Village of Channahon Committee of the Whole met July 21.

Here are the minutes provided by the committee:

VP Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Director of Community Development Scott McMaster, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech, This meeting is being recorded.

VILLAGE PRESIDENT

Discussion -An Ordinance Establishing a Moratorium on Issuance of Permits, Licenses and other Approvals for Certain Trucking Related Uses - 1st Read

VP Moorman Schumacher stated that Attorney Silverman put this ordinance together for us, as you are all aware there is a lot of vacant land to the west. Truck parking facilities are huge and she understands that they need somewhere to put them but a glorified parldng lot is very little to no benefit to the Village and it brings truck traffic. She would like to review the industrial zoning that allows truck uses, and put a moratorium on these specific types of uses and take a look at them before we approve them. Grundy County and City of Morris will be doing the same.

Durkin stated that we are not talking about developments like Crossroads 55, which brought significant job creation and EAV.

VP Moorman Schumacher stated that what we are talking about are the truck parking, service and storage and maintenance facilities that have minimal building improvements and vast amounts of parking. That is a glorified parking lot and is of no benefit to the residents.

Durkin stated he reached out to Alec MacDonald from Grundy County for their ordinances. Discussion on this matter stemmed from our Regional Partner meetings. We all feel very much the same and do not want to be overrun with large expanses of parking lots. They have a place and it is incumbent on us to review our codes and requirements. Staff will research and see what other communities have done and what would be the best fit for us.

VILLAGE ADMINISTRATOR

Discussion - Continuation of 1 % Statewide Grocery Tax

Durkin stated additional information was provided in the packet and the Board reviewed the Will County Govermnental League presentation. As of July 17th, 320 communities have passed the continuation of the 1 % Statewide Grocery Tax, which is about an additional I 00 communities from the last update provided in mid-June. This item will continue to be on our agenda until the board decides to take action, if any.

ADMINISTRATION DEPARTMENT

Petrick stated he had no formal items for discussion.

COMMUNITY DEVELOPMENT

McMaster stated he had no formal items for discussion.

FINANCE DEPARTMENT

Durkin stated there are no formal items for discussion.

POLICE DEPARTMENT

VP Moorman Schumacher stated that Bogart is not here but he has no formal items for discussion.

PUBLIC WORKS DEPARTMENT

Discussion - Approval of the Metropolitan Industries Inc. Proposal for Emergency Altitude Valve Repair at Water Tower #2

Dolezal stated Metropolitan Industries Inc. was previously on-site executing repairs to the altitude valve at water tower two. During initial repairs, additional deficiencies became apparent that prohibited the valve from operating properly. Notification regarding the necessary emergency repairs were made to the Director and proper approvals were granted.-This repair has been completed and equipment is now operating as it should. This is our official request for emergency repairs.

Discussion - An Ordinance Authorizing th.e Sale of Certain Personal Property Owned by the Village of Channahon, Will and Grundy County, Illinois - 1'1 Read Dolezal stated we have a couple items that we are going to declare surplus and dispose of via any of the various means that we have available to us.

Discussion - Award 2025 Resurfacing Project

Dolezal stated The Village of Channahon opened bids July 16th 2025 for a second roadway resurfacing project. Four bidders submitted bids for this project; D Construction, PT Ferro, Gallagher Asphalt, and Austin Tyler. PT Ferro Construction submitted the low bid for this project with a total project cost of $733,866.67. This project consists of roadway resurfacing, patching, spot curb and gutter replacement, sidewalk ADA improvements, and other incidental work. The low bid provided is within budget.

Discussion -Award Municipal Campus Parking

Dolezal stated the Village of Channahon opened bids July 16th 2025 for a Hot-Mix Asphalt patching program for the Municipal Campus parking lots and multi-use path. Four bidders submitted bids for this project; D Construction, PT Ferro, Gallagher Asphalt, and Austin Tyler. D Construction submitted the low bid for this project with a total project cost of $21,520.00. This project consists of HMA patching cracks within the Village hall and PD parking lots in addition to the multi-use path and other incidental work. The low bid provided is within budget.

Dolezal stated that Trustee Perinar and he discussed increasing the spending limit that can occur without Board approval and potentially adding some other routine items, such as water meters for homes.

Petrick stated that even the routine software upgrades have come to the Board, as they were just over the threshold.

Trustee Perinar stated that it has been set at $10,000 for a long time. Maybe we can consider increasing it slightly.

Durkin stated that he will reach out to other communities and see what they are doing and come back with that information.

Dolezal stated that even when we do purchase orders, those go through three approvals. There are checks and balances.

Durkin also reminded the board that items are also included in the budget that the board approves prior to the onset of each new fiscal year.

COMMUNICATIONS

GEDC 2025 Grundy County Business Retention Program

Durkin stated that we received a report from the GEDC on the business retention program.
