Village of Channahon Board of Trustees met July 21.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Director of Community Development Scott McMaster, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

CONSENT AGENDA

A. Consider Approval- Minutes - Committee - July 7, 2025

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher stated if any of the board members plan on attending the sponsor dinner for Three Rivers Fest on August 5t11, please let Leti know as she will be responding for us. Denny Clower' s is celebrating 44 years of service as Channahon Park District Commissioner; they will be holding an open house celebration on July 29th from 5-7 p.m. at Heritage Bluffs. Last week she went with Illinois River Towing on a tug boat around the Channahon pool, which is from DOW Chemical to where we meet the Joliet boundary. One barge load is the equivalent to 70 trucks. Last Thursday she went to the Three Rivers Realtor's Association breakfast and sat with the Mayors of Morris and Diamond. The mayors are going to start getting together quarterly to talk about general things going on.

Consider Approval - An Ordinance Establishing a Moratorium on Issuance of Permits, Licenses and other Approvals for Certain Trucking Related Uses -1st Read Trustee Slocum made a motion to waive second read and approve An Ordinance Establishing a Moratorium on Issuance of Permits, Licenses and other Approvals for Certain Trucking Related Uses. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum. NAYS: NONE MOTION CARRIED

B. VILLAGE ADMINISTRATOR

Discussion - Statistical Monthly Report - June 2025

Durkin stated that the monthly report was attached if there were any questions. The Northeast Grundy Regional Plan development is continuing and key stakeholder interviews were held. They will begin looking at the ways other states have creatively funded and constructed infrastructure improvements. The next Regional Partner's meeting is August 20th at 8:30 a.m. here in the Village Hall. We did receive some early drawings from the consultant for the Canadian National Railway on the Phase I part of the development, which consists of the intermodal facility part of the project. This portion of the project does not require Village approval as they are governed by the federal government through federal preemption. They do have plans out for bid and they do expect to start mobilizing and moving dirt in August of this year. We are working closely with staff, the Village Attorney as well as the consultant teams to finalize the annexation and development agreement pertaining to Phase 2 of this project, which the Village will have to approve. That should be ready to be brought to the Board towards the end of 2025. He has asked CN to provide some FAQs that we will enhance and put on our website, so the public has this information.

VP Moorman Schumacher stated it is her understanding that will start with the stormwater detention and the berm adjacent to the residential subdivision.

Durkin stated yes, the storm water detention and the landscaping adjacent to the Dresden Acres subdivision will be first.

VP Moorman Schumacher asked that we share those plans with Grundy County.

C. ADMINISTRATION DEPARTMENT

Discussion - Statistical Monthly Report - June 2025

Petrick stated that the monthly report was attached if there were any questions. He spoke to the contractor working on the I&M Gateway today and they received the rest of the materials that were back ordered. They are hoping to finish up by the end of the week.

VP Moorman Schumacher stated that Sydney will be planning a ribbon cutting event for the gateway. She forgot to mention that Silverthorn, one of our home builders, is having an open house at one of their model homes on Settler's Drive next Wednesday from 4-4:30 p.m.

D. COMMUNITY DEVELOPMENT

McMaster stated that the monthly report was attached if there were any questions. The Board was also given a draft of the flyer that we will send out to prospects for development within the Town Center.

Trustee Perinar made a motion to approve the Metropolitan Industries Inc. H. VILLAGE ATTORNEY

Village Attorney Dave Silverman stated he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Perinar stated that the sidewalk closed signs on Dove Drive are just at the right height to make it difficult to see. She requested that staff look at lowering the signs.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee Slocum stated that the pavilion and the amphitheatre at Arroyo Trails is up and it looks very nice. He doesn't think the electric is in yet but they are working on getting that in so it can be up and running. It is a nice piece.

Trustee McMillin stated that he called Dolezal to give thanks to the boys that trimmed the trees near Throntons. He asked about the sign for the I&M Gateway.

VP Moorman Schumacher stated that it is not installed yet, it will be a vertical sign. Board Minutes 3 July 21, 2025

Trustee Mark Scaggs and Trustee Chantal Host- Public Works and Facility Trustee Host asked how are we with the church fixing the detention.

VP Moorman Schumacher stated that as of today, it has all been removed.

Trustee Slocum asked about 24547 Dove Drive. It is an abandoned house on the comer of Dove and Route 6. It has very few windows in it. We have to have something on our books that says you can't have an abandoned house with no windows.

VP Moorman Schumacher stated that there is a house on Carrie that residents believe squatters are living there. She doesn't think there is electricity or running water. She will get the address.

McMaster stated that he will talk to Kirk about these.

Trustee Host stated that Friends of the Fishing Team have collected pop tabs. EXECUTIVE SESSION
