CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, July 14, 2025, at 7:00 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Jessica Petrow, Maura Rigoni, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Deputy Police Chief Kevin Lanz. Trustees Michael Leddin and Dan Rossi were absent.
Clerk Schubert announced a quorum of the public body was physically present.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass THE ANNUAL APPROPRIATION ORDINANCE (NO. 3515) PROVIDING AN APPROPRIATION FOR CORPORA TE PURPOSES IN THE AMOUNT OF $59,366,900 FOR THE FISCAL YEAR BEGINNING MAY 1, 2025 AND ENDING APRIL 30, 2026, in the Village of Frankfort, Will and Cook Counties, Illinois.
2. Veolia Water Technologies, Inc. Agreement: Preventative Maintenance of Disk Filters at the Regional Wastewater Treatment Plant - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-28) AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND VEOLIA WATER TECHNOLOGIES, INC., for preventative maintenance and overhaul of the disk filters at the Regional Wastewater Treatment Plant, in the amount of $134,531.17.

a. Special Use Permits for Indoor Entertainment, Accessory Liquor Sales, Restaurant/Tavern, and Extended Hours of Operation - Ordinance
(Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3516) GRANTING FOUR SPECIAL USE PERMITS TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (WHISK & FLAME - 10 AND 12 ELWOOD STREET), for Indoor Recreation, Accessory Liquor Sales, Restaurant/Tavern, and Extended Hours of Operation until 1 :00 a.m. on Fridays and Saturdays only, to accommodate the operation of Whisk & Flame, in accordance with the reviewed plans, public testimony, and Findings of Fact, and subject to the business shall implement a minimum of 15-minute break in between classes to accommodate parking space turnover.
b. Off-Street Parking Variance: 6-24 Elwood Street- Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3517) GRANTING A ZONING VARIANCE TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (GRAINERY VILLAGE SQUARE- 6-24 ELWOOD STREET), to reduce required off-street parking from 115 to 4 7 parking spaces to accommodate the operation of the tenants within the Grainery Village Square, in accordance with the reviewed plans, public testimony, and Findings of Fact.
2. Major Change to a Planned Unit Development for Currie Motors Property: 9423 W. Lincoln Highway - Ordinance
(Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3518) GRANTING A MAJOR CHANGE TO THE PLANNED UNIT DEVELOPMENT FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT (CURRIE MOTORS PROPERTY - 9423 W. LINCOLN HIGHWAY), for the construction of seven parking spaces and a retaining wall in the vehicle storage area, in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned upon final engineering approval, and staff approval of a landscape plan that depicts compliance with previously approved landscape plans and adds additional plantings along the perimeter of the property.
3. Village of Frankfort Zoning Ordinance Amendment: Articles 5, 7, and 12 - Data Centers (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3519) AMENDING THE VILLAGE OF FRANKFORT ZONING ORDINANCE, ARTICLES 5, 7, AND 12, to establish regulations for data centers.
E. Illinois America 250 Commemoration - Resolution
ADOPT A RESOLUTION (NO. 25-29) IN SUPPORT OF THE ILLINOIS AMERICA 250 COMMEMORATION, and that the President and Board of Trustees of the Village of Frankfort expresses its support for the Illinois 250 Commission, and encourages all Illinois communities to organize and participate in local events leading up to and culminating on July 4, 2026, to celebrate America's 250th anniversary.
F. Village Administrator Employment Agreement - Approval
Approve the execution of an Employment Agreement between the Village of Frankfort and Village Administrator Robert Piscia.
Trustee Petrow moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Petrow, Rigoni, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Petrow, Rigoni, and Savaria. Nays: None. Absent: Trustees Leddin and Rossi. The motion carried.
MAYOR'S REPORT
• Mayor Ogle entertained a motion from the floor to adopt an amendment to the Liquor Code Ordinance authorizing an increase in the number of Class C-2 liquor licenses (Restaurant/Tavern, permitting bar and no carry-outs) from six to seven to accommodate liquor sales at Whisk & Flame, located at 10 and 12 Elwood Street in the H-1 Historic District.
Trustee Savaria moved, seconded by Trustee Petrow, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3520) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 113: INTOXICATING LIQUOR, SECTION 113.20 LIMITATION ON NUMBER OF LICENSES, to increase the number of Class C-2 liquor licenses from six (6) to seven (7) in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.
• Mayor Ogle provided a brief commentary on the Annual Bluegrass Festival held over the weekend in downtown Frankfort. He applauded the outstanding lineup of performers and thanked everyone who contributed to the event's success. He gave special recognition to Steve Haberichter and all the volunteers for their hard work and dedication.
• Mayor Ogle highlighted several ongoing community events:
o Cruisin' Frankfort Monday evenings through September 22, from 5:00 p.m. to 8:00 p.m. in downtown Frankfort.
o The Frankfort Public Library will host the final two "Fridays on the Green" events of the 2025 season. Enjoy a performance by the "Spoon Man" on Friday, July 18 and "Coasting with a Cop" on Friday, July 25. Both events run from 10:00 a.m. to 11 :00 a.m. at Breidert Green.
o Frankfort Country Market continues every Sunday through October 26, from 9:00 a.m. to I :00 p.m. in downtown Frankfort.
o The Concerts on the Green entertainment for Sunday, July 20, is "River Road Trio" (Country/Rock) from 6:30 p.m. to 8:00 p.m. Visit www.frankfortchamber.com for the Concerts on the Green 2025 schedule.
• Mayor Ogle invited the public to attend the annual "Night Out Against Crime" event on Tuesday, August 5, from 6:00 P.M. - 8:00 P.M. on Breidert Green hosted by the Frankfort Police Department. Come out and bring the children to enjoy games, DJ entertainment, and the popular "Touch a Truck" program.
BOARD COMMENTS
Clerk Schubert announced that the next Village Board meeting is scheduled for Monday, August 4, 2025, at 7:00 P.M., and the next Committee of the Whole meeting will be held on Wednesday, August 13, at 5:30 P.M.
The Village Board congratulated Steve Haberichter and all the volunteers involved in the Bluegrass Festival held over the weekend, noting the outstanding lineup of performers.
Board members expressed appreciation to the Police Department and Public Works staff for their support and hard work during the event.
Public Works staff were commended for their work on the Nebraska Street bridge improvements.
A warm welcome was extended to Whisk & Flame and two new businesses, and the Board expressed its appreciation to Currie Motors for their continued investment in the community.
The Board thanked Village Administrator Piscia and acknowledged the renewal of his four-year agreement with the Village.
Birthday wishes were extended to Trustee Borrelli's daughter, who turned 11 yesterday, as well as to Trustee Leddin's father and son, who are celebrating birthdays this week.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, July 14, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:21 P.M.
