City of Lockport Committee of the Whole met June 18.

REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, June 18, 2025 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:28 pm.

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

CA-1. Renewal of IDNR Lease Agreement No. 5057 for the Commuter Parking Lot for 10 Years Director of Community & Economic Development, Lance Thies, presented the Staff Report. DIRECTION: Add as an Action Item to the Agenda for the July 2, 2025 City Council Meeting

CD-1. Special Use Permit for a Planned Residential Development for a 260 Unit Residential Development; to Include Rezoning, Final Plat of Subdivision, and Preliminary/Final Development Plan Review for the Property Generally Located North of Bruce Road, East of I 355, and South of Cedar Ridge Estates (Sadie Ridge, by M/I Homes) / PZC Case #2025-004

Director of Community & Economic Development, Lance Thies, presented the Staff Report. Review of Modifications to Lot Coverage.

Presentation by Caitlin E. Csuk of Rosanova & Whitaker, Ltd, on behalf of M/I Homes.

Discussion among the Council ensued. The development will have sidewalks throughout the development. The single family homes will be priced in the $500K range, the townhomes will be in the $300K range. Questions raised regarding the bike trail, North access road, possible additional stop signs, S-curve on Bruce Road.

CD-2. Facade and Site Improvement Grant for 1500 Briggs Street in the amount of $6,505.40 Director of Community & Economic Development, Lance Thies, presented the Staff Report. Discussion among the Council ensued.

DIRECTION: Add to Consent Agenda for the July 2, 2025 City Council Meeting

CD-3. Concept Plan for a Proposed 120 Unit Assisted Living Senior Apartment Community for the Property Located North of 163rd Street and East of I-355 (Known as Heritage Woods)

Director of Community & Economic Development, Lance Thies, presented the Staff Report.

The property is currently vacant and unincorporated; the proposed plan would require an annexation agreement.

Representatives of Horve Construction and Gardant Homes were present. Teresa Wester-Peters of Gardant Homes presented to the Council. Their program provides private apartments, supported by both private pay or Medicaid. Average age of residents is 84 years old. This proposed property is the last license that Gardant can have; the state of Illinois limits companies like Gardant to 160 properties.

Discussion among the Council ensued.

PUBLIC COMMENTS:

1. Terry Gamerol – represents residents of Windmill Estates that is adjacent to this property. Concerns regarding the site plan. Concern that it may not be in conformance with the City Plans. How to determine if the proposal is valid, if only a portion of the property is proposed to be developed. Concerns about elevation and storm water management.

DIRECTION: Add to the Consent Agenda for the July 2, 2025 City Council Meeting

MOTION BY BERGBOWER SECONDED BY BARTELSEN TO ADJOURN THE CITY COUNCIL MEETING AT 9:04 PM. VOICE VOTE ON THE MOTION.
