Village of Channahon Board of Trustees met July 7.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development Scott McMaster, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

CONSENT AGENDA

A. Consider Approval - Minutes - Committee - June 16, 2025

B. Consider Approval - Minutes - Board - June 16, 2025

C. Approve Payment of the Bills List of July 7, 2025 for $522,475.84

D. Approve Payment of Manual Checks of July 7, 2025 for $138,116.02

E. Approve Payment of Net Payroll Expenses for the period ending June 22, 2025 for $175,858.84

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Oath of Office - Police Canine Atlas

VP Moorman Schumacher administered the Oath of Office to K9 Officer Atlas, the Channahon Police Department's newest "paw-ficer." Atlas and his specialized training and transport equipment were funded entirely through Will County State's Attorney James Glasgow's "League of Extraordinary Canines & Friends" program.

Bogart stated that Atlas is a labrador pointer mix, he is just over a year old. His birthday is April 28th. He comes to us by way of Hungary so all of his commands are in Dutch, German and English. Atlas began his training in April of this year and graduated on June 18th. We are extremely pleased with the Kane County Kennel and will consider them in the future. Since beginning his tour, he had been deployed more than 10 times, including for a shooting in Plainfield this past Saturday.

K9 Officer Anderson stated that he is grateful for the opportunity and is excited to see where this opportunity takes them.

VP Moorman Schumacher stated that for most of the afternoon she and Trustee Slocum were in a workshop.

B. VILLAGE ADMINISTRATOR

Durkin stated that on Thursday morning he will be attending the Channahon Fire District's meeting to continue the tour of the taxing bodies and about the agreements that are coming to an end. Just to give you an idea, the buildings on the east side ofl-55 will be generating about $500,000/year for the fire district. As farmland, it would roughly be $1,100-$1,300/year.

VP Moorman Schumacher stated that it was a good investment for all the taxing bodies.

Durkin stated that the grocery tax item will remain on the agenda. It will also be on the board agenda in the future in the event board wants to act on it.

VP Moonnan Schumacher stated that a few weeks ago she and the Chief went to 3 Rivers Cafe and spent a Saturday morning speaking with residents. She thought it was a worthwhile event, it was very casual and resident driven and she would do it again. We talked about CN, electric bikes, Citizens Police Academy and the Village Green. We talked about doing it quarterly.

Durkin stated that this Wednesday is the next Regional Partner's meeting so if there is a Trustee that would like to attend.

C. ADMINISTRATION DEPARTMENT

Durkin stated that there were no formal items.

D. COMMUNITY DEVELOPMENT

Reminder - Planning and Zoning Commission Regular Meeting, Monday, July 14, 2025 at the Channahon Municipal Building at 6:00 p.m.

McMaster stated that there would be two final site plan approvals, one for Premier Trailers and hopefully Mallory Plaza.

Durkin stated that Premier is contingent on the Annexation Agreement says that we shall approve the site plan but also says that we shall approve that site plan officially. It is something that we need to bring forward.

Trustee Slocum asked what is the timeline for Great American Bagel.

McMaster stated that we are almost to the end of the road with them, so it is really on their timeline. They have a few things to do on that property; add some landscaping and make the traffic patterns more conducive. We are hopeful that it will be open by the end of the year.

VP Moorman Schumacher asked where the plaza on the east side of 1-55.

McMaster stated that he has potential tenants for every space there and we are hopeful that will be done by the end of the year.

VP Moorman Schumacher stated that she talked to Durkin about Bill Slavik's property on the north side of Route 6 by Brisbin Road. It is supposed to be a small industrial park but it doesn't look like that it what is shaping up. That is in unincorporated Grundy County.

McMaster stated that he has a meeting with him on Thursday morning so he will find out then.

Trustee Perinar asked where are we at with the church and the removal of the dirt from the detention pond. She believes they had until the end of June to comply.

McMaster stated that he has been out for the last few weeks and is not sure where that stands. He will follow up.

Trustee McMillin stated that he can tell you what the church has been doing; they've been doing nothing. He doesn't want to be a jerk and he apologized to Al and Randy but is there anyway that we can start putting a daily fine on that until it is removed.

McMaster stated that we can certainly look into that.

Trustee McMillin stated that he doesn't want it looked into, he wants it done. It's pretty simple, they just go in and take out all of the dirt they put in there or should we just call the IEP A and help those fellows out and rethink what they did.

VP Moorman Schumacher stated that she thinks we start with issuing tickets.

E. FINANCE DEPARTMENT

Durkin stated that there were no formal items.

F. POLICE DEPARTMENT

Bogart stated that there were no formal items. The Channahon Police Department has chosen a new patch that is consistent with the new branding. It is out for a proof and he should have something for the Board to review shortly.

G. PUBLIC WORKS DEPARTMENT

Consider Approval-Purchase of Two New 2026 Ford F-250 Service Body Vehicles

Consider Approval- UMA LLC (Dairy Queen) - Acceptance of Public Improvements and Release of Improvement Completion Guarantee

Trustee Scaggs made a motion to approve the Village Hall Parking Lot Expansion, Approval of Corrpro's Proposal to Replace the Cathodic Protection System at Bridge Streets' Booster Station, Purchase of Two New 2026 Ford F-250 Service Body Vehicles, Approval of Stewart Spreading

Inc. For Wastewater Solids Removal and UMA LLC (Dairy Queen) -Acceptance of Public Improvements and Release of Improvement Completion Guarantee. Seconded by Trustee Host.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

PUBLIC COMMENT

Dave Ferro, resident of Channahon, asked about all the pipe installation under construction along Route 6.

Dolezal stated that it is watermain. It has been on our Capital Improvement Plan for years but with the impending Lake Michigan water, its best to get it done now.

H. VILLAGE ATTORNEY

Village Attorney Dave Silverman stated he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee McMillin asked about trimming the trees behind Thornton's. It is a hazard. He almost saw a multi-vehicle accident there yesterday because they can't see around the trees.

Dolezal stated that a work order has been put in to trim the trees.

Trustee McMillin stated that he doesn't want to see anyone hurt out there.
