuring "Toy Story."

• Mayor Ogle reported that the Frankfort Area Historical Society and the Frankfort Preservation Foundation will host its Annual Ice Cream Social on Sunday, August 17, from 4:00 P.M. to 6:00 P.M. at the Founders Center, 140 Oak Street.

• Mayor Ogle invited the public to attend Frankfort's 57th Annual Fall Festival, taking place Saturday, August 30 through Monday, September 1. The carnival will kick off early on Wednesday, August 27, from 5:00 P.M. to 9:00 P.M., and the Frankfort Lions Club will host its annual "Wurst Fest" on Thursday, August 28, from 6:00 P.M. to 10:00 P.M. in downtown Frankfort.

• Mayor Ogle highlighted several ongoing weekly community events:

o Cruisin' Frankfort Monday evenings through September 22, from 5:00 p.m. to 8:00 p.m. in downtown Frankfort.

o Frankfort Country Market continues every Sunday through October 26, from 9:00 a.m. to 1 :00 p.m. in downtown Frankfort.

o The Concerts on the Green entertainment for Sunday, August 10, is "Southtown" (Soul/Groove) from 6:30 p.m. to 8:00 p.m. Visit www.frankfortchamber.com for the Concerts on the Green 2025 schedule.

BOARD COMMENTS

Clerk Schubert announced that the next Committee of the Whole meeting will be held on Wednesday, August 13, at 5:30 P.M., and the next Village Board meeting is scheduled for Monday, August 18, 2025, at 7:00 P.M., at Village Hall.

The Village Board thanked all who attended the Open House earlier this evening regarding the potential transition to Lake Michigan water.

Board members encouraged the public to attend Frankfort's "Night Out Against Crime" event tomorrow night and to enjoy the upcoming Fall Festival over Labor Day weekend.

Congratulations were extended to the Broman residence on the approval of their variances, and a warm welcome was extended to The Orange Hat. The Board also expressed appreciation to all the new businesses investing in the community.

A reminder was shared about the #9PM Routine - a few simple steps to help keep our community safe each night - lock all doors, close and secure garage doors, remove keys/key fobs from vehicles, and keep valuables out of sight.

The Board also expressed appreciation to the Public Works staff for installing new reflective street signs that comply with MUTCD (Manual on Uniform Traffic Control Devices) standards, addressing deficiencies associated with the previous non-compliant wooden signs.

Members commented on the Annual Frankfort Subdivision Charity Softball Challenge, held Sunday, August 3, which raised $3,400 to benefit the Hallstrom family.

Happy birthday wishes were extended to Alex D'Ortenzio.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

Resident Brad Johnson inquired about where the proceeds from the potential sale of surplus real estate at the northwest comer of White and Elwood Streets would be allocated.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Savaria moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, August 4, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:18 P.M.
